Sorry, but what is all this about? I've been away for quite some time...
People are just reaffirming their house membership, the house system previously played a greater importance but at this time it has fallen into a period of disuse. Basically the house systems represented those who wanted a more decentralised Occitania with more individual freedoms (Koniglich Ostsiedlung) and those that wanted a stronger central authority with more decisions made as a region, across the region (Merovingian Order).
Early on it became very clear that it was predominately germanic nations in the KO and more latin members in the MO. The role of culture in choosing the houses has been heavily discussed and is somewhat controversal.
With the new... Alliances, hopefully the houses have become a bit more political based but this is the first time we've brought them back in awhile so we'll have to wait and see.
Previously it was expected all members join a house, its still strongly encouraged. On the forum there is some more information on it.

To Eustrevia: You may opt out but you forefit any voting rights and possible leadership positions, as well alienate yourself from possible support of member nations. You will relegate yourself to Associate Member as you will go against the membership criteria (see #4 in our world factbook entry).
