The Divided Nation of Urcea is a colossal, devout nation, ruled by Roberto Mazzi or Julius VII with an even hand, and notable for its punitive income tax rates. Its hard-nosed, hard-working, cynical population of 7.091 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

It is difficult to tell where the omnipresent, corrupt, pro-business government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Religion & Spirituality. It meets every day to discuss matters of state in the capital city of Urceopolis. Citizens pay a flat income tax of 90%. A powerhouse of a private sector is led by the Automobile Manufacturing industry, followed by Arms Manufacturing and Information Technology.

The public are free to vote for whomever the government wants in office, private business has started paving paradises and putting up parking lots, politicians accepting drinks in bars are executed for taking bribes, and research into 'designer babies' is banned. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Urcea's national animal is the Yellow Labrador, which teeters on the brink of extinction due to widespread deforestation, its national religion is a major religion, and its currency is the Urcean Dollar.
