Capital city: Unlockable: Awaiting legislation.

What does this mean? Do I need an authorisation to state that my capital is Helsingborg and if so, by who?

You will eventually randomly receive an issue called: A Capital City for New Skaaneland?

If you select one of the options in favour of establishing a capital city, once the legislation is passed, you can type the city's name into your Settings page.

Ever wondered why you get some issues but never get the others? Or why some are rare and others are common? Below I'll attempt to provide an overview of the different issue types and the methods to unlocking them. Basically there are 5 types.

1. The normal ones

These make up most of the issues you get. They are randomly selected and placed in your inbox. There are no preconditions to satisfy to get them. From my estimate, 9 out of 10 issues on NS are of this type.

2. The issues that get unlocked by population size

The second type of issues are those that are unlocked by your population size. The process is automatic, you will get these issues when you reach a certain population milestone.

Examples:

If you choose to dismiss these issues when you first got them, or picked the wrong option that you regret later (for example, if you selected not to build a Capital City when given the choice). You will still be able to get these issues. Once they get unlocked, they act just like normal issues. They will be randomly selected and placed in your inbox until you've filled up your Capital City, Leader, and National Religion fields.


3. Issues that get unlocked by an issue option

The third group is determined by your actions. You won't get them automatically. They are triggered if you picked a certain issue option beforehand. It's best to illustrate with an example.

#034: Don't Puff On Me, Say Non-Smokers
The Issue
There is a growing call within @@NAME@@ to abolish smoking in public areas.

The Debate
1. "I'm in full support of this motion," says man on the street Konrad Wu. "I'm sick of being stuck behind smokers, sucking in their pollution! They can light up in the privacy of their own homes, if they want."
Result: smoking is banned in public areas.

2. "What's so special about their homes?" says anti-smoking campaigner Tim Mombota. "The government has a responsibility to stop people from hurting themselves -- it's the same reason we should make them wear seat belts in cars. Sooner or later, they end up in one of @@NAME@@'s hospitals, sucking on taxpayer-funded healthcare. Not that that's why we should ban smoking. We should ban it because we care."
Result: an underground movement of cigarette smokers has sprung up in response to a government ban.

3. "Get your hands off my fag!" wheezes long-time smoker Pete Nguyen. "I've been smoking for fifty years and it's never done me any harm. Helps me concentrate, it does! The government should back off on trying to tell me what I can put into my own body. Telling a smoker he can't light up in a restaurant is discrimination, pure and simple. If you want to put a stop to unfairness, stop that."
Result: eight year-olds can be seen lighting up in public areas.

If you picked Option 2 to ban smoking completely, you will unlock issue #139 below.

#139: Drug Debate Hits The Streets
The Issue
Tens of thousands of citizens have taken to the streets demanding the right to smoke whatever they want, wherever they want.

The Debate
1. "Ever since smoking was banned, I've been a gibbering wreck," laments Kathleen Brown, handing you a cup of strange-smelling tea. "You just don't understand - I need to smoke! And sometimes I need to roll a little bit more than tobacco....(etc, you get the idea, this option to unban smoking, is a direct consequence of the ban you picked from option 2 in Issue #034)

For most cases, the unlocked issue will be randomly delivered. Since there are over 360 issues as of this writing, a random chance is approximately 0.27 percent. (there is only one exception to this rule, which is issue 361. In this case, you will get the follow-up Issue 362 the next day)

4. The issues that get unlocked by statistic

The fourth type of issues are those that get unlocked only if you have reached some pre-determined statistic. They are, in a way, similar to the issues that get unlocked by population (Capital, National Leader, and Religion). The only difference is it is not automatic. You will have to swing your nation one way or another to get to them.

The general idea is that the options you picked in daily issues will affect your nation in different ways. Some will increase your Economy, some will increase your taxes, etc. The changes can be seen from the 'Government' indicator pie chart (which shows spending allocation), the various trend graphs, and the nation analysis link (page=compare). These stats can help unlock hidden issues.

5. The easter eggs and special issues

The last type of issues are the easter eggs and other special issues. Doing the easter egg ones will get you a special "badge" on your nation's main page. There's a total of 7 easter egg issues out there. The methods to get them are different in each case. They are combination of types 1 to 4.

Besides Easter eggs, I've also mentioned "special issues", these are very rare issues like #132:World Assembly Woes , which you will only get if you are a WA nation, and commemorative issues like #077: World To End, Or Possibly Just Mark Anniversary (This was a One Year Anniversary issue sent out in 2003. It has now become an Easter Egg issue)

Are there any opinions from my fellow regional citizens on the current WA issues? I have a current "FOR" vote cast for both "Rules of Surrender" and "Repeal "Condemn North Korea""

Hm. I did get that issue. Didn't think I'd need a horde of politicians to name the capital though.

I'd either vote against both the "Rules of Surrender" and "Repeal 'Condemn North Korea'" or just dismiss all WA issues with the motivation that the organisation is an illegitimate authority.

Fellow Scandinavians,

Do you have any suggestions or preferred courses of action regarding the impending Zombie Apocalypse?
As your humble regional WA delegate for almost a year now, Treanemark would like to know how the great Scandinavian nations intend to cope with this Apocalypse.

We should probably invest more money into medical research in order to develop a cure.

we could take military action but personally I believe attacking the source of the disease and not the outcome of the disease will yield the best results.

I agree, I think focusing on healthcare, research and defence could better prepare us for the zombies.

Based from the last time it was obvious that everyone should just work on finding the cure and start curing other nations as soon as possible. Except we need probably only one strong military nation to attack any possible zombie building nation.

Also it's important to co-ordinate the healing, so that a nation that's healing other nations is not at same time being healed by others, since that will reset the timer.

I couldn't agree more with The Unholy and Evil Empire of Muspellheim that it is of great importance to co-ordinate, so let us keep eachother informed. Which state would be prepared to use its military force? Treanemark prides itself on its pacifist policies and diplomatic capabilities, however in the light of a zombie apocalypse we must admit we are lacking substantial force. On the other hand we do posess one of the leading educational and health systems in Scandinavia so Treanemark's greatest contribution to our joint struggle would be in the field of finding a cure.

I hope we can keep in touch via this channel so that Scandinavia will rise up once more from the apocalypse, united and stronger!

I really don't think we have to bother about zombies. They simply don't exist.

Btw I find it interesting that the nation in our region which has the highest drug use is an "Iron Fist Consumerists" state where civil rights are "Unheard Of". Perhaps legalizing things isn't so bad after all?

My state has a lot of military forces, and could probably help with disposing of the zombies.

Since My nation had the third biggest army in the World in the latest ratings I will pursue the zombies with force and exterminate them all from Scandinavia.

I was just looking at page 6 in the "largest populations" report on Scandinavia. It seems that a wave of Social democratic nations just spawned in the region.

Agape Love has a superb healthcare system and a large volume of doctors, but much like Teanemark we are lacking in any substantial military force due to our pacifistic policies. The United Socialist States of Agape Love will put all of its focus on finding a cure through this pandemic.

I would also like to acknowledge the superb leadership skills that our WA delegate, Treanemark, has displayed. I am relatively new to this region and am already feeling very comfortable and involved here. As far as political agreement goes this region has been one of the best for a pacifistic socialist state such as mine. So thank you Scandinavia, and well done Treanemark!

So the plan is that Trixmonia and Haalogaland will develop weapons and kill zombies, while everyone else will find a cure and heal other nations. Nations with less effective cures, heal the small nations first, and nations with more effective cures concentrate on the nations with large populations.

Trixmonia and Haalogaland remember only to attack and exterminate nations that actually try to make more zombies. Since once the cure is found, it's possible to heal all the zombies, but all killed zombies will just stay dead. Last time we tried to kill the zombies, but that didn't work out well, since we just got high death count.

Greenvironment

Sounds like a plan Unholy and Evil Empire of Muspellheim. Don't expect anything from Greenvironment during the apocalypse. Our strategy is to free-ride on the bigger states. We would love to contribute to the recycling process of all the zombie corpses!

We also feel quite happy with this region's WA delegate, the Constitutional Folkjarldom of Treanemark. They seem to be a perfect combination of all the Scandinavian states: not too strong, not too weak, not too large, not too small, the perfect amount of freedom with a strong economy. Dispite this, we still urge all Scandinavian states to step out of the WA as it continues to uphold the capitalist worldviews and contributes to the suppression of mother nature!
