A BILL

To promote universal access to quality tertiary education by eliminating tuition and other student fees in public universities, as well as establishing a financial assistance program for students attending private institutions.
    Be it enacted by the Emperor’s most Excellent Majesty, by and with the advice and consent of the Lords, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:

SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

    (a) SHORT TITLE.—This Act may be cited as the "Universal Tertiary Education Act of 2016".
    (b) TABLE OF CONTENTS.—The table of contents for this Act is as follows:

Sec. 1. Short title; table of contents.
Sec. 2. Declaration of Policy.
Sec. 3. Definitions.
Sec. 4. Effective date.

Sec. 101. Free, universal tertiary education for Picairnian citizens in all public universities, local and national.
Sec. 102. National student loans program for students attending private tertiary institutions.
Sec. 103. Exceptions to free tertiary education.

Report
