Is that generally considered to be the best tool for creating flags? Last time I used a site called Scrontch's Flag Designer but it was quite limited.
Depends on the user, I think. I'm not even entirely sure myself, as I've only discovered this game today.
Paint might be a better tool, as you can draw just about anything on there, but again...depends on the user.

Like I could maybe understand it if I was active but I was literally gone and not doing anything that might make people want to endorse me x_X
The most likely explanation is newer players unfamiliar with the regional policy on endorsing here.
