Emperor Janius XIV Chrysostom is the current leader of the Federal Empire of Berhakonia, and the Federal King of Walachya. Succeeding his father, Axeres VII Chrysostom, in 1517, Janius XIV Chrysostom would embark on a "Crusade against the Bureaucracy", and would take several measures to rid the Federal Council of corruption and plutocrats.
Janius served with the Berhakonian Naval Fleet in Khallia Plains War and the South Omaru Sea Conflict, and was involved with the Siege of Iyasheb, where his unit was involved in the slaughter of 44 civilians and the kidnapping of a foreign diplomat. Janius has long expressed his sympathy with the people of Iyasheb and his disgust toward Central Command's execution of the siege. He was a chief agitator for the Refugees of Khallia fund and has visited the city on several occasions to help with relief efforts.
A graduate of the Edelbekt Institute of Technology with a degree in computer science and software engineering, Janius was seen as an important figure in promoting programming languages and has become somewhat of an icon in the programming world. Janius is sometimes compared to tech giants for his part in overseeing the creation of military artificial intelligence and machine-learning based smart encryption and decryption systems for military use.
Janius is well-received by his citizens, although recent controversies have created an image of a more authoritarian ruler among his critics.
Janius XIV Chrysostom was born on 1474 in the Konnensmar Palace of Dreben, the eldest of three children of Emperor Axeres VII Chrysostom and his first wife, Laila, Duchess Freya. Throughout his early childhood, Janius demonstrated affluent knowledge and exceptional critical thinking capabilities, having been able to read full paragraphs by the age of 3, and obtaining a grasp over various mathematics operations by age 4. Worried that the exceptional intelligence of his son would become contention for ostricization from peers, Axeres stressed a life built on hard work and integrity, oftentimes enrolling Janius in various martial arts, scouting and cadet programs, teaching his son hunting and wilderness survival, and forcing his son to master at least one trade as a way of teaching humility. As a result of this upbringing, Janius grew very fond of the importance of education in his life, and developed a positive mindset towards the role of education in society. By the age of 15, Janius became fascinated with the Orthodox Church, and had interests in joining the clergy, but was dissuaded from this dream by his responsibilities as future Emperor of Berhakonia. Joining the Berhakonian Naval Forces by age 20, Janius woud continue to alternate between active duty and civilian service throughout much of his post-secondary education. Janius would continue to graduate from Locastra University with dual-degrees in Philosophy and Computer Science and would recieve his major in machine-learning at the Edebekt Institute of Technology (ETI). Following this, Janius would go on for two extra years of schooling to obtain his journeyman's diploma in industrial electrics.
Janius began his service in the Berhakonian Naval Forces as a private in the fifth fleet, but was later attached to the 105th Marine division as a marksman. Janius gained quick experience and was moved into the rank of Division-Seargent Second Class and moved to the prestigious 4th Jannisary Division, during which, he would lead in four major offensive operations during the Khallia Plains War. The 4th Jannisaries would eventually be merged with the 17th Hussar Division to form the Joint Task Force Borealis (JTF-B), of which Janius would take head temporarily.
In 1503, Janius would be switched over to civilian duty, by request, to take leadership over a naval engineer and software division specializing mostly on encryption. Janius would head several proxy tests, quickly putting good use to his knowledge to encrypt over 1027 vital and non-vital documents for transport between and out of war-zones. For the next 7 years, Janius would maintain this role, before becoming promoted to Fleet-Admiral and taking command over the 505th Leviathan Fleet for the next 4 years before taking a less direct command role in managing logistics lines until his coronation in 1517, and his honorable discharge from the Naval Forces.
Reign and Ideology
Throughout the first third of his reign, the cabinet of Janius was involved in the Matupa Conflict, a series of transcontinental foreign civil wars fought mostly by independent contractors representing private interests and proxy states of various global superpowers (of which Berhakonia was among). Guided by his experience in the Khallia Plains War and the South Omaru Sea Conflict, Janius sought to have the war brought to a swift end and made preparations for Berhakonian withdrawal from the conflict, much to the disagreement of pro-intervention contingents within Congress. Despite this, Janius made an effort to increase production capabilities to keep up with the growing demands of the war. Berhakonia signed a treaty with the Oboyid government in 1518, declaring total neutrality in the conflict, and forced the pull-out of all allied troops from the region in 1519. Janius was applauded by the public, who had grown weary of the fighting, and was nominated for the Pulierman Peace Prize.
Following the war, Janius converted several military factories into civilian goods factories, which were subsequently liquidated to several private enterprises for a sum that would later be used on personal peace projects such as providing foreign aid to displaced families and invalid veterans of the Matupa Conflict, as well as to be used as funding for watchdog groups monitoring the activity of human trafficking in the region. The remaining budget was poured into subsidies for several colleges and trade schools. The Emperor rationalizing Matupa as the result of a last-ditch effort to revitalize the economy in an environment lacking the skilled workers needed to build an economic powerhouse, due to the poor state of the education system in helping the population access these advanced skills. The total increase in education spending was 15% within the past 10 years.
Further improvements were made to increase public transport and healthcare spending. Janius' goal of converting Stannismarck into a "modern medical Medina" led to the easing of immigration restraints for doctors and surgeons, as well as an increase in medical schools and clinics. Outside of legislative action, Janius, joined by Ecumenical Patriarch Kiril on various occasions, has paid consistent visits to ailing hospitals, volunteering with staff and reading to diseased children. Construction on the Great Berhakonian Maglev was proposed in 1509, during the reign of Axeres II, but was given imperial ascent by Janius months following his coronation. The maglev is set to connect the Walachyan Monorail Line with the monorail systems of the rest of the Berhakli kingdoms as well as with the Transcontinental Railway, spanning far beyond Berhakonia.
Stressing the importance of Christianity and God in his personal life, Janius has strived hard to enshrine the right to life within his nation. Since his reign, legislation have been passed to abolish and outlaw of the practices of euthanasia and abortion, and to prevent the eventual legalization of such, should the legality of such matter ever come into question. Janius has also taken a harsher stance on capital punishment than his predecessors, greatly limiting the application of the punishment to only the most severe crimes and to prisoners deemed unable to be rehabilitated or nearing the end of their natural lives (whether due to disease or old age).
During his tenure in the Federal Council, Janius has demonstrated a passion for boosting national defence by diverting spending to fund the troops. Janius has also enshrined the importance of culture and tradition in unifying a nation of staunch individuals and has set up several policies to ensure the survival of Berhakonian tradition. Despite his general aversion to interventive warfare, Janius has placed a great deal of primacy toward military service and the maintenance of a world-class defensive military, increasing the number of naval vessels and aircraft, as well as constantly updating equipment, supply lines and battlefield tactics and strategy. Various propaganda campaigns were paid directly by the Imperial treasury to boost enlistment from non-conscripted citizens and continued service from those already within the military. Restrictions were also loosened to allow permanent residents and non-citizens to serve alongside Imperial soldiers. Several orbital platforms and deep-space naval bases were also constructed within the past 6-7 years, with fifteen new imperator-class destroyers added to the already burgeoning Deep Space Command.
Throughout his reign, Janius has aligned himself with the plight of the impoverished and the downtrodden. Announcing the creation of the Worker Self-Management Program in 1517, workers and labourers were now able to expect more autonomy over business dealings, as well as negotiating better working conditions with their employers. Welfare spending was also boosted by 3% during Janius' reign. As well, Janius has worked side-by-side with various charities, easing economic barriers and promoting them when he can. Bill 335 on commercial surplus goods was also passed, allowing businesses to donate or sell unpurchased goods to homeless shelters. As of 1518, Janius announced a new legislation requiring all members of the Congress, Senate and Judiciary to donate a portion of their incomes to recognized charitable organizations.
As Protector of the Faith, Janius has made various overtures to work hand-in-hand with Church Bishops and the current Patriarch of Stannismarck, Kiril VI, devoting a considerable portion of the national budget towards funding and financing the Church, paying for the construction of new cathedrals and monasteries, the continued operation of various charities and hospitals and the commissioning of new icons and holy symbols. Janius has also, on occasion, paid several visits to the Patriarchs of the Orthodox Churches of Ispana, Tanu and Istvelter in their home countries respectively
has a strong support-base from both the age 40-60 demographic due to his conservative stances on matters of culture and national integrity, as well the age 18-25 demographic due to his relaxed stance on social issues. His distributist policies have made him popular among small business owners and independent entrepreneurs, while his support of the workers' rights movement and his moves to reduce poverty and increase worker salaries have made him quite popular among the lower and working classes. He is well respected among his peers, despite his hardline opposition to populism and to the Congress and his reluctance to concede to the elected powers.
