Caymarnia (pronounced either with four syllables, "Kay-MAR-nee-uh", or three, "Kay-MARN-ya"), officially the Caymarnian Democratic Republic (CDR), is a one-party socialist republic located in The East Pacific. It is bordered to the north by The Restored Holy Empire of Defileron and to the west by The Confederated City-States of The Underwood Industrial Empire. The southern and eastern borders are open to the sea.

Nearly two decades ago, the Empire of Defileron was established by a sadistic madman who ruled through fear and intimidation, and rewarded sycophantic loyalists with noble titles, established in a "Council of Nobles". The Emperor of Defileron was overthrown by his Chancellor, Grand Admiral Joshua Underwood, who established the Defileron Republic - which in turn sparked civil war between the republican government and the nobility, who wished a return to the autocratic regime. The Defileron nobility, despite their desire to return to the "old ways", disagreed on exactly who would rule even as they fought the republican regime, they also fought amongst one another. Eventually, opportunistic invaders began seizing territory, and Defileron finally collapsed. Underwood eventually re-established his own nation, the "Underwood Industrial Empire", using the precepts he had espoused while Chancellor of Defileron.

But one nobleman, the Grand Duke Ivan Eduardovich Tsiolivosky, realized that Defileron was finished as an independent nation long before the chaos truly started, and fled with his House's retainers as the civil war began. He and his followers, which eventually numbered in the tens of thousands, found a new refuge for themselves in the Caymarnian Mountains, believed to have been home to a lost kingdom ruled by Ivan's forebears many centuries before. After locating the buried ruins of his family's ancient castle, Grand Duke Ivan declared the formation of a new Caymarnian Empire, with himself as its ruler. Refugees from Defileron, seeking to return to the stability of the old regime, flocked to Ivan's domain and declared their allegiance to him, and they rebuilt the castle and began constructing a new city, which became known as Magna Caymarnia (or "Great Caymarnia").

In his first address from the steps of his rebuilt family castle, the new Emperor declared that he would not make the same mistakes as had been committed in Defileron; for a start, he alone would dictate policy for his new empire. There would be no parliament, no council of any kind. After all, it took an emperor to rule an empire, and whatever power he had would go to his heir, Vladimir. Despite his declaration of autocracy, Ivan was considered a fair monarch, not guided by egotism or insanity. He genuinely believes that he knows what is best for the nation, and that any pretense of democracy would result in the same chaotic collapse that consumed Defileron. After some time, Defileron was restored under the aegis of the "Undying Emperor", supposedly the assassinated nameless sovereign overthrown by Underwood; Ivan, however, remained committed to avoiding any re-integration with the former regime, and instead pursued diplomatic relations with Underwood's regime in the U.I.E., their neighbors to the west. Ivan also collaborated with the U.I.E. to establish a colony on Mars, Nova Caymarnia, not far from the U.I.E. colony/city-state of Industria Planitia in the Elysium region.

As a result of increasing ill health, Ivan abdicated the throne in favor of his son Vladimir on 18 October 2018; Vladimir was crowned that afternoon in the courtyard of the family castle. While Ivan was considered a fair and just ruler (albeit with the perennial accusations of "eugenicist tyranny"), Vladimir was an uncertain factor; some whispered that he does not share his father's sense of restraint. Certainty would soon fall into place; the new Emperor was a paranoid lunatic who believed that education and "advanced science" - beyond the science of eugenics advocated by Ivan - was evil and would result in the destruction of his empire. Vladimir's increasingly draconian policies began to alarm a number of officials in the higher echelons - particularly the military, given that Vladimir began purging the ranks of those who would not obey his every order, no matter how nonsensical or demeaning. But it was the common people who suffered the most. The eugenicist bent of Emperor Ivan was accelerated dramatically under Vladimir, who saw "abominations" everywhere; executions became common in the years that followed.

Finally, on 7 November 2020 - the 103rd anniversary of the October Revolution that led to the rise of the Soviet Union - General Juan Carlos Madero, the chief of staff of the Caymarnian Armed Forces, led a "citizens' army" of angry workers, augmented by his regular army troops, to seize control of Magna Caymarnia. The bloody fighting went on for nearly nine months, before Madero and his forces captured Castle Tsiolivosky on 30 July 2021. Emperor Vladimir was taken outside the gates, where he was summarily shot by a firing squad from Madero's army. The ailing Emperor Emeritus Ivan was not spared either, killed by Madero's special forces after being forced to witness his son's execution; Madero himself had been present at Ivan's murder, telling him to "watch [his] empire die, and watch [his] people liberate themselves".

The monarchy was abolished, as was the state religion, the Church of the Holy Light (which Madero considered to be "something we inherited from Defileron that should have died with it") and a provisional government was formed, with Madero as its chairman. The general had been long influenced by the efforts of prior Marxist-Leninist inspired governments, and sought to emulate their successes while avoiding their failures. The leadership council of the provisional government established itself as the Communist Liberation Party of Caymarnia (CLPC), and on 14 August declared the founding of the Caymarnian Democratic Republic and named Madero as its president, granting him the additional title of "Marshal of Caymarnia". The following day, the CDR, recognized as the official government of Caymarnia, joined the World Assembly; they assumed the seat vacated by the U.I.E., which cited the "increasing incompatability between the aspirations of the Empire and the contradictory nature of the edicts passed by the World Assembly".

Since Madero's rise to power, efforts have been made to modernize (both in a figurative and literal sense) the new Caymarnian nation; Magna Caymarnia was renamed "Caymarnigrad" (or, more literally, "Caymarnian City"), with the designation of "Grand Caymarnia" being used to rename the nation's highest peak, Mount Tsiolivosky. For all intents and purposes, the new government realizes they preside over a backwater, and have begun a system of what Madero has called "brute force reform" to bring the new nation into "proper modernity". There have been a number of symbolic gestures to ingratiate with the people; for instance, upon assuming power, Madero refused to move into Castle Tsiolivosky, stating that he was no emperor and did not intend to live like one, and maintained his office and residence at the headquarters of the Caymarnian Army until the official presidential workplace could be built. The new government has turned Castle Tsiolivosky into a museum telling the "official history" of the Caymarnian monarchy.

Madero's revolutionary government has so far proven to be successful, having revitalized the Caymarnian economy along socialist lines, becoming even more robust than that of the U.I.E. - so much so that the government was comfortable enough with its finances to offer a loan for disaster relief to their western neighbor, following the Great Skytrail Flood that devastated Underwood City in December 2021. The standard of living for the general population has risen dramatically in Caymarnigrad, which had been described as a "blood-soaked house of horrors" due to the frequent police raids and public executions under Emperor Vladimir. The remainder of the country has also undergone a dramatic transformation with not only increases in industrial output, but also proper education to run the higher-functioning services (particularly nuclear power, as Caymarnia is rich with uranium reserves, and its space program, begun by Emperor Ivan). Lighthaven, Caymarnia's principal seaport and spaceport, has undergone a complete reconstruction along socialist lines, and now has a larger population than the capital, with an influx of workers from Caymarnigrad and the provinces. Madero has hailed this news as a triumph of the Revolution, with Lighthaven symbolising the new Caymarnia, while Caymarnigrad remains the center of its government.

There was a perception early on by some skeptics that Madero and the new Communist government are a case of "meet the new boss, same as the old boss", given the prior history of Communist dictatorships (and Madero has freely admitted that he and the Party wield dictatorial powers). However, the political changes made - allowing some forms of democratic function within the authoritarian framework established by the Party - have proven to be popular with the long-oppressed Caymarnian people. While it is acknowledged that the CLPC rules Caymarnia with an iron fist and cracks down on any form of organized dissent, Madero and his ambassador to the World Assembly, Admiral Auguste Pellerin, have been vocal advocates for a number of human rights issues regularly stomped on by the former Imperium and similarly-minded right-wing governments, particularly the rights of workers and labor unions, same-sex couples, transgender and non-binary persons, and racial minorities. Madero has made it clear that race, gender, and sexual orientation should not be used as "barricades to block a person's success", believing that people can be whoever and whatever they choose to be, so long as they are loyal to the State. Even the old skeptics think that Madero is showing that he has learned the lessons of history; whether that will hold remains to be seen.


Like most communist regimes, Caymarnia is officially designated a unitary one-party Marxist-Leninist socialist republic - "it has to look democratic, but we must control everything", as the German communists put it after World War II. The often-paraphrased call to arms by Karl Marx, "Workers of the world, unite!" has become the national motto (replacing the Tsiolivosky eugenicist slogan of "for the purity of our race"), just as in many communist nations past and present. The Declaration of the Republic has made clear that "political debate is necessary in a free nation", and political opposition is allowed "within reason"; outright dissent against the Party and the government is illegal, with penalties varying based on the severity of the offense.

Territorial Divisions

Caymarnia is divided into six provinces: The People's Capital District (formerly Tsiolivosky Province, on the southern seacoast), the Lighthaven Province (along the eastern seacoast), the Riverbend Province (the valley of the Caymarnian River, which runs between the capital and Lighthaven), the High Country Province (dominated by the majority of the Caymarnian Mountains north of the capital, including Grand Caymarnia [formerly known as Mount Tsiolivosky], the nation's highest peak), the Northern Border Province (bordering Defileron), and the Western Border Province (bordering the U.I.E.). Each province is run by a Governor chosen by the local Provincial Workers' Council, while the CLPC also maintains a Provincial Party Secretary appointed by the Central Committee in Caymarnigrad, said to hold the real power in the provinces.

The capital of the Republic is Caymarnigrad, or "Caymarnian City" (formerly known as Magna Caymarnia, or "Great Caymarnia", as named by the Tsiolivoskys; the new name was judged by the government to be "less pretentious"). Lighthaven, Caymarnia's principal seaport and spaceport, has overtaken the capital as the largest city.

The Party

The Communist Liberation Party of Caymarnia (CLPC) is the ruling party of Caymarnia. Membership in the party is limited and based on a very strict vetting process. Less than 30% of the population of Caymarnia are card-carrying members of the party, including the entirety of the armed forces (given that their commander-in-chief is also the leader of the party) and the majority of the Caymarnian government. The party is led by the Central Committee with 40 members, which is headed by the General Secretary. Under the Declaration of the Republic, which served as the founding document for the CLPC as well as for the Republic itself, party congresses will be held every two years. The official constitution, enacted on 1 January 2022, elaborates further: the party congress elects the Central Committee in staggered terms, similarly to the United States Senate - ten every two years, which means that each committee member's term can last at least eight years. At the end of every fourth congress, the Central Committee holds the election for the General Secretary. If a committee member dies, resigns, or is removed from office, the Central Committee appoints their successor to hold the seat until their next congressional rotation. If the General Secretary dies, resigns, or is removed from office, a special session of the Central Committee is called to choose their successor.

The CLPC Central Committee Building, a stark Soviet-style structure in Caymarnigrad's newly-built Government Quarter, is the party's headquarters, housing the Central Committee chamber and the Congress Hall where the party congresses convene. The building also holds the offices of the party's five major organizations: the Liberated Youth of Caymarnia, the Daughters of Caymarnian Liberation, the Council for the Cultural Preservation of Caymarnia, the Association of Liberated Caymarnian Labor (representing Caymarnia's industrial workers) and the Council of Caymarnian Agricultural Workers (representing the peasants and farmers). Each of these organizations also have representatives in the national government (see under "Legislature").

Head of State

The Declaration of the Republic abolished the monarchy and established the office of President of the Republic, who also serves concurrently as General Secretary of the Central Committee of the CLPC and Chairperson of the National Council for the Defense of the People - head of state, party leader, and commander-in-chief of the armed forces all in one. Theoretically, these posts can all be held by different people (though the General Secretary would remain the supreme authority, as head of the party), but Madero has set a precedent by holding all three offices at the same time (per the closing clause of the Declaration), and it is widely expected this will be continued when he leaves office. The President is chosen by the Grand National Assembly, which is a convocation of the Central Committee, the Council of Ministers, and the National Council of the People's Will. The President serves an eight-year term (concurrent with the election for General Secretary; see under "The Party"), with no limits on re-election. In theory, this means that a new President can be chosen by the Grand National Assembly if they so wish; in practice, the incumbent will be re-elected for life for fear of retribution, and (if the prior history of communist regimes is any judge) the President, as party leader, has the authority to organize the Central Committee with loyalists if he so chooses. Madero has yet to do so, but as the Republic is still young, it remains to be seen what he will make of his newfound power.

The seat of the President is the Torre del Pueblo (Spanish for "People's Tower"), a Stalinist-style skyscraper located next to the Central Committee building in Caymarnigrad's Government Quarter. Based on the design of the Hotel Leningradskaya in Moscow, the tower houses the President's residence and office in the penthouse level. The lower floors contain offices for the presidential staff and guest quarters for visiting dignitaries and their own staffs, a media center for press conferences, and a ground-floor lobby and a museum to the Revolution. The Spanish name was chosen in tribute to Madero, a descendant of Spanish Communists who fought against fascism.


Unlike the prior regime, where the Emperor was the sole overriding authority without any parliament or prime minister, Madero ensured that the people would (apparently) have a voice in the form of a unicameral parliament, the National Council of the People's Will. Upon its establishment, the Council initially met in the Cathedral of Light, the former "holy of holies" of the old imperial religious authority, as a deliberate snub to the "former regime's cult of fear and ignorance". They have since relocated to the Hall of Liberation, a modernist structure modeled on the Palast der Republik, which housed the legislature of the former German Democratic Republic (East Germany).

The Council has 400 members - 60 from each of the six provinces, and eight each from the five main party organizations (see under "The Party"). The Council Chair is appointed by the Central Committee based on the recommendation of the Council. The CLPC is the sole ruling party in Caymarnia; other smaller parties can be part of a "national bloc" allied with the CLPC, with token representation in the Council. The Council elects the Council of Ministers, also requiring the approval of the Central Committee.

Council of Ministers

Similar to East Germany, the Constitution of Caymarnia names the Council of Ministers as the official government of the Republic, but also states that the CLPC has supreme authority over the nation, meaning that the ministers are answerable to the Central Committee, and thus to the General Secretary (who, also similar to the East German model as well as the Chinese model, concurrently functions as head of state and supreme commander of the military).

The Presidency of the Council consists of the Chairperson, acting essentially as prime minister; two deputy chairpersons; the Minister of National Defense; and the Minister for the Security of the Republic. A number of these offices, including that of the Chairperson, are presently occupied by military flag officers who backed Madero during the Revolution. The ministers are elected by the National Council of the People's Will, and the Presidency is determined by vote of the ministers, all subject to ratification by the Central Committee.

The ministries are as follows:

National Defense: The Caymarnian National Liberation Force (CNLF), as the military is now known, is officially overseen by the National Council for the Defense of the People (NCDP), which is led by the CLPC General Secretary and members of the Central Committee. The Ministry of National Defense serves as the general staff of the CNLF, with the minister being a four-star flag officer who (next to Marshal Madero, the head of state) is considered the most senior officer in the military. The chiefs of the various military branches - the Army, the Navy (including its Amphibious Assault Force, equivalent of a marine corps), the Air Force, the Border Defense Force, and the Homefront Defense Force (civil defense) - and the chiefs of logistics for each branch serve as deputy ministers.

Security of the Republic (SECREP): It is an unwritten rule that the two most powerful forces besides "the Party" in a communist state are its military and its state security forces, and not necessarily in that order. The Ministry for the Security of the Republic (SECREP for short) combines elements of both; it is run by a Caymarnian Army general, Vijay Rajivari, and consists of Army special forces troops chosen by Madero to enforce the new government's will upon any foolish enough to oppose the "inevitable march of progress". SECREP takes a number of cues from other communist secret police agencies, particularly the East German Stasi.

Foreign Affairs: The new government of Caymarnia is recognized more or less de facto - with the Imperial Family dead and no formal government beyond it having existed prior to the Revolution - but all of the ambassadors from other nations were recalled shortly after Emperor Vladimir's execution. That changed in January 2022 with the formal reception of a new ambassador from the U.I.E., Caymarnia's western neighbor. The Ministry of Foreign Affairs has had its workload increase in recent days as a result, with others (with the exception of Defileron, their northern neighbors) following the U.I.E.'s lead.

Ambassador to the World Assembly: All of Caymarnia's diplomatic representatives are answerable to the Foreign Ministry, save for one: The Ambassador to the World Assembly, who represents the Republic in deciding the laws of all nations. The WA Ambassador is considered a minister in their own right due to the importance placed by Madero and his government on improving the relations between Caymarnia and the world. Although technically given carte blanche to vote as they see fit, in practice the ambassador often brings important resolutions to the attention of the National Council of the People's Will, which puts the matter to a vote, and the ambassador makes their vote in the Assembly based on the Council's decision; some matters have resulted in deadlock in the Council, requiring "executive action" by the Central Committee and the Council of Ministers. The current ambassador, Admiral Auguste Pellerin - who had seized command of the Caymarnian Navy during the Revolution - is considered to be Madero's right hand, and is said to speak with the President's voice on the world stage... except for the rare occasions when Madero himself is compelled to make a statement.

Economics: The wealthiest members of Caymarnian society - namely the Emperor and his most "trusted" (read: sycophantic) nobles - controlled nearly 90% of the country's wealth prior to the Revolution. The first act of the Council of Ministers was to confiscate that wealth, and the Ministry of Economics (relying mostly on foreign advisors, as Caymarnian economists are virtually non-existent) has been tasked with somehow "properly" distributing that wealth for the good of the people. Thus far, moving from the autocratic landowners to the centrally-planned economy has proven successful, with a dramatic increase in both the cash reserves for the Caymarnian government and the standard of living for the people.

National Education and Scientific Advancement (MINNESA): Similarly to their colleagues in the Economics Ministry, MINNESA has its work cut out for it. Education in the Imperium was limited to "those who are not like us must die, as must those who oppose us", with Emperor Vladimir in particular believing that an ignorant population was an obedient population. While agreeing with this assessment (up to a point), Madero is also well aware that the nations around Caymarnia, especially the U.I.E., have better educational and scientific facilities than his nation does; indeed, the only reason Caymarnia was able to establish a Martian colony was due to financial and scientific donations authorized by Grand Admiral Underwood himself. With formal diplomatic relations restored with the U.I.E., Madero has invited advisors from Blackstone University in Illuminopolis to aid in rebuilding Caymarnia's scientific programs.

People's Justice: The idea of a separate justice ministry and court system was alien in Caymarnia during the Tsiolivosky dynasty; the police forces tended to dispense justice to criminals they apprehended themselves, and higher sentences (such as treason) were judged by the Emperor himself - particularly during Vladimir's bloody reign. As with the Economics Ministry, the Ministry of People's Justice is forced to rely on foreign experts (if any are available) or military police, as properly educated judicial officers do not exist in Caymarnia as of yet - a situation which they will collaborate with MINNESA to rectify.

People's Health: Similarly to the justice and economics ministries, the Ministry of People's Health is forced to rely on the aid of military officers - in this case, military surgeons - to oversee a national health system that has been described by Madero and his government as "barbaric". The hospital system in Caymarnia during the imperial period had more emphasis on euthanasia for genetic defects and other "non-pureblood" patients, similarly to Nazi practices of the 1930s.

Industry: Under the reign of Emperor Ivan, Caymarnia largely depended on foreign exports for construction, particularly from the U.I.E. (the I does stand for "Industrial", after all), to avoid marring the "pristine" landscape of the Caymarnian Mountains. Madero is aware that there are considerable outcrops of natural resources all around the mountain range, and while that portion of the mountains closest to Caymarnigrad could be (and Madero has indicated will be) designated as a national park or nature preserve, the Caymarnian range is vast, taking up much of the country's interior - and enough of it is out of the way to avoid marring the view or adversely affecting the capital. While foreign trade is a necessity for a growing economy, Madero hopes to rely more on Caymarnian resources for future projects. Like his other ministries, however, it is hampered by the lack of a properly trained workforce to work in the mines, oil fields, and construction yards that would need to be built for that purpose.

Transportation: Caymarnia's transport system is "ancient" (to put it kindly), with the exception of the capital - again, with assistance from the U.I.E., who collaborated with Emperor Ivan to build a high-speed rail line connected to Underwood City. The project was halted on the Caymarnian end by Emperor Vladimir, who believed "foreign connections" would pollute his realm. Madero made overtures to Underwood City in January 2022 to recommence the project, and Grand Admiral Underwood agreed. Madero believes the successful construction of the Caymarnigrad-Underwood City line would lead to further support to modernize - or at least jumpstart - a homegrown transportation system for all of Caymarnia.
