We, the people of Odelinor, with the intention of cementing our sovereignty and security in this changing world, and aspiring to create a nation that upholds The Eight Ideals, through the defence of our lands, preservation of our culture, and protection of our citizen's welfare, hereby ratify this Constitution as the basic law of Odelinor, and thus declare the beginning of the Third Evinarate of Odelinor.
𝕬𝖗𝖙𝖎𝖈𝖑𝖊 𝕴 - 𝕻𝖗𝖊𝖑𝖎𝖒𝖎𝖓𝖆𝖗𝖞 𝕻𝖗𝖔𝖛𝖎𝖘𝖎𝖔𝖓𝖘

  1. All Federal elections in Odelinor shall be anonymous; the identity of every candidate must be kept hidden until the election is finished.

    1. Federal elections shall be run by the Department of Registry in a fair and unbiased way, using the statistics gathered by said Department.

    2. Candidates for all Federal elections shall be chosen using the below method.

      1. All eligible citizens who wish to be a candidate in a Federal election must fill out an application form and deliver it to the Department of Registry by a month before the election.
      2. The Department of Registry will then sort through the forms, removing any that are invalid. This process must be completed by a week after the application deadline.

      3. Ten applications will be randomly chosen from the valid forms, and those will be the candidates.


𝕬𝖗𝖙𝖎𝖈𝖑𝖊 𝕴𝕴 - 𝕽𝖎𝖌𝖍𝖙𝖘 𝖆𝖓𝖉 𝕽𝖊𝖘𝖕𝖔𝖓𝖘𝖎𝖇𝖎𝖑𝖎𝖙𝖎𝖊𝖘 𝖔𝖋 𝖙𝖍𝖊 𝕻𝖊𝖔𝖕𝖑𝖊

  1. All citizens of Odelinor shall have the following inalienable rights. These rights are to be upheld by all of Odelinor; violation of them shall be considered traitorous. All public or private entities are to abide by these rights. No person is exempt from these rights.

    1. Every citizen of Odelinor shall have the right to life, liberty, and security of person; they shall be free from slavery and servitude. Slavery and the slave trade shall be prohibited in all their forms. They shall not be tortured, punished cruelly, or subjected to degrading treatment.

    2. Every citizen of Odelinor shall be equal in all facets of society; they shall be equal under the law. They shall be free from discrimination based on gender, race, nationality, religion, sexuality, disability or other factors. No citizen of Odelinor is to be denied service or employment based on these things, by the government or by private citizens and businesses. Pay is to be distributed based on the value of work and not other arbitrary factors; all citizens have the right to equal pay for equal work.

    3. Every citizen of Odelinor shall have the right to a fair and equitable judiciary. They shall be entitled to a fair and public hearing by an independent and impartial tribunal, in the determination of their rights and obligations and of any criminal charge against them. They shall always be presumed innocent until proven guilty according to the law in a public trial if charged with a penal offence. They shall be free from arbitrary arrest, detention, or exile.

    4. Every person born on Odelinoran soil shall have the right to Odelinoran citizenship; they shall have the right to recognition as a person before the law.

    5. Every citizen of Odelinor shall be free from arbitrary interference with their privacy, family, home or correspondence, or from attacks upon their honour and reputation. Civil unions will be available to all consenting adults.

    6. Every citizen of Odelinor shall have freedom of movement and residence within the borders of Odelinor, and the right to leave and return to Odelinor.

    7. Every citizen of Odelinor shall have the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers. They shall have the right to freedom of thought, conscience and religion; this right includes freedom to change their religion or belief, and freedom, either alone or in community with others and in public or private, to manifest their religion or belief in teaching, practice, worship and observance. They shall have the freedom of peaceful assembly and association; no one may be compelled to belong to an association.

    8. Every citizen of Odelinor shall the right to work, to free choice of employment, to just and favourable conditions of work and to protection against unemployment. They shall have the right to join trade unions for the protection of their interests They shall receive just and favourable remuneration ensuring for themselves and their family an existence worthy of human dignity, and supplemented, if necessary, by other means of social protection. They shall have the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.

    9. Every citizen of Odelinor shall have the right to a standard of living adequate for the health and well-being of themselves and of their family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond their control. They shall be provided with public education from preschool to post-secondary levels.

    10. Every citizen of Odelinor shall have the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which they are the author.

    11. Every citizen of Odelinor has the right to take part in the government of Odelinor, directly or through freely chosen representatives. They shall be free to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.

  2. All citizens of Odelinor shall uphold and partake in the below responsibilities. Just as a citizen has inalienable rights, they must also abide by the responsibilities of a good citizen.

    1. Every citizen of Odelinor shall have the responsibility to uphold the Constitution as the highest law in the land, and abide by its laws.

    2. Every citizen of Odelinor shall have the responsibility to participate in the democratic process; to vote, to educate oneself on the candidates, and to volunteer to help with the democratic process.

    3. Every citizen of Odelinor shall have the responsibility to abide by federal, regional, and local laws, and pay taxes honestly and on time.

    4. Every citizen of Odelinor shall have the responsibility to defend the nation, through taking up arms or other methods of service, if the need should arise.

    5. Every citizen of Odelinor shall have the responsibility to serve on jury duty if they are eligible and called upon to do so.

    6. Every citizen of Odelinor shall respect the beliefs and opinions of others, and help others in their community.


𝕬𝖈𝖙 𝕴𝕴𝕴 - 𝕿𝖍𝖊 𝕽𝖊𝖕𝖗𝖊𝖘𝖊𝖓𝖙𝖆𝖙𝖎𝖛𝖊 𝕮𝖔𝖚𝖓𝖈𝖎𝖑

  1. The Representative Council of Odelinor shall be a legislative body composed of 463 Delegates and 1 High Delegate. It shall be responsible for drafting national legislation in the form of Acts, as well as other responsibilities as specified in Article II.

  2. The nation will be divided into 463 Domains of equal or as close to equal as possible population, adhering to Regional boundaries. These will be determined by the Department of Registry in an unbiased and transparent way. Each Domain shall receive a single Delegate, a representative who will speak for their interests in the Representative Council.

    1. All Delegates shall be chosen in direct elections every half-decade, with one-term limits. These elections wi be run by the Department of Registry in an unbiased and transparent way; every citizen in the Domain in which they are running above the age of 16 receives a single vote. All candidates for the position of Delegate must be kept anonymous until the winner has been decided, upon which their identity shall be revealed. These candidates will be chosen in accordance with Article ##.

    2. Every candidate for Delegate must meet the below requirements.

      1. Every candidate for Delegate must be over the age of 20.

      2. Every candidate for Delegate must have at least a Master's Degree.

      3. Every candidate for Delegate must be a citizen of Odelinor.

      4. Every candidate for Delegate must be a citizen of the Domain in which they are running.

    3. Every Delegate shall receive a base salary of ⏀45,000 or $50,000 per year, with additional salary for specific roles; for example, a Delegate who is also head of a committee may receive an extra ⏀9,000 or $10,000; these will be decided on a case-by-case basis.

  3. The High Delegate shall be the head of government of Odelinor and head of the Representative Council. They shall be chosen through direct elections every decade, with one-term limits. These elections will be run by the Department of Registry in an unbiased and transparent way; every citizen of Odelinor above the age of 16 receives a single vote. All candidates for the position of Delegate must be kept anonymous until the winner has been decided, upon which their identity shall be revealed. These candidates will be chosen in accordance with Article ##.

    1. The High Delegate has all the powers of a Delegate, and Acts that they draft or help to draft receive priority if more than one Proposal is on the agenda.

    2. The High Delegate shall receive a salary of ⏀90,000 or $100,000 per year.

    3. The High Delegate shall reside in the High Residency in Wesley.

    4. Every candidate for High Delegate must meet the following requirements.

      1. Every candidate for High Delegate must be above the age of 20.

      2. Every candidate for High Delegate must be a citizen of Odelinor.

      3. Every candidate for High Delegate must have at least a Doctor's Degree.

  4. An Act shall be a form of legislation passed by the Representative Council. An Act may not violate the Constitution. It will go through the below stages.

    1. An Act shall be drafted by a Delegate or a coalition of Delegates before going onto the First Proposal.

    2. Once an Act is drafted it shall be proposed to the Representative Council in a First Proposal. During a First Proposal, it shall be read to the Representative Council by the High Delegate, and then Delegates may give objection to the proposed Act. After objections have been made, the Act shall be voted upon; if the Act receives over 50% of the votes of the Delegates, it shall be sent to the Evinar's Council for review as specified in Article ##.

    3. If an Act receives less than 50% of the votes of the Delegates, it shall be subjected to editing and review by the original drafters. Once it has undergone substantial review, it shall be subject to a Second Proposal, same in nature to a First Proposal. If passed, i.e. receives over 50% of the votes of the Delegates, it will undergo the same procedures as a passed First Proposal.

    4. If a Second Proposal is failed, i.e. receives less than 50% of the votes of the Delegates, it shall be reviewed for a second time by the original drafters. Once it has undergone substantial review, it shall be subjected to a Third Proposal, same in nature to a First Proposal. If passed, i.e. receives over 50% of the votes of the Delegates, it will undergo the same procedures as a passed First Proposal.

    5. If a Third Proposal is failed, i.e. receives less than 50% of the votes of the Delegates, it shall be considered null and not subject to further review; it cannot be renewed, and an Act attempting to achieve the same things must be a new Act.

  5. The Representative Council shall meet in the Representative Council Hall in the National Chamber buildings every weekday, excluding during government transition and national holidays.

𝕬𝖗𝖙𝖎𝖈𝖑𝖊 𝖁𝕴𝕴𝕴 - 𝕿𝖎𝖙𝖑𝖊𝖘 𝖆𝖓𝖉 𝕾𝖞𝖒𝖇𝖔𝖑𝖘 𝖔𝖋 𝖙𝖍𝖊 𝕾𝖙𝖆𝖙𝖊

  1. The official title of the state shall be The Evinarate of Odelinor, or The Third Evinarate of Odelinor. Odelinor shall be used as a short form name, and The Evinarate and The Third Evinarate shall both be alternate titles for this nation.

  2. The flag of Odelinor shall be a 1:2 maroon rectangle, a symmetric white cross, a symmetric purple cross overlaid on the previous symmetric cross, a purple octagon in the centre of the flag, a smaller symmetric white cross overlaid on the purple elements, and a smaller symmetric maroon cross overlaid atop the previous symmetric cross. The flag shall be respected and treated with honour; all flags are to be disposed of through burning.

  3. The Shining Light ensign and the octagon shall both be symbols of Odelinor.

  4. The Oorishog shall be the national animal of Odelinor.
