The Orinoccovian military, where does it stand?

Ever since it's long fought over independence from the Dutch, Orinoccov has kept a safe profiling of it's military. All citizens who have reached the age of 20 are conscripted as soldiers, thus bringing in quite a big military in proportion to its population, while also resulting in numerous occasions of undisciplined recruits making unskilful acts, which has shaped it's enforced term of military participation to be of 4 years, with 2 years of training by foreign officers. The navy on the other hand, is shaped by their traditions gained in it's many wars against other naval powers similar to the Dutch. The long renowned "red jewels" were carefully commanded war ships that used to protect Orinoccov's trade with an iron fist in the 1700s to the early 1800s, and therefore most of it's tactics revolve around proven principles layed by it's forefathers, which while resulting in a number of glorious naval victories, the old reasonings behind the navy's commandment also results in losses due to lack of modernisation.
Because of it's rather peaceful state, the army is trained to rather defend than gruesomely attack, both of these abilities being in limitation due to the lack of understanding between foreign officers and unskilled conscripted militias.
