It is set by game mechanics.
You have several choices:

None
One per day(every day of the week)
One per weekday(Monday-Friday only)
Two per day
Two per weekday

300 rmb posts since yesterday, and I thought I was a chatty one.

Feeling evil. I think I will tell the next n00b who asks "how can I be Delegate?", exactly how and encourage them to go for it.

I will also tell them to ignore the Endo cap as Dark never checks it and then see what happens.

I think The Black Riders are going to be too busy to tag raid for a while.

It's a shame really. I liked Halcones. Thought he was smarter than that. But he was always out there on the edge of what is acceptable.
