The Trans-Oceanic Confederation is a primarily island and coastal based confederation of Sectors administered by the artificial intelligence MODI. Characterized by free trade, military integration, and compliance to the Modernization Party doctrines developed by Veris Eldenian in the year 2000, the Federation is a fearsome force to be reckoned with militarily, diplomatically, and economically.

Geography

Culture

The culture of the Trans-Oceanic Confederation is incredibly diverse, with nations from all corners of the world claiming part in the societal soup. With the Modernization Party's policies of strengthening individuality and protecting cultural diversity, the nations of the TOC have no reason to fear losing that which makes them special upon joining the Federation.

Politics

The Trans-Oceanic Confederation, commonly referred to as the TOC, maintains order among its nations by enforcing the Modernization Party political system to be implemented upon countries that enter into the TOC Charter. The doctrine of the Charter dictates that the Federation will be universally governed by the MODI-1 AI, also known as a Noèars Famreàl Eaûurs, who is responsible for issuing suggestions to the member nation as a whole. The nations then in turn each have their leader, the equivalent to an Eldenian Federation Fhîontion, whom is capable of vetoing the suggestions of MODI and drafting their own decisions. However, the MODI-1 AI also possesses the power to remove nations from the Federation, so if unreasonable vetoes are issued, nations may be released from the Federation.

From then onward member nations may choose to retain their own governing system with the oversight of MODI or adopt the Eldenian Federation governance system. The Eldenian system is as follows: On a Sector level there is dual rule by both a Fhîontion, elected by a pure-popularity voting system, and a subroutine of the MODI-1 AI. They in turn appoint a board of Nuéaphuin, whom help the Fhîontion administrate the finer points of society, with one to each population center of the Sector. As with the Federation level, the AI simply gives suggestions to the Fhîontion, whom decides which orders are viable to pass along to the Nuéaphuin. Unlike the Federation system, however, the AI does not posses the power to remove a local leader from power, instead utilizing a database where citizens of the Sector may view all vetoes passed by the current Fhîontion, holding him accountable for each one that goes wrong.

On a city level there is yet another dual system in place, operating in the same fashion as the Sector-level government. Each Center possesses both a Nuéaphuin and Sub-sub routine of MODI-1 governing it.

Legislation

Economy:
-Government responsibility to maintain pristine infrastructure including, but not limited to, water and energy services, whether through government programs or government-monitored private business
-Companies are state-monitored, with industries having to produce full reports to the government in order to identify where help is needed to maintain the various sectors of the economy
-The homeless are to be admitted free of questions to a vacant blue-collar job. They are also entitled to an education in the task they are assigned.
-There is a mandatory 6-hour work day
-Sick days are paid with verification from government health service
-All figures on debt will be cataloged by the Federation government, and if it is decided by TOC ruling that a nation is being too risky with their finances and is now unstable, their situation will be stabilized by the TOC and said nation will be forbidden from taking out loans for a time

National Security:
-Establish an orbital grid focused upon deterring WMD strikes upon Federation soil
-Maintain a nuclear arsenal capable of destroying all non-allied countries, but no higher
-Nuclear weapons are to be distributed according to ECF ruling
-Maintain an organized, well-trained military, accounting for no less than 2% of the nation's GDP
-Establish a Directed Energy Shield Initiative program in member countries

Social Issues:
-Stand for the legalization of soft recreational drugs, providing that they are government-distributed
-Stand for the legalization of Abortion, providing the stem cells are donated to scientific research and healthcare. -With every abortion the citizen is provided with a free prescription of birth-control pills, which are also free on governmental healthcare
-Enable the use of Euthanasia for anyone older than the age of 80 or suffering terminal illness
-Prohibit racial discrimination in any form
-Mild laws against criminal activities, with labor for the good of the public as the main sentence

Public welfare:
-Education run by the government, cost set to have a 2% profit margin compared to running cost
-Healthcare is to be paid for by the government, though the citizen may choose a provider
-Establishes government issued housing for the poor in exchange for blue-collar labor
-Standard minimum living wage for all citizens*

*Food is based on a full 3 nutritional meals per day, water is based upon a bill to provide two showers a week and drinking water a-plenty, and housing is based on the minimum-standard government-provided housing

Environment:
-Mandatory clean energy sources, fossil fuels are to be phased out as quickly as possible
-Maintain government national parks for endangered environments
-Government grid of public transport and charging stations for electric cars, whether through direct maintenance or cooperation with the private sector

Cultural Issues:
-Promote a peaceful and accepting society
-Promote Realism above Patriotism
-Keep the populace informed by complete government transparency and mandatory use of the Internet to inform the populace of decision-making
-Encourage forms of art, music, and other cultural works

Foreign Policy:
-Cooperate with other nations in order to achieve global unity
-Seek to spread the Modernization ideals through economic treaties
-Put the well-being of the Federation's populace above all

Finality Policy:
-Nations are allowed to leave at any time, provided a majority of the populace votes to leave, and all other leaving protocols are obeyed. Nation leadership must confide with MODI to learn said protocols.

Religion

The Federation disallows state religion, enforcing secularism upon its member Sectors. This isn't to say that the Federation disallows religion, quite the contrary. Religion throughout the Federation is encouraged, with the government acknowledging the morals that a lure to the afterlife reinforces.

Military

Member nations of the Trans-Oceanic Confederation are allowed to make individual decisions on their military composition. While blueprints for military tech are distributed freely throughout the Federation, any nation that withdraws from the Federation is required to return all military tech made with said blueprints, to prevent nations for simply joining the Federation temporarily to access the military hardware and tactics contained within.

Economy

The TOC promotes free trade and traffic of goods between all member states, aiming for the stimulation of internal growth between nations. In addition, nations may strike individual trade deals with outside nations.

International
