*It is the decision of the Council, that the following legislation will be included within the "Founding Legislation" of the Regional Doctrine. And these are as follows, with the numbers that they will occupy:
6. New requests, including for membership of IUNA, must be submitted, and voted upon before action may be taken.
7. Quorum for vote is any of three nations present, however, one chair must be the General, or the current "General representative". In Regional emergencies, quorum may be represented by just the General Officiator. However, abuse of this clause may be grounds of removal from the position by majority vote of confidence.
8.This Organization is formed for the Regional Survival, and Regional Enhancement of all member nations. To that end, an act of aggression against a member nation, is an attack upon this Organization; and an "unprovoked" attack against a non-member nation, is still an attack against this Organization.
This vote has been carried 3-0 by a quorum of all member nations currently within the IUNA present and voting.

Meeting called to order; currently present to make quorum are: The Imperial Federation, Buckingham Royale, and the Federal States.
The issues currently in front of the Committee are the following: 1. Resolution 12-0003004; The Official Change to the Regional Representation of the Imperialistic Islands Flag; and 2. Resolution 12-00040004; The official addition, and inclusion of, The 5 United States to IUNA with the rights and privileges of "Member Nations"; 3. Resolution 12-00050004; The official promotion of the nation IUNA rep of the Buckingham Royale to the position of, Medical Chair, with all rights and privileges therein; 4. Resolution 12-00060004; The official promotion of the nation IUNA rep of the Federal States to the position of Military Chair, with all the rights and privileges herein.

Let it be known that the motion to adjourn was made by the Buckingham Royale Representative, and supported by the Federal States; all matters before this Organization, have been brought, voted upon, and have been carried out, and implemented immediately.
I, the IUNA Rep, representing the 5 United States, would like to make a motion, and bring that motion to the floor for a vote and implementation. The details of this are as follows: 1. The formation of a new chair within the Committee of IUNA, charged with the mission of creating, organizing, and implementing yearly, regional games; 2. These yearly games would be held annual, at a different location each year, the hosting location would have to prove the following to be eligible to be a host; 2a. The nation would have to be member of the region for at least six months; 2b. Cannot be engage in ANY internal Civil Wars; 2c. Cannot be under ANY military, medical, or other sanctions, imposed by this body, or internally; 2d. The would be host does not have to be a member nation, or otherwise, of this organization to place a bid to host; 3. The hosting nation will see to all costs, and otherwise, are paid for, and sustained to the specs of this organization, and in the spirit of free-and-open competition; 4. This body will appoint a "Chair to the Games" who will have the authority to pick the yearly location, as well as, any other locational issues, disputes or otherwise that arise; 4a. The chair will still report to the Olympic Committee Chair, whom will sit on the council.
I think this will be counter-productive; we already have a "world-wide" olympic committee/games. I vote nay.
I think in the spirit of "games" a little inter-regional competition might be a good thing. I vote to support and bring it to the floor as Resolution #12-00060004.
With a vote of one to one; I the Officiator, do also agree to bring the above resolution to the floor for debate, and vote. Feeling the same as my "Royale" counter-part.
As an addendum to Resolution #12-00060004, we seek to add the additional, requirement of 50% of the fees to host the international games be paid, in full, and in advanced by the "competing" nations of the Regional Games, to the hosting nation. Failure to do so will result in the following: 1. Ban of that nation from that years games, and economic sanctions from the IUNA body for a period of six (6) months.
