The Planetary Federation of Solont is a massive, socially progressive nation, ruled by Lord Protector Katsuma Rayer with an even hand, and remarkable for its keen interest in outer space. Its compassionate, hard-working, cynical population of 1.875 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

The government -- a sprawling, bureaucracy-choked, pro-business morass -- is effectively ruled by the Department of Defence, with areas such as Religion & Spirituality and the Environment receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Waterfront City. Citizens pay a flat income tax of 22%. A powerhouse of a private sector is led by the Arms Manufacturing industry, followed by Information Technology and Pizza Delivery.

The country is preparing for war, citizens are encouraged to report friends, family members or co-workers who seem depressed to the government for "counselling", refugees from other nations are flocking to Solont's border, and torture is commonly used to extract information from suspected criminals. Crime is relatively low, thanks to the all-pervasive police force and progressive social policies in education and welfare. Solont's national animal is the panzer dragon, which teeters on the brink of extinction due to widespread deforestation, and its currency is the credit.
