[box]When the Countesian Revolution was brought to an end by the signing of the Federation Act, politicians were divided as to where the newly declared federal government would reside. Initially, the planning and construction if an entirely new city in central Countesia was a popular idea among members of parliament, yet public opinion turned against this idea when a committee of architects, zone planners and industrial experts budgeted that the construction of an entirely brand new city capable of supporting 500,000 individuals would cost the taxpayer 21.6 billion credits.

The economic damage wrought by the inept rule of Blake II had led to rampant unemployment, poverty and homelessness. Spending such a sum on something as frivolous as a brand new capital city was at best laughable, and at worse another reason for people to once again take to the streets in protest. A second idea was brought forth to alternate between the capitals of each County, but such an idea was quickly dismissed as a bureaucratic nightmare.

Ultimately, the fledgling government decided to take a third option. Urbem City, the historical capital city of Countesia was to remain the capital. As a gesture of solidarity, and to ease any notion of 'Favourites' between the Counties and its inhabitants, Urbem City and its surrounding metropolitan area was split from its home county and reorganised into what is now today known as the Countesian Federal Territory. The declaration was met with universal approval.

Today, Urbem City remains the historical, economic and political center of the Countesian people. With a diverse population of 19.3 million. it also boasts the largest population of any Countesian city.
