not to a nation's whose only laws, philosophies, and actions are in the pursuit of long term Profit. Though clearly showing that the Legitimate government has a greater economic offers and will allow a greater amount of profit than the rebels will be a good incentive. Just keep in mind that they will have to offer more than whatever the rebels do.
