The hard-nosed, cynical population of 1.695 billion Marvingi are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The enormous, corrupt, socially-minded government juggles the competing demands of Law & Order, Education, and Defense. It meets to discuss matters of state in the capital city of Strasbourg. The average income tax rate is 88.9%, and even higher for the wealthy.

Vital intelligence-gathering activities are often put on hold for Call of Honor tournaments, soldiers' positions are given away by the glint of their bayonets, the poor are often seen pale and dizzy after selling their blood to make ends meet, and much of Marvingia's computer network is controlled by a rampant artificial intelligence. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Marvingia's national animal is the Red Deer, which frolics freely in the nation's many lush forests, and its national religion is Roman Catholicism.
