The Constitution of the Narnian Republic of Bisim

Preface:
With the Lion as our guide, we arise from the home land of Bism to establish this new land: a nation dedicated to serving the Lion, a nation dedicated to protecting the rights of her people, and a nation that will rise far above the depths of our former enslavement. We hereby establish the Narnian Republic of Bisim.

Article I- On the Rights of the Citizen:

    1. The following species will be recognized as sentient species, and thus entitled to the full protection of their rights and citizenship within the Narnian Republic of Bisim: humans, gnomes, dryads and hamadryads, along with any individuals of heritage from the above groups.
    Subsection A:Individuals outside of these groups may petition the government of the Narnian Republic of Bisim for recognition of their sentience.
    2. Each citizen of the Narnian Republic of Bisim above the age of adulthood is entitled to representation in the Narnian Republic of Bisim’s federal government, as well as the government of their state of residence via the legislative bodies described below.
    3. Each citizen of the Narnian Republic of Bisim above the age of adulthood is entitled to participation in the electoral process via voting in both federal and state elections as the may occur.
    4. Each citizen of the Narnian Republic of Bisim is entitled to travel within the Narnian Republic of Bisim at will.
    5. Each citizen of the Narnian Republic of Bisim is entitled to the full protection of their rights- including but not limited to: the dignity and liberty of individual life, the freedom to choose religious beliefs, the ability to own private property, the right to a fair trial by jury, the right to assemble, speak, and attempt to publish without restriction, the right to petition the government, the protection from cruel and unjust punishment, and other rights not specifically enumerated here.

Article II- On the Rights of States:

    1. Each state under the governance of the Narnian Republic of Bisim is entitled to determine its own government structure and practices, so long as that system of governance does not violate any part of this constitution.
    Subsection A:Therefore, it is required that the government of each state under the governance of the Narnian Republic of Bisim contain a legislative body, elected proportionally by its citizenry.
    Subsection B:It is also required that the government of each state provide the infrastructure for fair trials by jury in regards to crimes committed within that state.
    2. Each state under the governance of the Narnian Republic of Bisim is entitled to direct governance of the land within their borders as defined by several treaties established prior to this constitution.
    Subsection A:Any change to the borders of the various states within the Narnian Republic of Bisim, and/or any use of state land by the Federal government must be ratified by a contract between the Narnian Republic of Bisim’s federal government and the state.
    3. No state under the governance of the Narnian Republic of Bisim may succeed from the Narnian Republic of Bisim, nor wage war with any entity foreign or domestic, nor may they raise a standing army without the express consent of the federal government.

Article III- On Parliament:

    1. The primary representative and legislative body of the Narnian Republic of Bisim shall be a Parliament, divided into four houses as follows:
    Subsection A:A House of Representatives, composed of 200 members, divided among the states of the Narnian Republic of Bisim according to their population (rounded to the nearest half of a percent). This house shall have the power to propose legislation on all matters of state and foreign affairs, and to vote on such proposals. Members of this house shall be elected to serve five year terms, with a limit of five terms per member.
    Subsection Ai:Applying only to the first House of Representatives, half of the members of this house will be designated to serve one two year term, so that every two years an election will be held for half of the members of this house.
    Subsection B:A Senate, composed of 3 members from each of the states of the Narnian Republic of Bisim. This house shall have the power to propose legislation on all matters of state and foreign affairs, and to vote on such proposals. Members of this house shall be elected to serve five year terms, with a limit of five terms per member.
    Subsection Bi:Applying only to the first Senate,one senator from each state will be designated to serve one two year term, and one senator will be designated to serve one six year term, so that every two years an election will be held for one third of the members of this house.
    Subsection C:A House of Lords, appointed by the People’s King of the Narnian Republic of Bisim. These members shall serve until their death or retirement. Members of this house cannot vote on proposed laws, but may have the privilege to make proposals to the Senate.
    Subsection D:A Council of Elders, made up of the executive heads of each state within the Narnian Republic of Bisim. Should the state not have a singular executive head, this position may be filled by an appointee. Long standing, non corporate organizations within the Narnian Republic of Bisim may apply for representation in the Council of Elders by making their intention known to the Senate. The organizations currently represented on the Council of Elders are: The Dryads of the Narnian Republic of Bisim, the Hamadryads of the Narnian Republic of Bisim, The Roman Catholic Church, and the Nomadic Peoples of Kylesylvacia. Elected members of this council will serve for the entirety of their terms. Non-elected members will serve no more than one, five year term. Members of this council may not vote on proposals, but have the right to submit proposals to the Senate.
    2. To pass a proposal in either the Senate or House of Representatives, a majority of the members of the house must approve of the proposal. The proposal is then sent to the opposite house, where the same conditions apply.
    Subsection A:Should a tie occur in either chamber, the House of Lords and Council of Elders will vote as one body on the proposal.
    3. General elections shall be held in two year intervals, unless Parliament passes a resolution calling for a special election. In a special election, all members of the House of Representatives and the Senate will have their seats be up for election.
    Subsection A: Should such an election occur, point 1, section a.i., and point 1, section b.i. of Article III shall take effect.
    4. All meetings of this Parliament will be open to the public for viewing, broadcast for the nation, and recorded for posterity. All votes by members of this Parliament will be publicly recorded.
    5. To sit on this Parliament, one must reach the age of adulthood for their respective species and culture, as well as have held the status of naturalized citizen of the Narnian Republic of Bisim for at least ten years.
    6. Members of this Parliament may be impeached from office by a 2/3rds vote by the three houses they do not sit in. Strong evidence of wrongdoing or incompetence must be presented before a vote for impeachment may be carried out.

Article IV- The Royal Executive:

    1. All executive powers within the Narnian Republic of Bisim’s government shall be invested in a monarch, elected by the people of the Narnian Republic of Bisim by popular alternative vote according to the system laid out by ancient philosopher CGP Grey. After election, the monarch must be approved of by the Council of Elders, after which they will be coronated The monarch, upon coronation, shall be given the title, “People’s King,” or “People’s Queen,” and will serve for the remainder of his or her life.
    Subsection A:Only a naturalized citizen of the Narnian Republic of Bisim may be elected to the position of monarch.
    2. The monarch must designate a regent, who shall rule only in the event of the monarch’s death, incapacitation, or impeachment until such a time as a new royal election occurs.
    3. The monarch may appoint ministers, advisors, and staff as they deem appropriate to take on executive duties. These shall serve at the monarch’s discretion.
    4. The monarch will serve as the primary commander of the Narnian Republic of Bisim’s military forces in times or war and peace.
    5. The monarch shall have the power to negotiate treaties with foreign entities, which must be approved of by the Parliament before taking affect.
    6. Any proposal passed by the Parliament through the process detailed above will be given to the monarch for approval. Approval results in the proposal becoming law. The monarch may reject or, “veto,” a proposal, at which point, it will be sent back to the Parliament. If 2/3rds of the entire Parliament vote in favor of the proposal, it shall become law.
    7. The monarch may appoint 7 judges to serve for life on a Supreme Court of the Narnian Republic of Bisim. These and any judges appointed to smaller federal courts that the monarch may see fit to establish must be approved of by a majority of the entirety of Parliament.
    8. The monarch may be removed from office by the following methods:
    Subsection A:Resignation, at the monarch’s discretion.
    Subsection B:Impeachment: the monarch may be impeached by a 2/3rds vote by the entirety of Parliament. Strong evidence of wrongdoing or incompetence must be presented before a vote for impeachment may be carried out.
    Subsection C:Royal recall election: Parliament may hold a special vote on having a royal recall election. If 2/3rds of the entirety of Parliament vote in favor, an election will be held to determine the next monarch of the Narnian Republic of Bisim. The sitting monarch may run for reelection.

Article V- On this Constitution:

    1. This constitution must be ratified by each of the currently recognized twelve states of the Narnian Republic of Bisim. After ratification, this constitution shall stand as the supreme law of the land.
    2. Any portion of this constitution may be amended. Two methods for amending this constitution shall be available:
    Subsection A:Amendments may be proposed by any member of Parliament. An amendment proposal must pass with a majority through each of the houses of Parliament, then must pass with 2/3rds of the votes of the entirety of Parliament. After this, the monarch must approve the amendment. No veto-overturn process shall be established.
    Subsection B:Amendments may be proposed by any member of Parliament. An amendment proposal must be approved by the majority of the entirety of Parliament. After this, the people of the Narnian Republic of Bisim must approve of the proposed amendment via a special election. Assuming the approval of both bodies, proposed amendment will be handed to the monarch. Should he approve, the amendment shall pass. No veto-overturn process shall be established.
    3. Amendments shall be denoted in this constitution via the placement of an asterisk before and after the specific text added.
