Sorry, that would require a constitutional amendment, though I have had the same idea lately. When you are elected to Congress, you are more than welcome to propose such an idea.
And if there's a tie?
I trust the authors of the bill can come up with something, such as a speaker election between the two in congress.
Then why not just have the congress elect the speaker in the first place?
