Actually, in terms of other languages we allow non-English languages to be spoken on the RMB as long as it's actual conversation. After all, we have a member of the Senate whose primary language is not English. Binary does not count and is visually annoying, like ASCII.

Well there should be balance but it is your choice. Low Authoritarian = Anarchy with good economy. High Authoritarian = Psychotic Dictatorship with bad economy.
