Regional Administration

One.
The Regional Administration shall be the main governing body of the region.
a. The administration is responsible for moderation of the regional message board, and the enforcement of the rules presented in the Map and Land Claim Guidelines and the Regional Etiquette and Guidelines.
b. The administration is responsible for the processing of Entry and Expansion Applications.
c. The administration is responsible for moderation of regional role-playing and role-playing statistics.


Two.
The Regional Administration consists of the following members.
a. The Ministry consists of three Ministers that will process Entry and Expansion Applications and regulate role-playing and accompanying statistics. The Ministry holds primary moderation power.
i. The current three ministers are Italizio, United Provincien, and Velykyy Ukraina.
ii. Should a Ministry position be left vacant, the vacating Minister shall have the right to appoint a successor for the remainder of their term.
iii. If the previous Minister cannot do so, an election will be held to fill the vacancy.
b. The Chancellor (Founder) nation exists to moderate disputes in lieu of Ministry intervention, as well as enforce Ministry and regional rules. The Chancellor holds secondary moderation power.
i. The Chancellor position (and the Founder Nation) is currently jointly-held by North America and the Great Lakes and Velykyy Ukraina.
ii. For his purposes, Velykyy Ukraina shall be responsible for primary Chancellor moderation action and act as the primary agent of ejection or banishment should the occasion arise.
iii. For his purposes, North America and the Great Lakes shall be responsible for secondary Chancellor moderation action and act as the primary agent of maintaining the electoral schedule, editing of the regional factbooks, and composing the welcome telegram.
iv. Either Chancellor may edit the World Factbook Entry, and proctor limited oversight of Ministry decisions.
v. Any action by either Chancellor may be revoked or otherwise over-ruled by a unanimous Ministry decision.
c. The Vice Chancellor (WA Delegate) holds tertiary power over moderation as well as the tie-breaking vote in disputes between Ministry votes.
i. The current Vice Chancellor is vacant


Three.
The Ministry will accept Entry and Expansion Applications in a timely manner.
a. Only one approval is needed to approve an application.
b. One disapproval may override one approval. However, if two ministers approve, the disapproval is in turn overridden.
c. If there is a one to one tie without another possible Minister vote, the Vice Chancellor will cast a tie-breaking vote.
d. The Ministry reserves the right to alter and change a nation's application to make it more acceptable.
e. The Ministry is entirely volunteer. Please be patient with them if they are not responding as soon as you'd like.


Four.
The office of the Cartographer will be sent the entry application after it has been approved, and will add the claim in a timely manner.
a. The office is currently held by North America and the Great Lakes


Five.
The Founder nation will be used for emergency purposes when the Vice Chancellor cannot be present, and shall be entrusted with all responsibilities should the need arise.


Six.
The Ministry, Chancellor, and the Vice Chancellor (In that succession) will be responsible for the assessment and punishment for arguments deemed to violate the Addendum for Arguments on the regional message board.


Seven.
Ministry Voting
a. Ministry terms last for two months.
b. Ministry elections occur in the last week of the previous term.
c. A vote will begin with all declared candidates, each time eliminating the candidate with the least votes until three remain.
d. If only three candidates declare, then they automatically become the ministers for the next term.
e. A nation may run for re-election as many times and as consecutively as they want.
f. Nations that do not have a place on the regional map are NOT allowed to vote in regional elections. Their votes will not be counted.


Eight.
Vice Chancellor Voting
a. Effective July 14, 2016
b. Delegate Terms begin every January 1 of every year.
c. A Delegate's term will last exactly one full year, excluding the winner of the first Delegate vote.
d. A vote will begin with all declared candidates, with the highest vote-getter being declared the winner.
e. A nation may run for re-election as many times and as consecutively as they want.
f. Nations that do not have a place on the regional map are NOT allowed to vote in regional elections. Their votes will not be counted.
