Short Introduction

Fleur de Lys, officially the Lysian Republic (or in Lysian, “République Lysienne”) or commonly named Lys, is a country of 20,3 millions people landlocked in the continent Europa. It is bordered in the West by Lac Lyrie, in the South West by Magnaeus, in the South by the Free Port of Cristina and in the South East by Mantella.

The Republic have for long been known for its advance in technologies, mainly over aerospace innovation along maintaining a solid impartial line while getting involved into conflicts but always making everything possible to prevent war. The Republic is also an active and founding Member of the I.S.T.C., Antargis Treaty along the A.R.A.T.A., and possess the observer status in the E.O.S..

Etymology

The Fleur de Lys is one of the most widely spread heraldic furniture, with its presence rivalling the one of the cross, eagle and lion in those matters. Even if greatly variable given the many styles the flower may take, being visible on Gallambria’s coat of arms for example.

The Fleur de Lys have little in common to real Lys (Lilium of Liliaceae family) and have a true religious and symbolic significance, by the legends and histories about it, which have overtime made it a symbol with heavy prestige and of royalties.

Coming back to the foundation of the Grand Duché du Lys, founded by Louis I at the expense of the Eternal Empire of Hémus, the conquest have been done with long speards, whose head had the form of a Fleur de Lys in both, efficiency and fashion issues which had been issued by Louis himself as he started the conquest of what would be today’s Fleur de Lys. The land which he had conquered would be known as “La Terre Conquise par les Fleurs de Lys”, the Land conquered by Fleurs de Lys, which would become the symbol of the Grand Duc given the prestige he had coming out of the such symbol along how it carried its victories. It’d take 2 more centuries before the name of Fleur de Lys is definitely adopted. As in the origin the name was the grand Duché du Lys, the short “Lysian” or “Lysien” was maintained as the demonym.

Political System

The Lysian political system, which have been reformed in 2018 at Président du Conseil Mécra’s intention at the time, to give more power to the Presidencies along deleting many forms of bureaucracies existing at the time, is a fully democratic one which have no longer the slow decision making process or issue of falling Governments every months.

La Présidence

La Présidence is the Head of State, but also consist of all the staff needed to advise and allow full function of La Présidence. Le Président is the official representative towards foreign entities, even if its power is greatly limited on the diplomatic matters because of the Ministère des Affaires Diplomatiques et Commerciales, which is in charge of negotiations and signature when coming to diplomatic matters and contracts with foreign entities. Making as a result, Le Président’s powers quite limited, even if he/she own a great impact on Le Conseil in which he may VETO to a decision or in case of no 4/5 majority, may bring balance and cut the decision. Current Président, being elected in office since the 01 Vendémiaire An CCXXV (or 22 September 2016) is François Autun from the Parti Républicain.

As we may have seen in the upper paragraph, La Présidence isn’t an all powerful position, but the Party owning it however have a serious advantage over its political opponents, by being able to, in case of a draw in a vote or on a decision, get the advantage. Even if Le Président is the only Member of its Party around the table, and wish to confront the Ministers, it is possible by allowing him/her to simply call for a national referendum on the matter if he does not wish to use his/her VETO (knowing that, even if there is a VETO, nothing prevents the Minister to put back a point to the agenda and make the same, again proposal), where the national referendum would give sensible important time for campaigning against a measure for instance, and it works on the other scenario which is where, Le Président would be alone with a Minister to support the Proposal, and therefore may push it towards a national referendum in hope of winning. Le Président VETO power is however suspended when coming to remove of offices, for Ministers or itself.

La Présidence really remains a key position inside the République Lysienne operations, and is a factor that may completely redraw the political landscape of the Republic, to certainly not underestimate even if its power are very limited, and in the end, remain only to the decision-making process.

La Présidence may also be dismissed, or by Le Président directly at any time, making him/her leave the office, or through a proposition in Le Conseil which shall mandatorily pass through a national referendum to determinate the final outcome, with the particular case being that, there is only the need of one Minister being seconded by another to make the national referendum, and Le Président VETO power is suspended de facto.

La Présidence du Conseil

La Présidence du Conseil, previously an appointed position by the former Assemblée Nationale, is now a turning Presidency by each of the 5 Ministers, this shall be a position they shall each hold during the 4th year of their mandate for 1 year until their disposal out of office, which is passing from a Minister to another each year. As a result, this position is a more stable one, ensuring a minimum mandate of 1 year for the Président du Conseil, while before it was common during crisis periods to have a Président du Conseil and its Government last only weeks.

The role of the Président du Conseil is to animate Le Conseil, by prioritising the agenda issues along being the one which manage the Cabinet Ministériel, the Justice Division along the Finance Division. It is its duty, by managing the Justice and Finance Divisions, to make propositions concerning those in Le Conseil and Le Directoire.

For ensuring the stability and cohesion of the nation, the Présidence du Conseil have 5% of the budget, or a total of 17 694 724 716,62 Francs for the An CCXXVI.

Taxes

Following the An CCXXIV last tax resolutions, taxes in the Republic are the followings:

Impôt sur le Logement non-Écologique (ILE)

An additional 5% of the habitat's electrical consumption in addition to the Impôt sur le Logement.

Impôt sur le Logement (IE)

At 2,5% of the price of the m2 annually defined by the local authorities.

Impôt de Séjour (IS)

At 5 Francs per person per night.

Impôt sur la Valeur Ajoutée (IVA)

At 5% for eco-friendly products/services; 10% nominal.

Impôt sur les Besoins Fondamentaux (IBF)

At 2,5%, replace the Impôt sur la Valeur Ajoutée for the restaurant/food/wine/electricity/public transport/water.

Impôt sur l'Alcool et Boissons Sucrées (IABS)

In addition to the Impôt sur la Valeur Ajoutée alcoholic and sugar drinks (with the exception of: wine, armagnac, cognac and local liqueurs), at 20% of their value.

Impôt sur les Mal-Nutrition (IMN)

At 50% for the junk/fast food.

Impôt sur le Revenu (IR)

At 20% for private citizen's revenues.

Impôt sur la Richesse Abondante (IRA)

In addition for private citizen's revenues exceeding 100 000 Francs annually at 5%.

Impôt sur les Profits (IP)

At 20% for companies' revenues.

Impôt sur l'Héritage (IH)

At 5% for the total sum of the inheritance.

Impôt sur l'Import (II)

At 25% for any imported product.

Impôt pour le Future (IF)

At 5% of all salaries versed.

Impôt sur les Plus-Values Boursiers (IPVB)

At 50% of all gains on shares if traded within less then a 1 year after their acquisition. At 25% if traded from 1 to 5 years following their acquisition and at 10% if traded within less then 5 years after their acquisition.

Impôt sur les Transactions Bancaires (ITB)

At 0,1% for all external transactions out of the Union.

Impôt sur les Industries Polluantes (IIP)

At 2,5% of the company's total profit if this company is proved to act against eco-friendly rules by the local Institut de l’Écologie.

Budget

With an income of 353 894 494 332,41 Francs for the An CCXXVI, the State had a surplus of 3 538 944 943,32 Francs. The An CCXXVI State Budget as defined by Le Président du Conseil and validated by Le Conseil, is the following:

Garde Républicaine

Separated from the Police forces, and the Military forces, the Garde Républicaine is the ultimate rampart of defense for the Lysian democracy. It is effectively, her, that is in charge of protecting all the Republic’s Officials, from its Président, Ministers, to Ambassadors and Consuls overseas.


A Republican Guard
The Garde Républicaine is directed by none, and bow to none. She is put directly under the authority of the Constitution, and therefore, can’t be used as a way to give more control to any man or woman of the Republic, and instead, serve to protect against those. It can’t take any order other then to protect the Republic’s representatives and its citizens, even if the priority remains on the first.

The Garde Républicaine’s authority also surpass the one of the Police and Military, certainly not in strength terms, but when coming to final decision along orders, it does. This give a great power to the Capitaines de la Garde Républicaines, which are selected on the shutter, and just like the military, are prohibited from voting and have to be apolitical. This have lead to some serious controversy, given their entire service and dedication to the Constitution and the Republic, however they are allowed, once retiring or leaving the Garde Républicaine to vote and dispose of their full right in that regards, except if they were to join the Military, which have the same restrictions.

Each Garde Républicain have a decent salary allowing him or her to sustain to all its needs, and give its entire devotion to the Constitution, as he or she shall be taken fully in charge by the Republic, from habitation, to lodgements, even to help the holidays plan. Each Garde de Troisième Classe have his own horse, and dispose of 7 different outfits, without counting on the combat outfits which can be wear in case the Garde Républicaine have to be deployed or protect someone in a particularly hot spot. Main armament consist of a sabre, given and owned for life by the Garde, along a pistol, 2 different guns along heavier weaponry at its disposal if the situation required it.

The selection is pretty hard, as for becoming a Garde Republicain you must have at least served 10 years in the Military, shown special strength and impartiality. The selection can be rather hard, as other tests are added to those, not only physicals one, but more importantly, morals one. Following a 5 months transition, the former soldier shall enter in the Garde Républicaine as Garde de Cinquième Classe, and shall during its service, increase its rank to eventually Première Classe, to which after, give him or her the possibility of becoming one of the 100 Capitaines.

For executing this mission, the Garde Républicaine have a valuable 50% of the total Présidence du Conseil budget, allowing it to dispose of many assets throughout the World and in every country in which the Republic have a Diplomatic Representation. Those assets (which are all white, as it is the official colour of the Garde along its distinctive sign from the other branches) are the following:

Les Ministères

Once a year, an election is hold about one of the 5 Ministries, making in 5 years, all Ministries renewed. For its 4th year, the Minister will not only hold his Ministry, but also be appointed for until the end of its ongoing Mandate, Président du Conseil, as he/she shall animate the session of Le Conseil along manage the Justice.

Ministère des Affaires Diplomatiques et Commerciales

The Ministère des Affaires Diplomatiques et Commerciales (or in English, “Ministry of Diplomatic and Commercial Affairs”) is, like its name indicate, in charge of all the diplomatic relations, negotiations along signature of treaties and contracts with foreign entities. The Ministère, with 10% of the Lysian Budget, or the equivalent of 34 209 801 118,80 Francs, have a higher budget then the military. The budget is largely used to maintain Ambassades, Consulates along as Humanitarian help, but most importantly to support organisations such as the I.S.T.C., Trinity or the E.O.S..

Quotas on how, out of the maintenance/opening of Lysian buildings and representations, may be established by Le Conseil, for instance limiting or granting a minimum of spending on a certain organisation, such procedure shall follow the usual decision-making process as stated in Le Conseil paragraph.

Treaties

A.R.T.H.A./T.R.A.H.A.

The Lysian Republic is a signatory and ratifier of the Antargis Treaty (officially known as “Traité de Régulation des Activités Humaines en Antargis”) and played a key-role in its redaction, which have laid the foundations of a stable and protected Antargis Continent, along allowed the exploitation of the full scientific potential the Treaty allows, followed by heavy regulations ensuring its protection from Human-activities which have been backed by the I.S.T.C..

The LinkTreaty have been negotiated and signed in the E.O.S. headquarters, back in Orioni 2, following minor crisis started by The eurofuhrer with the Linkannouncement of the establishment of a scientific base on their behalf on this continent, which so far have been preserved. The meeting, being called by Anna Hackney, Orionii representative at the E.O.S., have been welcomed well by the international community with 7 nations answering the calls. Following various exchanges, at first for appeasing tensions, and in a second time, to lay the bases of a solution, the Lysian Ambassador to Orioni Julie Tanaux would push forward a first draft which would undergo some amendments, before seeing the Linkfinal version of the Treaty being signed by the 7 attendees. A couple days later, the Assemblée Nationale of the time, would ratify the Treaty.

Following this, the I.S.T.C. under the heavy fundings of the Sunset Sea Islands and expertise of the Prymont for the hard climates, would engage the construction of the LinkSimon Station (in Lysian “Station Alpha”) in King Tomasso Land (in Lysian “Terre-Liberté”) as scientists from the 4 founding Members of the I.S.T.C. would arrive and start their research.

Ministère des Affaires Éducatives et Scientifiques


M.A.É.S. Mécra
The Ministère des Affaires Éducatives et Scientifiques (or in English, “Ministry of Education and Scientific Affairs”) is, as its name indicate in charge of 100% of the education of future Lysians generations, with a 100% free education, the Lysian system is estimated to be one of the fairest in the entire World, even if its efficiency is yet to be proven. The Scientific part of the name, consist in the investment into cultural events, and more importantly scientific research, such as an independent space program, physics and molecules research along many more, in which students have the possibility to take part in, with engineering being the most developed part along considered as one of the best school in the World thanks to Lysian savoir-faire in this particular area. All of this is made possible thanks to the 45% of the Lysian Budget being directed right to this Ministère, making it, by far, the most important of the 5 Ministries, for a total of 159 252 522 449,58 Francs for the An CCXXVI year.

Maintaining a total of 15 364 schools (6 118 doing only the Primary 0-10; 5 125 doing 0-15; 4 121 doing 15-25) with 300 000 teachers for 4 490 800 students, with a 92% success rate for the Premier Brevet (took at the age of 15), 93% success rate for the Second Brevet (took at age 17) and 89% success rate for the Troisième Brevet (took at age 20). 43% of the students pursue studies after the Troisième Brevet.

The Ministry is also in charge of doing exchange programs with other schools and universities throughout the World, and this, starting at the age of 10 for the student with a heavy subsidy made by the Lysian State towards this, with the logistics being mostly managed by the Ministry (putting the child in a host family for the duration of the exchange, with the possibility for the student to extend the defined period at will) with logistics for the student to come back see its family being also arranged by the Ministry.. Estimated 39% of all Lysian students have at least made 3 months of exchange program with another school or university in another country. The exchange remains particularly with the two southern neighbours, to which Fleur de Lys share a common heritage and strong diplomatic ties, respectively Magnaeus and the Free Port of Cristina. The issue also, of not having such programs with more nations, have been expressed by the Minister and saluted a proposition in one of Le Conseil meeting for discussing the matter to potentially add it to the I.S.T.C. Charter.

The Ministry offer 100% free education until the age of 25, including specialised schools such as, in the Cuisines, Banks and others. To introduce younger generations to the life of work, a fund is also unlocked for helping kick-starting start-ups and projects, which have shown so far good results in addition to the specialised schools, giving a sane base for any young person in the Republic.

Ministère des Affaires Militaires et Stratégiques

The Ministère des Affaires Militaires et Stratégies (or in English, “Ministry of Military and Strategic Affairs”) is the Ministry in charge of all defense affairs and on every of its aspects. The Ministry is also in charge of maintaining strategic capabilities, like for example the Programme Diamant which is a totally independent space program able to send satellites in low, middle and high orbits for Lysian strategic needs, and is well separated from I.S.T.C. program while being supported by the same Lysian companies which participate to the I.S.T.C. on the Lysian’s State behalf. It is the smallest of the 5 Ministries budget, with 5% of the budget or 17 694 724 716,62 Francs for the An CCXXVI budget.

The République Lysienne military is organised as the following:

Force Terrestre: composed into 14 independent Corps of each 3 125 personnel, totalising a total of 70 Divisions for 43 750 personnel in activity, along 46 875 in reserve. It is the second budget of the Ministry’s Budget, right after the Force Aéronautique, and represent 35% of the budget, or the equivalent of 6 193 153 650,82 Francs for the An CCXXVI. Force Spatiale: composed of 1 Escadron totalising a total of 5 Escadrilles, and is a transversal Escadron. The smallest of the 3 Branches, as much in terms of budget then in manpower, it is however probably the highest one in terms of finance ratio per number of active personnel, with 3 125 active personnel for 5% of the budget, or 884 736 235,83 Francs for the An CCXXVI.

Ministère des Affaires Sanitaires et Préventives

The Ministère des Affaires Sanitaires et Préventive (or in English, “Ministry of Sanitary and Preventives Affairs”) is the Ministry in charge of health issues throughout the Republic, but also oversea such as maintaining Lysian hospitals in Lysian Embassies and Consulates, in case those were needed for the local personnel or citizens in travel there. The Ministry also take preventive actions, and as, as such the authority to launch great vaccination campaigns to prevent a public sanitary issue. The Ministry is the second budget of the State, at 25% of its budget or 88 473 623 583,10 Francs for the An CCXXVI, making the average spending per person per the State for Healthcare, an annual 4 342,70 Francs budget while it represent some 10% of the entire GDP of the Republic.

Thanks to the heavy centralisation that the State have ensured around the Healthcare System, along demising most of the costs (an average of 90% for expenses under 100 Francs, and of 100% for expenses higher then 1 000 Francs), the Lysian Healthcare is considered to be the best in the entire World by many institutes.

The Ministry is maintaining 405 hospitals (15 Cen­tres Hos­pi­ta­liers Régio­naux et Uni­ver­si­tai­res (C.H.R.U.); 278 Cen­tres Hos­pi­ta­liers (C.H.); 92 Cen­tres Spé­cia­li­sés (C.S.); 20 348 Centres Locaux (C.L.)) for 314 050 employees maintaining those along annexes. With 3,5 Doctors for 1 000 inhabitants with 7 beds for 1 000 inhabitants, the Republic classify itself rather well among World ranks, along ensuring a very local treatment of the patient by a very wide network.

The Ministry, if given budget by the Ministère des Affaires Diplomatiques et Commerciales, may engage procedures, supported by the Ministère des Affaires Militaires et Stratégiques, to establish provisional hospitals and training facilities to where its deployment is needed, along inviting among its own ranks in the Republic foreign students to learn in Lysian hospitals. All of those expenses would be attributed then to the Ministère des Affaires Diplomatic et Commerciales, as part of their Humanitarian budget, ensuring there is no decrease of budget or means to the Lysian citizens.

Ministère des Affaires Structurelles et Énergétiques

The Ministère des Affaires Structurelles et Énergétiques (or in English, “Ministry of Infrastructural and Energy Affairs”) have as main purpose to ensure a working and efficient transportation system throughout the Republic and leading outside its borders; mail delivery throughout the Republic; clean water accessibility throughout the Republic; energy accessibility throughout the Republic. It is with 9% of the budget that this task is accomplished by the Ministry, or 31 850 504 489,92 Francs for the An CCXXVI, making it the second smallest of the 5 Ministries in terms of budget, even if its activities are backbones of the Republic, with one of those service not working, a potential outbreak of the Lysian stability, the Ministry have always fulfilled all its tasks and missions.

It currently manage a total of 22 nuclear centrals, 26 dams, 5 490 water treatment stations, 250 high-speed trains, 250 regional trains, 125 planes alongside 5 000 vehicles, making it the largest transportation operator in Fleur de Lys.

The reliance of Fleur de Lys towards nuclear energy have been on average for the last decade, of 85%, and the State haven’t decided to move this percentage down, and instead with the 20 RN3G planned, shall make Fleur de Lys be a major energy exporter. Part of the strategy for the construction of such numerous nuclear central of 3rd Generation, was and is, the “Tout Électrique” (“All Electric”), making the Republic rely solely on its nuclear central, and secured uranium provisions instead of relying on natural resources which are much more sensibles like oil and natural gas. This is part of why Aérospatiale have been commissioned to create an electric airliner, and why all the trains in Fleur de Lys are full electric, the same when coming to legal norms which clearly encourage and in some cases, enforce the “Tout Électrique” mantra.

Le Conseil

Le Conseil is the operational body of the State, with 6 Members in total, which are consisting of the 5 Ministers (including the one which is holding the Présidence du Conseil) along Le Président, which have a particular status, as he/she may not intervene or add points to the agenda. May only VETO to decisions or settle in case of no reach of the 4/5 majority required. A proposition for the ratification of a treaty for instance, shall be made by the Ministre des Affaires Diplomatiques et Commerciales, and the 5 Ministers shall vote for the ratification, or against it, with Le Président being the one to decide if the 4/5 majority isn’t obtained. If the ratification is approved, it shall then be signed by Le Président.

A decision can also be reported to be decided through a national referendum if the proposition is made by 1 Minister and is seconded by another, or at the demand of Le Président. The order of priority in which the decision would be passed through national referendum, shall be decided by the Président du Conseil.

Les Députés

The République Lysienne is divided into 5 regions, with each regions electing for a 5 years mandate a Député. Each Député will be automatically Member to Le Directoire which is in charge of defining governance proposals for national referendums. Député’s role is to attend to each Directoire meeting, along animate regional debates about pros and cons for each national referendum.

Le Directoire

Le Directoire is the governance body of the State, with 11 Members in total, the 5 Ministers, Le Président and 5 elected Députés, with each Member being equal to a voice. Le Directoire redact proposals and, if the majority of 6/11 is obtained, de facto the proposal pass through national referendum for being officially entering in activity and be applied. If the national referendum reject the proposal, re-negotiations may be arranged in the Directoire or simply its total withdraw from the agenda, it is up to the Président du Conseil to decide, knowing that any Member around the table may bring back the proposal if needed.

Parties

There are a total of 10 Parties officially recognised by the Autorité Politique, the organism in charge of ensuring the fair treatment of all candidates, a certain equality along to intervene through the Garde Républicaine in case of issues with some Parties. Those Parties, each have, in function of the last elections results they made, subsidies from the Government to ensure they may pursue their political activities and participate to the political life of the Republic.

Culture

The Lysian culture is one of the most stereotyped culture around the World, being cultivated and described as one of fashion, gastronomy, architecture, artists in all types along literature, and have a long-standing 3 400 years of History, as in the Heart of Europa.

Architecture

Lysian culture, have started to clearly differentiated itself in the XVIIth Century, with the Lysian Classicism being erupted under the reign of Charles XIII in 1678. The Lysian Classicism, which was from the 1660’s to late 1790’s would see a great inspiration coming from the Eternal Empire of Hémus directly, where Antiquity is modernised and getting greater, with possibilities that the technology at the time made available.


Palais de Selzeaux (construction from 1623 to 1750)

The Palais de Selzeaux is a great example of the Lysian Classicism, starting first as a local Royal hunting lodge for the Roy, Charles XIII when acceding the throne shall raise to power, being crowned. The Roy, having a rather particular view when coming to architecture, having his own opinions on the matter, decide that the capital of the time was too “corrupted” and “dirty” to host his ideal Palais. In 1648, he would find the perfect localisation in the previous hunting lodge of his father, near the village of Selzeaux. Construction would go on for 102 years, with gardens taking as much as 2 000 acres and making the Palais the largest one in Europa.

Gastronomy

With 20 3 stars restaurants, granted by the Guide Duchemin, along 57 2 stars and 304 1 stars restaurants, the Republic have one of the most densified area of starised restaurants. Even if in total ranking, it is ranking 3rd, the particular History of the Republic give it a fair advantage when coming to the star competition, particularly as it have known how to maintain and develop its traditions, while polarising with the newest fashions. This is also completed by the Republic’s very strict legislation how food, along its selling, with for instance, the number of fast food being limited with only 5 foreign fast-food styles restaurants having been authorised in the 2000’s, and the number being far from ever raising. Those strict legislations are clearly enforced, as for instance, Link36 restaurants have been closed by force following a police intervention in the middle of this year, and the charges against those “cooking”, serving and maintaining the restaurant have been quite heavy, to certainly not be joked with.

Given the 35 hours week, along the light taxation when coming to organic and healthy food, the Government indirectly wish to encourage each person to do cooking “Fait Maison”, or homemade, which have proven following studies to drastically reduce obesity and improve considerably health.


L’École Chez Carette, training new rookies

Pastries, viennoiseries, and all sort of hot drinks, a real institution have been created around the Boulangeries which extend their activities to also cake conception, macarons most notably and even lunch meals for some, with some such as Lenotre or Chez Carette becoming a figure head and a must when coming to first class taste, even exporting it oversea. The traditions are kept as the State offer, thanks to the Ministère des Affaires Éducatives et Scientifiques support and incitation by the Republic to include the Culinaries Schools into the free education place.

Language


L’Académie Lysienne

La Langue Lysienne, those are in capitals defining the importance in the culture of the language. From the age of 3 to 20, Lysian lessons are mandatory with an average of 5 hours per week on such lesson, such act decided is explained first by the complexity of the Lysian, which is well-known to have rules, exceptions to those rules, and exceptions to exceptions of those rules, necessitating lots of time for the younger generations to learn all those subtleties. Another point is for fighting the Anglicisime (English words which are introduced into Lysian), such as “week-end” which is more and more widely used by the population, and during those lessons translations of those words defined by the Académie Lysienne are used and pushed, hoping to also have an impact on the parents of the child. Annually, the Académie Lysienne is in charge of releasing the Dictionnaire Officiel and the Règles Officielles, two books which compile all the words, rules, usages and any information needed to properly speak Lysian. The Académie Lysienne detains a massive power, as effectively its rules are taught in all schools, and also define how the Government speak, with any Official being obligated to speak and write according to the Académie Lysienne’s books.
