I really wish people would grasp the fact that this is the premier region known as North Pacific, and not The North Pacific. :)-
Recruiters aren't always the juiciest oranges on the tree. It's always a pity when regions aren't careful who they get to do such an important job, and just take anybody who volunteers. Why would any player move his nation to a region that runs its recruiting so carelessly?
