HM Khalifah Zallum and his advisor, Walid ibn Salman. Under the Sharia system, the Khalifah is the supreme leader of every single Muslim in existence and demands obedience from the entire observable universe.


A Khilafah officer from Arabia, supervising Governor-General Sourheart signing a new exploitative plantation law. Appointed by the Khalifah in 1989, Sourheart had run the province from his extravagant house in 6th Cendana Street – which became the nickname of his regional regime.

Province 14, more commonly known as Dwipantara, is governed by a male-only council of oligarchal elites in the form of a cabinet. Members of the provincial cabinet are appointed or dismissed by the male-only, Muslim only Governor-General. The unelected Governor-General is appointed and dismissed at the pleasure of a faraway male-only, Muslim-only, ethnically Arabian sayyid-only, Khalifah. As of 1998, the Khalifah ("supreme leader") position is currently occupied by an 87-years old grandpa in the middle of an Arabian desert who owns four wives and often demands absolute obedience from the entire observable universe.

The Governor-General hold the sole power to form and dismiss all kepala dinas (sector chief) on the regional cabinet, with big autonomy from the central Khilafah government. In practice however, the current all-male 2nd Development Cabinet (who regularly meets in Governor Sourheart's private residence in 6th Cendana Street) is consisted of members of the three main oligarchal estates that controls the province: the habib bourgeois conglomerates, the entrenched military generals, and the hardline ulemas, each seeking to advance their own group's interest. The ruling cabinet reflects this struggle for power.

As of 1998, the Khilafah central government in Arabia are being severely weakened by major distruptions, such as oil price collapse, internal turmoil around the aging Khalifah Zallum, insurgencies in Africa and the grilling independence wars of India and Shia-dominated Iran. Without strong central oversight, Governor-General Sourheart is left with a big autonomy – and headache – to fend off problems by himself. Factions within the regional government of Province 14 are already making bolder and bolder manuevers, while the Republikens grew evermore stronger.

A. Ruling Estates


Salafi Clerics


An "Ijtima", where ulemas create new divine laws or norms. Those who reject it may be declared apostate and sentenced to death.

Salafi Islamist doctrines and norms (which follows not only the Quran and Hadiths, but the first three generations of Islam) are set and enforced by an oligarchy of hardline clerics, whose ideals dominated Dwipantaran social life. They usually graduated from pesantrens (Islamic boarding schools) across the countrysides, run by senior ulemas whose judgements are followed by their students. Many clerics are Muhammad-descended habibs or even actual Arab scholars who migrated to spread their teachings. The clerics maintains tight grip on the province through their vast network of followers, numbering in tens of millions, and even larger through the pengajian (local Quran recitation activity) and majelis taklim (community religious studies) that reaches two-thirds of the population. Despite this, a big chunk of the Salafists are generally apolitical and only a few directly seek political office. This has resulted in a "gentlemen's pact" between Salafi clerics and the ruling regime, where the clerics are obligated to protect the legitimacy of the government. In return, the regime gives free reign to the ulemas to dictate public life as they see fit. In reality though, many ulemas are still involved in petty politics through unofficial means, as the ulemas' immense power within a Muslim society naturally attracts conmen only interested on harta, tahta, wanita (wealth, power, and woman).

Salafi clerics are locked in a cold war (some times erupted into actual physical conflict) against the moderates, who also lay their eyes on the monopoly of Islamic interpretation. One such threat is the Nahdlatul Ulama, a traditionalist and pro-Republic organization with 40 million members. They controls East Java, with major influence in Central Java and vast networks of schools, pesantren, charities, and mass organization that outperformed that of the Salafists. Others are the "moderates", atheists in disguise that seeks to exploit Islam's takfir system and vulnerability to internal conflict by advocating moderate reform aimed to disarm the religion.

The atheists' devide et impera (divide and conquer) strategy has so far found marvelous success, with moderates branding hardliners as Khawarij (a hardline sect who assasinated the 4th Khalifah, 'Ali ibn Abi Thalib, and are known for its violence, outlandish radical tafsirs, and hobby to brand anyone that disagrees with them as apostates). Hardliners in turn brand moderates as ahlul bid'ah wal jama'ah or revisionists. All of this contributed to the Great Decline of the late '90s, where a sense of Islamic unity essentially ended through some liftings in censorship, leading to the advent of open debates, inspection, and merit-based criticism pioneered by popular TV or radio uztads. The liftings quickly became a vicious and bitter battleground between the various interpretations of Islam, each ulema faction seeking to eliminate their competitor from the market. Republikens quickly capitalize on this new momentum, branding the Khilafah's and the ruling ulema class' monopoly on Islamic interpretation as "corrupt" and "dictatorial", a fact widely known to be true, and must be abolished in favor of personal interpretations through one's judgement.

Habaib Nobility


Sumayt Clan, an aristocratic branch with major influence in Sulawesi. As all sayyids, they are all equipped with nepotistic divine powers that greatly benefit their personal self.

In Islamic tradition – which has more or less canonized into divine law, all Muslims are equal, but some Muslims are more equal than the others. Every Muslim are obligated to love and respect the descendants of Muhammad's clan (usually of Arabic ethnicity), an aristocratic nobility called "habibs" or "sayyids", as loving them is a part of loving Prophet Muhammad, and loving Prophet Muhammad is an obligation. Disrespecting them can result from social alienation, persecution, to divine punishment in hell after death. This concept of "love under gunpoint" has granted the nobles many nepotistic divine advantages in their social life, making these 3% of the population successful in controlling the province's wealth, industry, natural resources, military, government, and prestige in public life. To counter egalitarian movements seeking to treat each human as equal beings, habibs are known to fund and head large Islamist laskars (paramilitary thugs), with the largest reaching millions of members, with the aim to "protect Islam's purity" and hold the habib's respected status in society. Status as a habib with many links can put someone into fast track to success, and many lives glamorous lifestyle while the wong cilik or peasants (which make up to 80% of the population) are greatly under-represented.

In recent times, the habibs' special status have been increasingly challenged. The populist and banned PDDP, supported by the vast majority of farmers, wong cilik, and slaves have portrayed them as the people's tyrannical enemy whose status must be abolished. Meanwhile, the scientific community has presented another problem through the "Charlemagne Principle", where it was revealed that Charlemagne is the direct ancestor to 100% living native Europeans. Meaning, the mathematical principle also applies to Muhammad and his family (who lived 200 years before Charlemagne). Meaning, the number of eligible habibs actually ranges from hundreds of millions to billions, spread across 100% living Arabic ethnicity and everyone connected to them. Meaning, the whole divisive caste system has just been rendered irrelevant.

Military


Top generals aligned with the pro-Islamist "Green Faction". The faction controls Sumatra, Western Java, mid to southern Sulawesi, and some other islands.

As a province, Dwipantara are banned to have its own standing army. However, the Governor still possess large influence in the activities and movements of his province's armed forces, which operates under a byzantine network of bureaucratic command structure. The habib nobility posessess vast control of the armed forces, and control nearly all of the upper command. In Dwipantara, it is general knowledge that Java island (where 80% of its GDP are generated) are treated as "homeland", while other islands as "colonies". The military are given nearly unlimited power to maintain order in these outer isles, especially on tenuous ones. As a result, many local commanders, either habibs or even foreign Muslim from other province, became "mini-kings" who structured the region under their command like a pyramid that enriches the top and opresses the farmers, miners, and local populace.

With unstable command structure designed to keep balance of power in check, competing military factions throughout the armed forces, police, and intelligence have developed. The first is the "Red-White" faction under Regional Defense Chief Wintarto, composed of native Dwipantarans and are supported by business oligarchs. They are consisted of Javanese commoners who opposes the habibs' non-meritocratic dominance. The second is the "Green" faction under KIA Regional Director Van Zen, dominated by Arabic habibs who maintains close cooperation with Salafi clerics and their followers.


Internal strife, either within or between each group, are a common occurrence, something that the Governor must balance carefully to remain in power and satisfy the Khalifah's parameters. Generally, the Cabinet is polarized between the Islamist Green (G) and the nationalist Red-Whites (RW). As of 1998, here is the current 2nd Cendana Cabinet.

B. The 2nd Cendana Cabinet, rulers of the province


1. Sheikh Abdullah Q. Zallum, His Majesty Khalifah


HM Khalifah Zallum and his nephew, Walid ibn Salman. Walid practices "alternative medicine" and is the Khalifah's "holy healer", who over the years acquired immense powers from behind the throne.

His Majesty Khalifah, A.Q. Zallum is the leader of all Muslim population in the entire observable universe and the one that the 2nd Cendana Cabinet took mandate from (as opposed from the people). Seizing power after a hectic Khalifah election that left more than 30 'pretenders' beheaded (in accordance with the Islamic law), he has ruled the Khilafah with an iron grip eversince. Zallum is known as a fervent khilafahist who wants to export Islamist insurgency throughout the globe, and aims for (admittedly laughably unrealistic) world domination. After sitting on the throne for three decades due to the lack of term length, however, the 87 years old Khalifah has ailed and his cognition declined, hampering his governing capabilities. As a result, many figures has used him as a puppet figurehead to secure their own interests. One of them is his notorious personal 'traditional doctor' Walid ibn Salman, who manipulated him intensely and referred by many as the "Shadow Khalifah". Another is the immensely powerful 'mini-Himmler' Islamic cleric and extreme anti-semite, Ayman al-Zawahiri, who preaches for an even more amish and expansionist version of Islam.

  • With the Khalifah increasingly shutting himself from public view and direct governance, a powerful shadow cabal consisted of the likes of Zallum's personal assistant ibn Salman, zealous Islamo-fascist cleric al-Zawahiri, the Grand Vizier, and a few other military, religious, and aristocratic figures has increasingly stole the Khalifah's role.

  • However, the 1996-1997 economic crisis and the subsequent breakout of unrest from half of the Khilafah's population has broke apart the shadow cabal into infighting. Many even referred to 1998 as the "Anarchy in Mecca".

  • Since the mid 90's, the Khilafah's central administration has operated under a system of "government by assasination". Zallum's death will likely trigger an infighting or purge like never seen before, with a third of the Khilafah's provinces predicted to declare independence outright if they haven't already. Any attempt to salvage the Khilafah at that point would be very costly, blood-drenched, violent, and will likely trigger an unprecedented international response against the Khilafah itself.

2. H.M. Sourheart, His Highness Governor-General

H.M.Sourheart, a sayyid from Cairo and retired military officer, is the Governor-General, leader of the 2nd Cendana Cabinet, and the ultimate boss of the regional fascist kleptocracy. He is a subordinate who answers directly to the Khalifah in Arabia. A nephew of the of the current Khalifah (who has 4 wifes and 27 legitimate children), he was stationed as a military officer in the archipelago to quell rebellions in Sulawesi and Bali. His nepotistic connections enabled him to rise abnormally fast, culminating in his appointment by Khalifah Zallum as the province's despot in 1989. A proud aristocratic sayyid (direct descendant of Muhammad), he is unable to speak the province's language, Dwipantaran, choosing to speak exclusively in Arabic (the Khilafah's official language) while being accompanied by a translator everywhere instead. He also ran the country through his extravagant home in Cendana street, Zakartah DKI, as opposed to the Governor-General's Palace. With an abysmal approval rating of 5-10% according to some western polls, he relied on the big three oligarchal estates that rules the region: the military, the bourgeoisie habib conglomerates, and the hardline Salafi ulemas. His positioned himself above these competing factions to become the "final arbiter" of everything, and thus maintain power. As his health declines however, his many sons have begun accumulating more and more power, to the dismay of the other elites. This is happening while his ideologically "naughty" Sector Chiefs are openly conspiring with or against eachother to discuss what should they do in the event of Sourheart's death, retirement, or replacement. Haste will be critical as any plot must be launched before the Khalifah in Mecca appoint a new governor.

Under his 8 year iron rule, Dwipantara have turned into the world's most corrupt place, with a total of $15-35 billion embezzled by his and his family alone (Forbes). The scale will be exponentially unimaginable if we start considering how much has his subordinates reaped from the archipelago, from ministers to regional military commanders to local bureaucrats. His wife, Mrs. Tinnie Sourheart, known by her nickname "Mrs 10%" (as she would demand 10% of contract funds for herself for it to be signed by her husband) is rumoured to be a power behind the throne until her sudden death in 1996. (Coincidentally, Javanese tradition maintain that if a Queen dies on Saturday, large calamities is imminent). The pinnacle of this KKN (korupsi, kolusi, nepotisme or "corruption, collusion and nepotism") regime however are his six children, each controls various monopolies in the archipelago. Tutut was assigned all of the province's highway projects, Bambang was put in charge of all the province's oil supply, Tommy controls 100% of the production of cloves and the state-owned "AutoEast" cheap car, and so forth.

Trivia:

  • His health is a grave concern to many. He suffered a minor stroke during a trip to Cairo, which requires two weeks of recovery. Immediately, Attorney General Syafiuddin Kartasasmita (widely assumed to be backed by Defense czar Lt. Gen. Wintarto) published the famous BLBD Report, which exposed massive irregularities and mismanagement in the 1996-1997 Economic Stimulus Program, which implicated many of Sourheart's backers. When Sourheart retook the governorship from Habeibi, the protests and momentum are already too large to be silenced.

  • Nevertheless, he is still the unquestioned ruler of the province. A unique style of humor have arisen due to his repression, in particular those surrounding forced dissapearances. E.g., people that are too critical will be "sent to Nyi Roro Kidul (Queen of the South Seas)". This is in reference to the alleged kidnapping of many Republiken activists, where they are beaten, put inside barrels and sunk to the Indian Ocean south of Java. In recent times though, he has increasingly backed down from direct repression, under the pressure of large demonstrations and his nationalist military subordinates.

  • The PDDP, the government's main opposition party have three popular slogans for the 1998 regional Shura Council election: "RESTORASI" (Restoration of an independent Dwipantaran republic), "PDDP MENANG DWIPANTARA MERDEKA" (PDDP wins, Dwipantara independent), and "SOURHEART ASU" (Sourheart is dog). These slogans are regularly and openly chanted by supporters in rallies.

  • To understand the full extent of Dwipantara under the Cendana regime, you have to read about his youngest, most brash, and most cocky son, Tommy Sourheart (editor's note: and Linkhis IRL inspiration), because holy f***, this world is insane.

3. B.J. Habeibi, His Highness Vice Governor-General

B.J. Habeibi is the Vice Governor-General of Dwipantara, a former aviation engineer, and along with Sector Chief Abang, is "the only sane person in the neighborhood". The technocrat grew up in an underdeveloped Sulawesi island, where in 1970 his house was coincidentally picked by Sourheart (by then still a colonel in the IUWAF) as a temporary base, earning Habeibi a vital relationship. He went on to study engineering, earning a cum laude in Germany. After working in Messerschmitt for many years, he was called to return to Dwipantara to develop his province's lackluster industry, and was assigned as a deputy of Ibn Sutowo, military officer and head of the Pertamida (Dwipantaran Gas and Mining Company), known for his notorious corruption scandals. Habeibi evetually left Pertamida and slowly rose to prominence following his string of successes, despite the region's decadent corruption, and was eventually appointed the province's chief of technological development. He was very close to Sourheart, who regularly seeks for his advice.

In 1994, he was surprisingly handpicked by Sourheart as deputy governor, as Sourheart wished the help of a knowledgeable apolitical technocrat to "run standard things". Popular within the professional business community, he is however despised by Salafist ultrafanatical zealots as a "product of the West" who sought to modernize Dwipantara. In particular, he is fiercely critical of the economic and financial system built by Finance Sector Chief Samad, which prioritizes Sharia conformity as opposed to evidence-based methods, which have eversince imploded. His team recently published a comprehensive report detailing the various structural and financial reforms necessary to get out of the crisis, but was then grilled by the Masyumi-controlled Shura council for "making literally no effort to consult to the Sharia and ulemas" first. However, without much political base to rely upon, he is known to be particularly lenient to government abuse and corruption. While he has not been involved in any of the major schemes, he would let proposals from many factions be passed on with minimum resistance.

As the economic crisis and the growing Restoration movement continue to steamroll the province, the mostly professional Habeibi (with no political vehicle of his own) suddenly found himself in a precarious situation. A native-born, it is long rumoured that he actually favored Dwipantaran independence from the Khilafah, and was caught on tape a few times stating his sympathies on the Republikens. He has long cooperated with the "Red-White" nativist and nationalist military faction to pass reforms, and some even see him as the puppet of Defense Chief Wintarto. Some factions within the Alliance, many of whom secretly aimed to prevent Megawathi from the presidency, also wanted to see Habeibi taking over leadership from Sourheart and form a transitional government before the Khalifah can appoint a new governor, enact painful but necessary reforms, declare independence, secure that independence and hold elections.

Trivia:

  • His nickname, Mr. Crack, is derived from one of his most important achievement in advancing international aerospace engineering.

  • When asked about his stance on Khilafah vs Republiken as both a native Dwipantaran and a public official, on the aftermath of the 212 mass demonstrations, he famously said "don't ask me". This is widely viewed as a subtle nod to the Republikens' referendum effort, although it has to be noted that anyone who publicly stated their support to break free from the Khilafah can be charged with treason or even apostasy.

  • Surprisingly, his IQ is close to 200, far higher than Einstein's and is possibly the highest in the entire province.


4. Lt. Gen. Wintarto (RW), Sector Chief of Regional Defense

Lt. Gen. Wintarto is the person responsible for all of the Khilafah's military operations in Dwipantara. The first native Dwipantaran to serve as the Defense Sector Chief, he is known to lead the 'Red-White' faction within the military-police-intelligence complex (which controls the security and economy of eastern Java, Borneo, and much of the far east), and some labeled him as a "military reformist" with sympathy to Republiken cause who sought to reduce the influence of the military, and is rumoured to have an eye on the province's leadership. Nevertheless, he is unmistakably an authoritarian commander with a long history of horrific war crimes throughout the rebelling prefectures on the Archipelago – with 100.000 deaths in East Timor alone. During his term as Sector Chief, he positioned the army to counter the influence of the Salafist clerics in underdeveloped regions and the Greens under Director Zen. His increasing rivalry with Sector Chief Pascabowo has recently been a major hindrance to his plans, however.

5. Maj. Gen. Kill van Zen (G), Regional Director of the Mabahith (Secret Police)

Maj. Gen. Zen is the province's chief intelligence officer, who maintains a close cooperation with hardline Islamist clerics. A veteran military officer, he is alleged to be involved with the assassination attempt of four nationalist-leaning generals, while also involved in the bloidshed of East Timor and other regions. He is branded as the Republikens' "No. 1 Enemy", responsible from delegitimizing propaganda to forced arrests. Internally, he is the de-facto leader of the "Green" Islamist faction of the army, but many secretly view him as a mere opportunist who doesn't actually care at all about Islam and just exploit it for his political aspirations. His divisive leadership has made the Greens increasingly weaker, generating factions within a faction and is unable to move effectively to counter the manuevers of both the Red-Whites military faction and the Republikens.

6. Maj. Gen. Pascabowo S.D., Sector Chief of Internal Affairs

Maj. Gen. Pascabowo is the province's Sector Chief of Internal Affairs, whose authority often overlaps with Zen and Wintarto's. Son-in-law of the incumbent Governor-General, he is in charge of the police, regional bureaucrats, and the general security and order in the tumultuous 1997. Even in his circle, Pascabowo is known as an extremist war hawk who advocated harsh measures against 212, the protests, and any other threat to security and stability, much to Wintarto's and Habeibi's dismay. He is allegedly responsible for the kidnapping of 13 pro-democracy activists (as a reminder, opponents to the Sharia government system have been declared infidel by fatwa and their blood halal to be spilled) on the eve of the SPADN. However, he does possess a strong sense of nationalist patriotism. In fact, he secretly views the Khilafah system, the enslavement of fellow Dwipantarans, and the general atmosphere of the cult-like kegilaan nasional Salafist Islamism with utmost disdain – his own mother and brother are Christian, after all – and believes that all of his actions are for the good of the people of Dwipantara. Implicitly, this also means that he is willing to go directly against the Khilafah – with violence if necessary – if Dwipantara's interest and the Khilafah's interest crossed roads.

Trivia:

  • His derogatory nickname, "Wewe Gombel", is derived from a traditional Javanese legend about a wicked disgusting monster who loves to kidnap innocent little children.

  • He is divorced with Sourheart's daughter, Tietik Sourheart. Though when and why the divorce happened are still unclear, hot gossips are rife that the now-general lost his "biological manliness" when he was, supposedly, captured and castrated by rebels in East Timor. Unable to "play" with his wife anymore, their relationship allegedly deteriorated.

7. Bob Hasson (G), Sector Chief of Economy

Bob Hasson is a Dwipantaran conglomerate serving as the province's chief economic officer. In 1970's, he initiated a massive expansion of Dwipantaran commercial logging, especially on the islands outside of Java. Using his political clouts for financial gains, eventually he ended up establishing a complete monopoly over the nation's timber industry, which are then soon expanded to mining, shipping, and infrastructure development. He became a very close associate of Governor-General Sourheart, often tasked to give critical advices, organized Sourheart's corrupt slush funds foundations, or arbiter disputes between the governor's six children and their fight to claim as much of Dwipantara's natural wealth as possible. In crisis-struck 1997, the ailing Sourheart appointed him as the Sector Chief of Economy, prompting widespread opposition from both the people and the business community, whose trust in Dwipantara's economic future shattered over night.

Trivia:

  • The second richest person in Dwipantara, Hasson possesses a large influence within the regional military commanders outside Java, and is even regarded as the 'owner of Borneo'.

8. Abdel as-Samad (G), Sector Chief of Finance

One of the leader of the harline Islamist element in Dwipantara, Sector Chief Samad used his base support from grassroot and other ulemas to rise to office. Growing up aiming to be a preacher, he is the first finance Sector Chief without prior experience or educational background in finance or economy, but only backed by millions of his followers – a recipe for disaster. A popular thinker who pioneered many influental Islamic think-thanks and organizations, Samad is an ardent supporter of purified Islam and believes that if we follow the Sharia, no matter the condition, breads will metaphorically fall of the sky and all problems will magically disappear. He uses this point of view even after his oil-dependant sharia economy spectaculary exploded in 1996-1997, nowdays busying himself by mass-producing apostasy fatwa request to those who too harshly criticize Islam's primitive understanding of the economy.

Trivia:

  • Outside of his normal jobdesk, Samad is also known to throw around and involve himself in completely unrelated areas. The most popular are his fatwa banning all form of Korean Drama, declaring that anyone who watch it will automatically become an apostate whose blood is halal to be spilled.

  • This irritating attitude does not sit well with the educated urban new generation. Tandi Abang is a Dwipantaran entrepreneur and businessman with a long career across various multinational and domestic corporations. Rising to prominence after his work in revitalizing the giant enterprises owned by oligarch Aburizal Bakrie, he was appointed SOE Sector Chief to tackle the rampant corruption and mismanagement that threatened to drag the province to the gutter. With Wintarto's nod, he worked hard with Vice Governor Habeibi to try keeping the provincial economy from collapsing completely, while trying to block Samad's various disastrous "solutions". His anti-corruption crackdown in particular has earned him many enemies within the military-industrial complex, and he have even survived two separate assasination attempt.

Trivia:

  • Abeng is one of the first Sector Chief to actively encourage the public to supervise and participate in governing the province. He maintained close relationship with moderste or republike activists such as Budiman Surdjomiko and Rein Divine, with whom he secretly shares bombastic graft or abuse scandals that dragged those who opposed his reforms.

10. Tommy Sourheart, Sector Chief of Agriculture

The youngest and the most greedy of Governor Sourheart's six children, according to more than eleven sources, Tommy regularly used his father's status and graft money to increase his wealth. When he was 22, he founded his first company, the Humpuss Group, which had 20 sub-companies by ten weeks and later grew into more than 60 sub-companies. At the age of 28, he formed a legally-sanctioned clove monopoly, which forced all clove farmers to sell to him and him only at the price that he already determined. His policy eventually reduced the average price of raw clove from 100 cent-dirham/kg to 1 cent-dirham/kg, severly crippling farmers. After losing the bid for both the state's petroleum sales monopoly, the PETRAL to his brother, the visibly upset Tommy asked to be made agriculture Sector Chief in 1996 so that he can control his vast business better. As the government's focus was shifting from agriculture to industry anyways, this wasn't too much of a big deal, but the appointment still geberate a huge controversy resulting in a few resignations of
"competent" ministers. The army and business community viewed him as a big liability, and there has been more than ten attempts to remove him from power.

11. Ridjic de Shearhalf (G), Sector Chief of Law, Woman, and Human Rights

Sector Chief Shearhalf is a hardline Islamist demagogue, leader of the FPI paramilitary with millions of faithful followers, and a habib with direct lineage to prophet Muhammad. Even though most of the cabinet members are also no different, he still proudly brags about his blood status, and regularly exploit it for political purposes. Despite being put in charge of the law jurisdiction, which oversees both law enforcement and judicial system as well as ulema ijtihads and fatwa issuance, his authority often overlaps against Interior Chief Pascabowo, in another ploy by Governor-General Sourheart to divide up the power of the rulung estates and assert himself as the unquestionable leader.

His administration oversaw the passing, implementation, and enforcement of the Pact of Umar discrimination system, the mandatory physical labeling of citizens through the APIN, the Mandatory Islamic Segregation of Gender Institutionalization (MISOGINI), and many more. His hardline policy is directly responsible for the execution of more than 40.000 person from 1992-1997, with its victims ranging from Republiken activists (who are beheaded publicly), to adultering civilians (who are stoned to death publicly), to LGBT minority (who are mandated to be killed by throwing them from their city's highest tower). The province's fearsome Moral Police answers directly to Shearhalf, who coordinate their activities with the FPI and other various intolerant groups. In particular, he is directly responsible for the Dwipantara Bersih 2000 movement (Clean Dwipantara 2000), which sought to remove 60-70% of non-Muslim religious buildings before the new millenium from the province. Its spectacular failure became the inspiration for the 1995 Rahman and Janett anti-Islam novel that exploded in popularity and helped the late 1990's atheist movements to baloon.

Coordinating with the Education Department, Shearhalf also promoted the caderization of students into the various intolerant paramilitary groups, tasked to violently crack down "immorality" within the society – LGBT, cafes, deviation from traditional gender roles, etc – and to become paid thugs that will, with violent force, defend Salafi Islam from the rising tide of atheism and moderate Islam.

Another hardline cleric with tons of loyal followers, Najsir is known to have peculiar view on healthcare and health in general. He strictly follows Islamic teachings in regards to medical policies and is an ardent follower of the conspiracy theories regarding Big Pharma, instead putting more of his trust on zamzam water (magical water), dates (which Islam claimed to be an antidote to all poison, probably including arsenic and polonium), black cumin (supposedly can cure cancer, HIV, inherited genetic disease, everything except death), and more, all of those he imported in large numbers and distributed to the citizens. A vaccine sceptic, any rumour that a vaccine "contains pig" is enough to get it a complete and eternal ban from the territory of Dwipantara, even though the pig element actually have no effect whatsoever, and even though deadly, easily preventable mass plagues continue to ravage tens of millions.

The Sector Chief is a pioneer in the 'Patience' teachings, which told sick people that their disease is a "test from Allah" and that they should focus more on praying and getting Islamic healings to get rid of their suffering. This is widely believed and mocked to be a face-saving attempt after his disastrous results as health Sector Chief, with his disastrous policies: complete opposition to contraception and birth control methods, lack of care on many HIV patients who are told that their disease is a "punishment from Allah" for illegal sexual intercourse or LGBT activities, and most notoriously, his peculiar and large-scale program to import a ridiculous quantity of camel urines, which are believed to have medical properties by Islam. The last policy in particular is directly responsible for the explosion of MERS outbreaks in the late 1990's (MERS spreads through camel), killing tens of thousands and sending millions to experience insane suffering in hospital.

Tommy Winnieta is peculiar for being a Chinese-Christian minority (widely despised by Salafist clerics), along with Sector Chief Hashem. Nevertheless, he provided Sourheart with a vital support from the mafia, oligarchs, and organized crime community. He is the son of an automobile spare parts trader and left school in the seventh grade upon which he sold ice pops to support his family. Winnieta controls vast areas of land, property development, and banking. In 1997, he was appointed Sector Chief with the backing of businesses conglomerates to secure their interests against farmers and poor landowners, most of whom are starting to align with the populist pro-Republiken banned organization, the PDDP (Dwipantaran Democratic Party of Struggle).

  • Besides his legal operations, Winnieta is also a member of the so-called "nine dragons", a group comprising the major individuals behind Zakartah's gambling industry, despite the practice being banned in Dwipantara.

14. Hashem S.D., Sector Chief of Energy and Resources

Brother of Interior Sector Chief Pascabowo, the Chinese-Christian controls a giant network of mines and plantations. He is despised by the Salafist clerics, but more importantly by Sourheart's children as he became a major blockade against their plundering interests in Dwipantara's natural wealth. Together with his brother, they play a large role in determining the "territory" of the various competing military factions, the largest being the Red-Whites and the Greens. To secure his precarious position, he had been trying to forge an alliance with Economy Sector Chief Hasson, who plays a large role in supervising who owns what in the outer islands' "colonies".

15. Ary Gainedjar (G), Sector Chief of Education and Religious Affairs

Ary Gainedjar is a public speaker and campaigner notorious for his cult-like methods. As religious matters are settled by the Shura Council, Gainedjar's jobdesk is instead to promote and indoctrinate the Shura's version of Islam far and wide throughout the archipelago. Elementary school kids will sit on the floor in the school hall, in front of a giant screen. Brainwashing contents preying on emotion will then be taught and played, like the "Jesus Camp" in the US, with the goal of pressuring the children to cry hard from the terror of Allah's various sadistic threats in hell, the fear of death, the fear of what happens when we don't dedicate a substantial portion of our life for Islam, and the love for the prophet Muhammad. The strawmaned moral and scientific defects of other religions are also taught openly.

The entire education system is greatly focused on the hyperunquestionability of Islam, how to kill our critical thinking skill that might lead us away from Islam and its teachings, how to remember death, and the tips and tricks on worshipping Allah very dilligently so we are lucky and isn't thrown into the sadistic and horrificly brutal astral concentration camp called 'hell', reserved for those who don't make Allah happy by praising Him enough times, political opponents of Allah, and those who are generally unlucky. This "we'll all die so let's just worship Allah" mentality is a major drag to Dwipantara's professional and entrepreneurial spirit, and at the same time is useful for the state to tell the citizens that the austere and insanely poor conditions caused by government incompetency are normal. Those who want more are "greedy" and greedy people will be sadistically tortured in hell forever. Therefore, don't ask for more, and be grateful to whatever Allah have given to you, you little western capitalist bitc—

Outside of national brainwashing, which also systematically train student to blame something, anything else for any problem before questioning the wisdom of Islam or his fellow Muslims (Zionists and Dajjal are the top favourites). Education materials from science to history are censored to make sure that it conforms with Islam and the state's Islamic da'wah narratives. The traditional pesantren Islamic education are supported while western-style systems are shunned.

The "Rupert Murdoch of Dwipantara", Gothan is a Dwipantaran businessesman and commercial TV entrepreneur. In 1989, Gothan founded Dwipantara's first commercial television network, Rajawali Citra Televisi Dwipantara (RCTD), in 1989 as part of Bimantara Group, and co-founded the province's second commercial television network, Surya Citra Televisi (SCTV) in 1990, followed by satellite pay TV company Indovision in 1994. His tenure as Sector Chief have been a tense one, with his enterprises competing with the ones owned by Sourheart's children. However, his term saw a major relaxation of the country's media, and domestic TV industey rapidly grew in many sectors such as the incredibly popular soap operas, religious show, and late night infotainment – which includes debates. Unintentionally, this has spurred the rise of moderate Islam within public discourse. There are rumours that Gothan's nephew, a popular ustaz and TV personality called Rein Divine hold large sway on his decisions.

17. Sjarifuddin Kartasasmita (RW), Regional Attorney General

Kartasasmita was the chief prosecutor of the Zakartah District Court who rose to the spotlight following his famous investigations and trials of the "9 Dragons" mafia ring who controlled much of the regional capital. After his successful conviction of Fuad Bawazier, a powerful banker behind an immense corruption scandal, Habeibi and Wintarto supported him to the AG office and was tasked to radically clear and reform the judicial system, one of the most pressing demand made by protesters. This pitted him directly against the powerful cabal around Governor-General Sourheart, most importantly Agriculture Chief Tommy Sourheart and his sprawling connection to the highly infulental "law mafia". To do this, Kartasasmita uses his immense popularity to his advantage, pioneering the "transparency movement" that opens the judicial system to the press and public using digital technologies.

  • Secretly, Kartasasmita is intimately involved with the Alliance to Restore the Republic, and uses his position to conduct a "lawfare" against the Cendana regime by slowly eliminating their key supporters one by one.

  • During his term, large data leaks involving irregularities in budget management, stimulus for the economic crisis, and projects on the outer islands was leaked to the press, implicating powerful figures such as Economy Chief Bob Hasson and businessman Edy Tansil (coincidentally, all of whom are rivals of Wintarto and his cabal) in an unprecedented corruption scandal. Kartasasmita has ordered investigation to find the figures behind the leaks, but it is strongly suspected that he himself is the actual perpetrator. Meanwhile, the AG has aggresively pushed for large scale investigation, publishing daily updates and even coordinated with reformists in the Shura Council to establish an Extraordinary Committee with extraordinary investigative powers to accelerate investigations.
