The Federation of Belgaam is a massive, orderly nation, notable for its teetotalling pirates, prohibition of alcohol, and aversion to nipples. The hard-nosed, cynical, humorless, devout population of 3.665 billion Belgaamians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The enormous, corrupt government juggles the competing demands of Spirituality, Education, and Industry. The average income tax rate is 86.3%, and even higher for the wealthy.

The all-consuming Belgaamian economy, worth 382 trillion Fanoas a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, quite specialized black market in Information Technology, Arms Manufacturing, Tourism, and Uranium Mining. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out.
