If my understanding is correct, the SG is supposed to appoint a deputy SG in the opening address but I'm honestly not 100% sure because we don't elected the Deputy, and the Charter is not very specific (I think it should be much more specific but my reforms have been shot down twice already for that)

There's always independent. It's up to you. Look at the summary of parties to see if any are close to your beliefs.

Capitalist might also work because they are neutral on a lot of issues, such as rights, leaving that more to the candidates to decide and the voters to verify.

Yep. The last one was New Uuphan elections. This one is Uuphan elections, stretching across both regions, and whatever other nations may want to join. And I wrote a whole program to calculate those elections. I wanted to use it again after all that work. :P
