The Captina Island Story
The origins of the first people to inhabit Captina Island have been lost to the modern day scholar, but there is general agreement that they arrived no more than 400 years before the subsequent 'discovery' of the island in 1922; the society that existed here only had the most basic literacy due to a tradition of oral history and communication, and a pre-industrial economy.Giancarlo Collina was the first white man to step foot on the island after encountering it by accident, as his map of the area didn't show a land mass where Captina was; the sight of a large steam powered ship and the motorized barge that the landing party used was a shock to the people who lived in one of the larger villages that hugged the east coast of Captina.
The crowd gathered for the arrival may have been pre-literate, but many were quickly able to figure out that the tall man who approached them was the obvious leader of this group of fellow humans who looked nothing at like themselves and dropped to the ground on both knees, heads bowed and arms outstretched with palms facing upward in a clear sign of prostration. Collina was taken aback by this and immediately looked back at his party and said they should reciprocate; after a reasonable amount of time, Collina stood and motioned to the inhabitants to resume standing positions.
At 6'3", Collina towered over the gathered crowd, who ranged from 5'4" to 5'9" and he made an attempt to establish a dialogue with the 3 or 4 men who looked to be the leaders by pointing to himself and stating his last name, then pointing to the others who replied with their own appellations; Giancarlo was not at all sure of what he was attempting to establish, or even how to figure out the scene playing out in front of him.

Captina Island thrives in all aspects of life thanks to the rigorous discipline of “The Plan” (officially known as The Captina Island National Community Operation Master Plan [CINCOMP]) which organizes the priorities, agenda, and the day to day running of proper society within the Armed Republic.
All economic affairs are controlled by the five major privately owned businesses that operate under the provisions of The Plan, holding exclusive license to conduct the nationwide administration of the following areas:
Captina National Organization (CNO)--Defense/Health & Medical/Education
State Economic Corporation (SEC)--Retail/Banking/Transportation/Technology
Industrial & Manufacturing Alliance (IMA)--Production/Raw Materials/Wholesale
The Captina Company (TCC)--Social/Entertainment/Utilities
Brandstadter Corporation Authority (BCA)--Food/Agriculture/Construction
Any remaining areas that would be under the control of a constituted government are handled by The Burkett Group, which is owned in equal shares by the five main corporations and a public ownership scheme funded by a 50 crown (about NS$10) per week deduction from the wages of all citizens. TBG functions as a bureaucratic administrative body, coordinating inter-company affairs in addition to providing the personnel for things like police/fire protection, vital statistics record keeping, public spaces maintenance, and other public services.
TBG operates from the National Capital District of Big Flint which has a population of 84,000, while the other corporations each have their own headquarters city, although they have national operations; within each major city, the 'affiliated' companies have satellite offices to handle the daily business.
TCC--Geneva City
BCA--Clarksburg
IMA--Port Genoa
SEC--Fairmont
CNO--North Point
The Plan is designed to ensure the needs of the citizens are met in every possible way, and that in return the people contribute equally to the requirements of the Corporations for the operation of the nation's interests.
