The Commonwealth of Arwindom is a massive, efficient nation, ruled by HM Empress Emily Campbell with an even hand, and renowned for its complete lack of prisons, sprawling nuclear power plants, and stringent health and safety legislation. The hard-nosed, hard-working, devout population of 2.897 billion Arwindens are highly moralistic and fiercely conservative, in the sense that they tend to believe most things should be outlawed. People who have good jobs and work quietly at them are lauded; others are viewed with suspicion.

The relatively small government juggles the competing demands of Administration, Education, and Law & Order. It meets to discuss matters of state in the capital city of Rossendam. The average income tax rate is 22.2%, but much higher for the wealthy.
