Actually, maybe "support" is the wrong word.
You see the GTR, like any sensible star state, deploys it's naval forces to protect it's trade routes. Eventually, the Grand Republicans (Head of State of the GTR) started realizing they could use these pirates to make even more money by strong-arming pirates into submission, and "convincing" them to pick other targets and give the GTR a cut of the profits as well. The alternative is to get blown apart, so you can imagine that cowardly pirates aren't likely to try and gamble their way out of such a situation with a Republican warship.

Must not be good pirates then if they get caught by the military, the whole point of being a pirate is not to get caught ha ha.

Doesn't matter how good of a pirate you are, you'll get caught eventually. They're pirates, not smugglers, they have to make their presence known and that is pretty dangerous. Like Sad Sir Onion Badger said: "If you're a famous smuggler, you're not doing it right."

The question is when you do get caught and the gigantic warship with massive cannons that can tear you 32 very large 'new ones' decides to give you a chance to continue to worthless life with only a marginal pay out, are you going to listen to their offer, run with your tail between your legs, or try and fight a rocket launcher with a squirt gun?

The smart ones listen. :P

In a science-fiction context, "xenophobia" is often broadened to include alien (non-human) species and is often the focus of anthropocentric (human-focused) star-states. I was drawing a deliberate comparison between this and "anthropophobia." I know "misanthropy" (miseo anthropos) is largely applicable, as well, but was not the word I meant in the context of my comparison. ;P

And I was making a joke about humans are called 'Homo sapiens' and so 'Homophobia' could theoretically be applied to anti-human sentiment in a sci-fi setting in the same way 'Xenophobia' is applied to anti-alien sentiment.

We'll both have to just admit that neither of us is as funny as we think we are. :P
