One vote had to be thrown out because it was incomplete.
We currently have nothing codifying what will happen in the case of a tie, so I leave it to the region to discuss how we should proceed.

For the first time since the founding of Uupha, the Collectivist Party has lost Weestra, not even reaching final polling. The final results of Uupha city had Green Party at just under 69% and the Cyber Party at 31%, giving Green the Governorship. The Cyber Party did very well, reaching second highest opinion, especially given that this is the first year that it has run. Cyber also managed to take Heells. voting abstain is the same thing as not voting in the first place.

however, neutrality also doesn't mean you can't vote. Switzerland votes on a ton of stuff in the UN, like the Iraq sanctions. "neutrality" and "isolationism" aren't always the same thing, especially when international government is concerned.
