The Dictatorship of Miniplenty is a massive, orderly nation, ruled by Big Brother with an iron fist, and notable for its avant-garde cinema, irreverence towards religion, and stringent health and safety legislation. The hard-nosed, cynical, humorless population of 2.016 billion Oceanians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The medium-sized, corrupt, moralistic, well-organized government juggles the competing demands of Defense, Law & Order, and Education. It meets to discuss matters of state in the capital city of Airstrip One. Citizens pay a flat income tax of 52.4%.

The very strong Oceanian economy, worth 217 trillion Dollars a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched black market in Arms Manufacturing, Gambling, Uranium Mining, and Basket Weaving. Cremation is compulsory for the deceased, people spend a lot on hair and nails, god-fearing citizens can be seen in prayer circles around the Big Max impact crater, and pallbearers at military funerals dive for cover when they hear the three-volley salute. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Miniplenty's national animal is the Watcher, which teeters on the brink of extinction due to widespread deforestation, and its national religion is Cult of the Party.
