Nuclear Deal

As of this day, 27 November 2415, The Franconia Empire has decided to only use nuclear weapons after another country has used them against us. Nuclear weapons are illegal on the Nations of Intelligence, so we will not even use the term "nuclear" without bleeping it from our message board.

The deal also says that if the Franconia Empire wishes to "disassemble the nuclear weapons and use it for replenishable energy", it can. Nuclear is a very last resort.
