Also, I'll be messaging the rest of the government heads about their current financial state from the last REC term to find out how much surplus/deficit we have. So keep an eye out for my telegraph. Once I get that information, I'll prepare an end-of-term budget report for the end of the 17th REC, which will help me prepare the actual budget for the current 18th REC (which I can only make after Tax Season ends).

I would focus more of my attention on the 18th REC's budget than on the 17th REC's end of term finances speech. PLEASE keep in mind that the 18th REC's Budget and the Budget Speech are the same thing. You announce and include the Budget into the Budget speech that you make. I think that our Foreign Affairs department and the House of Nobles should have an increase. Try and make as little cuts as possible. BTW, you are required by law to spend at least 90% of the money you receive into the budget. At least 90% of the money must be used. I really don't think that any departments would have any money left. I think that most of them should just say that they have a small amount of surplus. The CDMA should receive a slight less amount of money they received last year. We just have all of our money that we put into the "Relief and Aid" section of the CDMA piling up. I really think that some nation such as Alkoul should apply and receive some money due to the recent disaster there!

Thanks for the advice, Narnifrey. I'll take it into consideration. However:

1) Rest assured that i have read everything in the previous budgets in preparation for this role. I know the budget and the budget speech are the same. However, I cannot start on the 18th REC budget until Tax Season is over, and so I wanted to survey each department on their financial situations so I could allocate funding better this term. By producing an end-of-term report before the actual budget, I will be able to more accurately judge appropriations, know how much is left over from last term to carry over, and promote transparency in how the government spends your tax money.

And 2) 90 percent has to be allocated to the budget, and it's up to each individual department to manage the funds given to them. Just like real governments, I'm sure in the CoC universe, ending balances for each department would probably not be an even $0.

Report from Admiral Varquez

Increased Antarctican naval presence in The Continental Gap is both alarming and threatening to Alpacanzi maritime law. These warships represent a deliberate act of unheeded aggression by our southern neighbors and the unknown destination of these vessels is a serious threat to stability in the region. If the Antarcticans are planning to set course to The French Kingdom, the Alpacanzi Navy has a duty to protect our ally.

We will be securing our maritime borders to prepare in the event that the Antarctican intentions are hostile, and trade through the Gap will be limited to prevent any civilian collateral. In the meantime, I implore Emperor Nathaniel and his Council of Rothera to explain these actions, and stop this road to war.

Joint Statement of the Royal Palace and the Ministry of Foreign Affairs
It is in the harshest terms we condemn this horrific act of suppression and barbarism. We applaud the action a of our citizen in resisting the authoritarian regime of Antarctica whilst we also mourn with the family of the martyr for freedom and human rights.

We will summit with our allies in the coming days to discuss the proper course of action in reaction to this turn of events. Parliament will be summoned by the King for an emergency meeting on the 19th to discuss a legal repercussion against the Antartican Government.

The Royal Navy and Air Force is placed on heightened alert by order of the King until the crisis is resolve.

We urge calm from all parties and for Justice to prevail.

Atlantia News

The Supreme Commander of the provisional government has addressed several issues during his recent interview with one our field agents. Usually this would involve talk of the still ongoing conflict within the Federation mainland. However, we will first bring his words in response to the recent execution of a captured Bourbonois national:
'Said national should have known that entering another nation means that one would need to respect its laws. In my opinion, the Antarcticans have done nothing wrong. The blame should be heaped upon the idiot that got himself killed rather than upon those who have every right to enforce the law. While I am fairly certain that this situation can be resolved peacefully, I am ready to support my ally if it is needed...'

He went on to clarify that this did not necessarily mean a full military intervention due to the fact that nearly sixty percent of the armed forces are involved in the civil war. But one must wonder, what exactly can the Federation provide at this point in time? Everyone knows of the state of the country's environment, severe infrastructure damage across the ENTIRE nation, etc...and I highly doubt the Federation has enough money to even rebuild itself. So what does the SC have to offer? What secrets is he hiding?

We'll most likely find out in fifty years, once its declassified. Until then we must carry on and hope that our esteemed leaders know what the hell their doing.

War Updates

Twin City Front:
The entire central area of the Federation frontline was annihilated several days ago, causing the remainder of the invading force to attack Eternia from two sides. The Eastern Line is currently meeting with heavy Alliance and Foundation resistance within the nearby city of Vesica. The city of millions has now become killing ground for both sides.
South Vetega has been declared a safe zone. Once again, South Vetega has returned to Federation control as the last enemy held city, Alion, was liberated. The remains of the Foundation command structure has all but collapsed following the death of the Red Queen and several staggering losses.

Rescue operations have begun within the devastated New Ixis metropolitan area. In the city center especially there are thousands of reports of injured citizens, friendly troops, and enemy troops trapped under collapsed structures. The city's once jaw dropping skyline has now become billions of tons of debris stretching into the horizon in all directions. There is not much hope for a significant number of survivors. We found Mayor Ivana Steir of New Ixis crawling out of nearly collapsed subway tunnel.
She reported that thousands of citizens trapped within the Imperial Complex during the powerful hurricane and the raging battle all escaped to safety. She was the last to escape. All those trapped within the burning Complex are surely dead by now.
Ironically, the Imperial Complex is the last standing structure within New Ixis. Tower three is heavily damaged and leaning on Tower four. Fires have sprouted throughout the huge fortress, and now those that once called this city home have to watch one of the Federations crowning achievements (the Imperial Complex was once the tallest structure within the CoC before Eternia and other structures around the region were built) burn itself to the ground.

In other news, Damocles has once again made an appearance. However, it's location is a bit peculiar. For some reason, the station has lowered itself from high orbit and it has established a permanent orbit over the North Pole. We don't believe that a target powerful enough to be a threat would be at the North Pole, yet Aegis continues to deny that he is the one controlling it. Whatever is going on up there, it doesn't seem life tthreatening at all. Its almost as if Damocles is hybernating before some big event.
The Supreme Commander could not be reached about the station's movements, because he himself was last seen commanding a Zeus Main Battle Tank into the firestorm that is Vesica.

I'm pretty sure my nation shouldn't be on this list. It's not a safe place to live or travel to, or be near. Crimes levels are nonexistent, but war is all around you with the constant threat of Damocles or VEDA....yeah, I'm a third world country now...

Department of Foreign Affairs
The Herzangian Empire condemns and decries the barbaric treatment of foreign nationals by the Antartic Territories, as well as the horrific abuse of its citizens human rights. The Emperor is a brutal and sadistic despot, who takes personal insults as a matter of state security. Representatives of the Empress will attend the summit.

The Empire will stand by its allies in the face of any Antarctican aggression, and the Militia have been placed on high alert.
