Policy on NS Canon (Not in Effect Yet)

Most NS Stats are canon, unless they conflict with a Factbook. Factbooks are always [the highest] canon, unless specified otherwise.

Further information regarding Lilguay's canon will be added and edited over time.



Nation Concept: My idea of a utopia (at least a developing utopia) that could plausibly exist in reality and dealing with issues adjacent to the real world, though with the concept adjusted to better exist and flow within the game of NationStates and to incorporate fun (and sometimes mildly fantastical) elements. As such this nation does mostly, but not completely, represent my real views, hopes, ideals, values, positions, preferences, and ideology.

Factbook Considerations: There is an upper limit of 25 factbooks, so I need to try and make individual factbooks cover more information, which requires combining Factbooks and grouping related topics together. Though I always strive to make my Factbooks as easy to read, informative, comprehensive, and concise as I can.

  • Fae Pirates, with a city-state that takes up the entirety of a very small island.

  • A Star Trek planet set in the late 32nd century, with a population of mixed species humanoids that are descendant from genetically engineered Humans, Vulcans, Deltans, Orions, Aenar, El-Aurians, Kwejian, and a small number of Allasomorphs.



The canon population of Lilguay is always set to 1.5% (it was previously 15%, but even that seems too unrealistic) of whatever the NS Population Stat suggests.

The standard monetary unit per person (also referred to as the "Average Income" stat or the GDP per capita) is canon and is multiplied by the canon population to determine the actual GDP of Lilguay.

The NS Economy and Policy Tabs do not seem to accommodate market socialism, or decentralized planned economies, or mixed planned-market economies, or any other alternative economic systems. However, since Lilguay operates a socialist mixed planned-market economy with features of AI planning, indicative planning, and significant centralized planning for major sections of the economy, certain clarifications need to be made regarding NS Stats. Cooperatives enterprises and self-employment are to be counted as part of the State-Owned Industry figure in the Economy Tab, even though the State does not own either cooperative enterprise or people's self-employment endeavors. Lilguay, does reluctantly allow for private enterprise and capitalism to exist within three port cities which are made into special capitalism zones, and this poses a challenge for how to account for them within the NS Stats as they are not state-owned or part of the government. For the time being, the special capitalism zones will not be counted towards any category in the Economy Tab, but will still contribute to the GDP per capita.

Devolution

Term Limits

Elected representatives must leave office after a legally mandated amount of time.

  • Representatives to Lilguay's Parliament serve three year terms, and are limited to five terms or fifteen years.

Society:

AI Personhood

Artificial beings are legally recognized citizens.

Marriage Equality

Citizens of the same sex may marry.

  • Marriage in Lilguay is considered merely a custom where people make a private and public vow to love and honor one another and keep their relationship for life (however, divorce is legal). The government mostly stays out of the affairs of marriage, giving no special legal or tax privileges to the institution. In addition, marriage as a custom is on the decline, with less than 30% of Lilguayians in long-term relationships reporting that they intend to get married someday.

  • The government will however issue marriage certificates for those whom want them (though they tend to only be required by those whom need proof of marriage for purposes in other countries). Certificates may be issued to people of different and same sex marriages, polygamous marriages, consensual arranged marriages, marriages between humans and sentient AI or other fully sentient beings, and marriage between cousins and step-siblings (though no other incestuous marriages are granted certification).

  • Lilguay considers forced marriage and underage marriage to be crimes that will be prosecuted and are not eligible for marriage certification.

No Sports

Physical contact sports are prohibited.

  • Only high contact sporting leagues are banned, sports in general are not prohibited.

  • This definition of socialism is inaccurate. Socialism is actually defined as the people having democratic ownership and/or control over the means of production, their workplaces, and society's resources, and can exist as a market economy, centrally planned economy, decentrally and locally planned economy, indicatively planned economy, mixed planned-market economy, participatory economy, gift economy, and various other economic models.

  • Lilguay does, however, have a socialist mixed planned-market economy with features of AI planning, indicative planning, and centralized planning for major economic sectors, industries, the social safety net and social/public goods and services.

AI Planning

The nation runs an AI-backed planned economy.

Autarky

The nation pursues a policy of economic self-sufficiency.

Cannabis

Cannabis may be legally purchased.

  • Not only cannabis, but all drugs are either legalized or decriminalized in Lilguay, however, the majority of recreational drugs that are considered more dangerous, like opiates, can only be obtained at safe injection and use sites, where medical supervisors can respond if there is a medical emergency.

Maternity Leave

Women receive paid leave from employment for childbirth.

  • People of all sexes or genders are entitled to 15 months of paid parental (maternal, paternal, or otherwise) leave, when they have a newborn child (by blood or adoption) in their custody or are expecting to have one in the near future.

Metricism

The state mandates the use of the metric system.

No Automobiles

Cars are banned.

  • Automobiles are only banned in urban and suburban areas, and exceptions are made for public transit, emergency vehicles, postal service, shipping, delivery, and car racing on official tracks.

  • A small number of large cities are considering re-introducing a limited number of public automobiles for the residents to rent by the minute, with increased availability during non-daylight hours, late evenings, and early mornings.

Nuclear Power

The nation is nuclear powered.

Space Program

The nation runs a space program.

International:

Climate Treaty

The nation is a signatory to an international climate treaty.

  • Lilguay considers the goals outlined in the climate treaty to be inadequate to effectively mitigate climate change, however, Lilguay believes that climate change being global issue requires a global response and to promote international cooperation on this issue decided to become a signatory to this climate treaty.

No WMDs

The nation opposes the use of WMDs.
