The Community of Nohimanka is a massive, cultured nation, ruled by Guide Patain with an iron fist, and remarkable for its sprawling nuclear power plants, compulsory military service, and devotion to social welfare. The hard-nosed, cynical, humorless population of 3.729 billion Nohimankans are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The large, corrupt, well-organized government juggles the competing demands of Defense, Education, and Law & Order. The average income tax rate is 87.2%, and even higher for the wealthy.

The frighteningly efficient Nohimankan economy, worth 448 trillion bibis a year, is quite specialized and led by the Arms Manufacturing industry, with significant contributions from Information Technology and Tourism. State-owned companies are reasonably common. Average income is an impressive 120,350 bibis, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Wildlife have trouble navigating the electric fences surrounding national forests, kids are taught in schools to argue with their parents, hiding wrinkles with make-up is illegal, and captains must wait until all rats are safe before jumping ship. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare.
