The Scandinavian Federation of Bothnia is a gargantuan, socially progressive nation, ruled by Ilmari Koskinen with a fair hand, and notable for its public floggings, absence of drug laws, and devotion to social welfare. The compassionate, democratic population of 11.59 billion Bothnians are free to do what they want with their own bodies, and vote for whomever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

The government — a sprawling, bureaucracy-choked, liberal, socially-minded morass — juggles the competing demands of Education, Healthcare, and Environment. It meets to discuss matters of state in the capital city of Oulu. The average income tax rate is 81.3%, and even higher for the wealthy.

The large but inefficient Bothnian economy, worth 516 trillion markkaa a year, is extremely specialized and mostly made up of the Information Technology industry, with major contributions from Book Publishing. State-owned companies are reasonably common. Average income is 44,523 markkaa, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

The Smalltopian embassy doubles as an electoral campaign headquarters, criminals rejoice in the streets as the entire police force is sent away on a training retreat, every new building project has to undergo a five-year environmental impact study before it can go ahead, and the acceptance of acupuncture and other alternative therapies has needled the scientific community. Crime is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Bothnia's national animal is the stoat, which frolics freely in the nation's many lush forests.

Bothnia is ranked 227,782nd in the world and 5th in The Tvelmark for Fattest Citizens, with 8.56 Obesity Rate.
