Disappearance is different to lost in wilderness. Disappearance is when the government forcibly, and non voluntarily, abducts a person because of reasons (typically dissent), never to be seen again. They are usually sent to a camp, where they die by overwork/disease/malnourishment/other means in labour camps, or put to death by the government.
Being lost in the wilderness is when someone voluntarily ventures into the wild, and is never seen alive again, or sometimes even at all; they got lost and died there, whether in desert, forest, tundra, jungle, or savanna.
Disappearance is caused by an authoritarian government that harshly suppresses any political freedoms, causing dissenters to be kidnapped and die, whereas being lost in the wilderness is typically caused by a lush environment. You can even have both, and both means of death.

No, it isn't, in NS terms; that would be listed in crime/murder for the former, and lost in the wilderness for the latter.
If a region is passworded (and the password is securely held) it is impossible to liberate it.
Certainly it's possible to hold an unpassworded region, it's done all the time. A password region, however, can be held with an arbitrarily small force. A passworded region can be emptied without losing control of it, at a time of choice by the occupying force.
A passworded region can be refounded, making possession permanently uncontestable.
