No Founder (none - not even Hamilton) would have said "you can only own a firearm if you are in the militia", but (yes) American collectivists have used this "argument" - with their desire that the United States be a peaceful as gun control Chicago.

The classic example is towns on the Mexican-Texan border (equally Hispanic on both sides of the border - same culture), the gun control Mexican side of such towns have vastly HIGHER murder rates than the "evil" American side of such towns.
