Verdean Congress

The Porto Verde Congress is made up of a bicameral parliament with the lower house as its base. The Congress is composed of the National Council and the High National Council. The Congress votes jointly on the budget and the ratification of the various treaties signed with the Porto Verde nation, but the final decision of the legislature is made by the National Council. The National Council is elected by direct universal suffrage and the High National Council by indirect universal suffrage.
The Congress consists of 1000 representatives in total.


National Council

The National Council is the basis of the Porto Verde legislature. Elected by direct universal suffrage, it is composed of 650 representatives. The National Council passes laws, fines them and can repeal them; likewise the chamber votes confidence in the government and elects the Prime Minister. Since the National Council is elected directly by the people, the government is accountable to this chamber. The National may be dissolved by the Duke under a request from the Prime Minister ; the National Council may submit a motion of censure if it is supported by at least 45 parliamentarians. The government is dismissed by a qualified majority. If the government and the Prime Minister are dismissed, it is up to the parliamentary group that initiated the motion to hold a vote of confidence in the new government. If the new appointed Government to reach to confidence from the National Council, Duke must dissolve the National Council and anticipated elections shall be held.

Senate

The Senate is the upper house of Congress. Elected by indirect universal suffrage, the upper house votes with the lower house on treaty ratifications, the government budget and constitutional amendment. The Senate may advise the government in the same way as the National Council but cannot prevent the National Council from submitting a motion of censure. On the other hand, the Senate may reject the decision if the Senators vote by a 70% majority of the Chamber. The Senate confirms major appointments such as the Chief of Military Staff and the Keeper of the Seals.
The Senate may propose an amendment to the National Council if the High Council has adopted it by a simple majority.
