The Despotic Tyranny of Birkesia is a huge, cultured nation, notable for its compulsory military service, avant-garde cinema, and parental licensing program. The hard-nosed, cynical, humorless, devout population of 650 million Birkesians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, socially-minded, well-organized government juggles the competing demands of Defense, Law & Order, and Administration. It meets to discuss matters of state in the capital city of Tyrannopolis. The average income tax rate is 79.4%, and even higher for the wealthy.

The Birkesian economy, worth 49.0 trillion scraps of paper a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, quite specialized black market in Arms Manufacturing, Uranium Mining, and Beef-Based Agriculture. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 75,445 scraps of paper, and evenly distributed, with the richest citizens earning only 2.9 times as much as the poorest.

The police use sound cannons and mortars to deal with loud parties, elderly citizens regularly buy posh multimillion-scrap of paper mansions, families consisting of more than three people are forced to split up, and glamping Birkesians won't sleep in a tent that doesn't include a Jacuzzi. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Birkesia's national animal is the dragon, which can occasionally be seen dodging aircraft in the nation's cities.
