The Community of Enso and Mu is a colossal, socially progressive nation, ruled by The Kensho Emperor with a fair hand, and notable for its complete lack of prisons, punitive income tax rates, and stringent health and safety legislation. The compassionate, democratic population of 7.996 billion Mujins love a good election, and the government gives them plenty of them. Universities tend to be full of students debating the merits of various civil and political rights, while businesses are tightly regulated and the wealthy viewed with suspicion.

The enormous, socially-minded, outspoken government juggles the competing demands of Welfare, Healthcare, and Education. It meets to discuss matters of state in the capital city of Kyoto. The average income tax rate is 72.8%, and even higher for the wealthy.

Enso and Mu's national animal is the Zazen Toad, which frolics freely in the nation's many lush forests.
