The parliament is formed every eighteen months by the prince himself, who invites the chosen Misgardiacks to become the legates - the members of parliament.
No rules define who can be invited to become the legate (except that every person can become a legate only three times) so in the parliament they were representatives of all social classes, from peasants through the gentry and nobility to the priests. Also no restrictions about the sex, nationality or religion.
That doesn't mean there is a great diversity among the parliament squad - most of legates are male catholics or lutherans, mainly the gentry or the nobility.
The number of the legates is variable, usually between 80 and 150. Currently there are 91 of the legates.

Legates don't get any salary - if they accept the invitation, they must work for free.
The parliament mainly passes, actualise, or abolish the laws. Every parliament's decision can be vetoed by the prince, and the prince decides if there is any need to put some law project to a vote, so there is no need to exist for two chambers.

The legates don't form the political parties. Their equivalent are confederations - associations formed ad hoc, to realize the specified political goals. Every confederation can exist not more than three parliament sessions (that means four and a half year) and the founders are obeyed to present official manifesto of the confederation, including ten general goals of the members. If all of them will be passed (no matter if by the legates or by the prince), the confederation is dissolved. Every legate can be a member of no more than three confederations.

Other way of the parliament's fragmentations are the parliamentary teams - groups of legates debating regularly about the matteries connected to the team's specalisation. They have no real rule over the parliament sessions and they are rather a supporting organ for the ministries.

Among the legates the ministres are chosen. The choice of them is to the elders (retired legates, councilmen and marshals), while the rest of the each ministry's structure is projected by the prince.
