Sargesteve's interview was interesting, but there are a couple of things I'd like to bring up.
First of all, he said: "I rarely adhere to laws". I'm doubtful as to how truthful that statement is, I'd like to see that in practice. More likely he just doesn't know what the laws are and does what he feels is right.
Second: "I’m against healthcare, period. The only thing it really does is allow people to stop taking care of themselves. If people made the effort to be healthy themselves, you wouldn’t have a need for it anyway."
So someone with a hereditary disease has brought in on themselves? That's stupid.
Third: "I certainly can’t say that I would ever want to be famous, but I’ve accepted the fact that it will happen."

No, I do actually rarely adhere to laws. I can't say I agree with most of them, so I generally do as I please and just follow my own code. I'm not presently going around doing drastic things like murdering, but all the same.
Something like a hereditary disease being brought on one's self goes in to a whole other aspect of how I view life. It's brought on them by the fault of the previous generation's habits, yes.
It is actually a fact, yeah. I've got a number of things in the works that would more than do it, but that's simply because these things need to get out there. I very much dislike the spotlight.

You know, most browsers have some form of auto-complete for their URLs so that all you'd have to do basically is type the K if you visit it a lot, then just click on the link that comes up (or, if you use the superior browser, Chrome, you can just hit Enter after typing the K, and it'll bring you straight there).

According to Wikipedia, some guy took over Sealand with the help of Dutch and German mercenaries and held everyone there hostage. Then Sealand's president, who was on holiday in England at the time, regained the island and held the invaders hostage themselves. A German diplomat had to negotiate for their release.
Bloody childish. I know it's fun to play games like that but going so far as to take hostages? Little men with hang-ups, that's what it is.

Head of Recruitment: As one might be able to see, our regional population has been in steady decline - not that 115 nations is anything to complain about, but the fact of the matter is that we need stability in our population, thus, we still need someone to self-nominate themselves for Head of Recruitment! World Assembly Update: Commend Outer Rim2563 is good in principle, I believe, commending a nation that has done what is described as immense good for the region. However, in looking at the region that The outer rim2563 takes care of, I am not convinced that his achievements are particularly significant. The region, being only 26 nations, is still relatively fledgling, and while it operates smoothly and actively, I wouldn't say that at this point it's anything to warrant a commendation, therefore I vote against. Nevertheless, I have voted forPromotion of Intl Education. While it creates a bureaucratic organization, it does not impose any restrictions on any individual nations and does not drain our nations' coffers - plus, the resolution is well reasoned and written.

Sequiania, hoping that I'm interpreting your argument/statement correctly, I'll make an attempt to elaborate on my decision on voting "nay" regarding the resolution Commend Outer Rim2563.
You appear to be making two assertions or assumptions. First, that The outer rim2563 deserves a commendation from the World Assembly because they've worked hard and we shouldn't stand in the way of making feel good. Second, that I and others who voted against the resolution "don't care about that." The first assertion, in my opinion, is false, and the second one, in my opinion, is partially but not wholly true, speaking at least from my reasons for my vote.
First we have to establish the premise of what a "commendation" is supposed to do. The reasoning varies from nation to nation and thus from person to person, but I see a commendation as an indicator of significant and outstanding contribution to Nationstates, the two italicized terms, of course, being subjective. That having been said, I do not find anything that The outer rim2563 has done describable by either of these words in the context of the entire nationstates community. The outer rim2563 runs, with apparent success, a well organized region of, currently, 24 nations. There are over 320 regions with larger populations and equal or higher degrees of organization run by what seem from a cursory survey to be competent individuals, and many other regions with slightly smaller regional populations also run similar, albeit what appear to be, once again from a cursory survey, slightly less well organized regions. Many of these regions, it appears, have "maintained control of" their region "without restricting freedom, while establishing a government and promoting the growth and prosperity of the region," something that the resolution appears to laud as a significant achievement. Thus, from this perspective, absolutely nothing that The outer rim2563 has done appears to be particularly outstanding, as a plethora of other regions led by many other nations have achieved the same degree of advancement.
Another part of the resolution notes that The outer rim2563 has been "the longest serving delegate of ICN, totaling 254 days to date." I do not believe that such a tenure of office is in any way indicative of outstanding, significant success. I mean, Kudos to him, I'm glad that he's been able to lead his region for so long, but there's truckloads of other delegates who have served for about that length of time or longer since Nationstates came into being (myself being one of them, with over 320 days in service), and therefore this criterion is not good for commendation either, in my view.
The following assertion is where the rubber hits the road in the sense that it's the fundamental point of disagreement between myself and you & the resolution. Whereas I earlier stated that, in principle, a commendation should indicate significant and outstanding contribution, the resolution states that "any nation that has shown such superior leadership in promotion of that nation's region is deserving of recognition" and you imply that helping a nation feel good is enough for a commendation. Frankly, if either or the latter two criterion were the principle for voting on commendations, then virtually every single one of them could be passed - basically anyone who's been a successful WA delegate would be eligible or, under your terms, anyone in the game who deserves to be made feel good. A commendation needs to have moderately high standards or else it ceases to be a special piece of legislation and therefore loses its meaning, yet passing this resolution would be making official the "any nation" clause that I just quoted and would thus set what in my opinion would be a silly precedent for future commendations.
There's no faulting what The outer rim2563 has done, from what I can see. The fellow's made a nice little region for himself and his constituents, and appears to run it in a fair and well organized manner - that's why I stated in my World Assembly Update that "Commend Outer Rim2563 is good in principle." But he deserves accolades from fellow individuals in his region, not from the World Assembly, because his achievements, while positive, are not, in the grand scheme of things, outstanding.
Of course, you can vote however you want if you're in the WA, and you can have your own standards on what's viable for a commendation, that's why the entire thing is based upon a voting process to pass or deny legislation. I'm simply voting on the grounds of what appears to be the most sensible in my eyes, and that is to deny The outer rim2563 a commendation for the reasons I've heretofore explained.
I'd also like to throw in there that, though this has no bearing on the integrity of the nation subject to potential commendation, this resolution was to a large extent allegedly plagiarized from an earlier resolution (as can be seen here: http://i55.tinypic.com/2mc8xvc.png), yet another reason why I don't find it to be a particularly palatable piece of legislation.

On the subject of this, I'd just like to say that I compare commendations from the WA as the Nationstates equivalent to an Impossible badge on Kongregate. That is, they're not intended for everyone. As Quin said, if we start handing them out to any nation who is a WA Delegate and doesn't just completely bomb their job, then it becomes insignificant.
For example, take the term 'epic'. Here's the textbook definition:
1) noting or pertaining to a long poetic composition, usually centered upon a hero, in which a series of great achievements or events is narrated in elevated style
2) heroic; majestic; impressively great
Let's focus on the first definition for now. It basically says that the word 'epic' is used to describe stories that have heroes who do great things. The Iliad and the Odyssey, both written by Homer in ancient Greece, are two such examples. Now, the second definition is easy to understand. It says that the word 'epic' is used to describe really big things. Space and oceans are two good examples.
What does this have to do with anything, you ask? Well, as I'm sure you know, the word 'epic' is used everywhere nowadays. This is because, through constant overuse, its meaning has watered down to the point where it's basically just an all-encompassing word to describe everything. It no longer means what the definitions above say it means. The word it describes is no longer 'great' or 'heroic'.
If we don't tighten up on who gets commendations, then the whole process will undergo an effect similar to what the word 'epic' has gone through. Eventually, it'd get to the point where commendations are handed out to nations simply for joining this great place known as Nationstates.

NEW REGIONAL CONTEST: In the interview below, Agritum stated that a nice way to improve the region would be to create a regional anthem, and I must say that this seems like quite a good idea to me, and therefore I'm launching a new contest. As I'm sure you assumed, it will be a contest to create a regional anthem. The rules are as follows:
- In order to participate, a contestant must create an appropriate regional anthem of whatever length they please and submit it privately to the World Assembly Delegate via telegram. It may be in textual or audio/audiovisual form.
- Posting an anthem publicly before the 'Public Judgment' phase of the contest will bar that anthem from the contest.
- Each contestant may submit as many anthems as they would like.
That having been said, the contest shall proceed as outlined here:
1. The Submission Phase: During this phase, which has now begun and shall end on a deadline to later be announced, contestants write and submit anthems privately.
2. The Public Judgment Phase: After all submissions have been received, they shall be published on the Regional message Board for public judgment. Honest comparison, contrast, criticism, and praise shall be encouraged.
3. The Revision Phase: After a sufficient amount of time has passed, authors of anthems shall have a final opportunity to revise their anthems, ideally taking into account the observations of others in the region, and re-submit them. If an anthem is not re-submitted, the original shall be the one judged.
4. The Final Judgment Phase: Taking into strong account the public sentiment about the anthems as well as my own views, I shall judge the final drafts and make a final judgment. The winning anthem shall be made the Region's Anthem. If a sufficient number of people are unhappy with the choice, my decision shall be made void and the question of the region's anthem shall be put to vote.
All of that having been said, I look forward to your submissions! May the competition commence.

You say that you "admire certain figures like Gandhi." I question why you admire him, especially when you later state how much you deplore things like racism, because he was highly racist against blacks in Africa (evidence can be found at http://www.trinicenter.com/WorldNews/ghandi4.htm), and sexism, when he stated that he thought women were better than men because of his assumption that they did not enjoy sex. Second, I personally would be a tad put off by someone so obsessed by bodily functions that he constantly re-read "Constipation and our Civilization" and asked his servants "did you have a good bowel movement this morning, sisters?" every morning as well as someone who, in his 70s, has 'nightly cuddles' with his 17 year old great niece. But that's not important, really, it's only one of many things that seem to reveal that he was not a liberator, as individuals such as Martin Luther King portrayed him as, but rather was a political exotic. On top of that, he (Mr. Non-Violence, the same fellow who spoke extensively of the virtues of pacifism and said he would not endorse the taking of life under any circumstance) not only failed to oppose the Boer war or the Zulu war of 1906, couldn't control the mass movement that he inspired with his firm grasp of publicity, and yet still tried to while the casualty toll reached the tens of thousands and risks bubbled of gigantic racial-sectarian violence, which eventually turned into an anarchy that caused 5-6 million people to flee their homes while allowing the problems of Kashmir, the Punjab, and Sind to fix themselves, a fixing process that didn't take place in a very humanitarian fashion. Funny thing is that he also frustrated India's unification attempts by constantly frustrating Muhammad Ali Jinnah and his cadres, the leaders, more or less, of India's 90 million or so Muslims, and B.R. Ambedkar, the spokesman for many of India's untouchables. On top of all that, you said that hypocrisy is a trait you most deplore in others, and yet Gandhi, outside of his hypocrisies about nonviolence, was also hypocritical in the sense that, in Hind Swaraj, he denounced lawyers, railways, and parliamentary politics, even though as a professional lawyer he constantly cited railways favorable in his arguments to get India its own Parliament. But that's enough about Gandhi for now.
When asked about the importance of education (institutionalized and otherwise) you responded that "Ignorance is the most powerful weapon of Tyrants and Warmongers." But it is important to keep in mind that institutionalized education is almost a more powerful force for tyrants and warmongers, because while ignorance can breed just as much apathy as it can sheepishness, institutionalized indoctrination controlled and dictated by a central party can create wild activism and political force or at the least a form of leader worship. I'll give you two primary examples of this. The first is Napoleonic France, in which Napoleon's regime created countless lessons educating kids to worship their leader. A couple of actual excepts from a widely taught lesson of a widely used french textbook of the time period read as follows: "Q. Are there not particular reasons which ought to attach usmore strongly to Napoleon I, our emperor? A. Yes; for it is he whom God has raised up under difficult circumstances to re-establish the public worship of the holy religion of our fathers and to be the protector of it. He has restored and preserved public orfer by his profound and active wisdom; he defends the state by his powerful arm; he has become the anointed of the Lord...Q. What ought to be thought of those who may be lacking in their duty towards our Emperor? A. According to the apostle Saint Paul, they would be resisting the order established by God himself and would render themselves worthy of eternal damnation." The second example I have comes from Maoist China. While his cultural revolution was in practice a revolution of the illiterates against the intellectuals, his actions encouraged the formation of many private armies at universities, such as the Chingkanshang regiment of Tsinghua University, the Five-One-Six, the 'East is Red' commune of the Geological Insitutue, and the Aeronautical Institute's Sky faction. On top of that, the red guard was formed, and its first members were middle schoolers (12-15 or so years old in China's education system at the time), and the CCP Youth League, made mostly of students, took to the street in gangs and brought about immense violence and vandalism along with the rest of these armies and guards. While there were bonfires in the street with piles and piles of 'forbidden goods,' weddings and funerals were violently broken up and 'forbidden,' while hand-holding and kite-flying were specifically denounced by gang leaders, libraries were destroyed, books were burned, girls had their hair seized and cut off, anyone wearing clothing that seemed foreign had it torn off, hundreds of thousands of private homes were ransacked, the Foreign Ministry was taken over, etc. the authorities stood back. In August, 1966, in fact, a piece was published by the Central Committee of the Party which declared that "the only method is for the masses to liberate thsmelves...trust the masses, rely on them, and respect their initiative...don't be afraid of disturbances...no measures should be taken against students at universities, colleges, middle, and primary schools."
Why is saying that you find blond hair attractive in any way elitist? I don't understand that. Liking certain physical characteristics in a person seems to me to have absolutely nothing to do with social classes, especially something as basic as hair color. Then again, I'm not part of Italian culture, and don't know if there's anything in it that shuns blonds as elitist or something - is there? If there is, it sounds pretty silly to me.
You state that you "don't follow any trend." Do you choose that path just for the sake of not following a trend? Because if you do, then you're following a trend, something known in the U.S. as hipsterism, if I'm interpreting what you're saying correctly. Plus, while there's plenty of silly trends out there (e.g. tweens ferociously worshiping the latest pop stars, jeggings) there's also some pretty awesome ones out there. I'd also like to point out that from your other statements you're following trends whether you realize it or not: for example, in the modern world, it's become very fashionable to denounce racism and sexism in all of its forms, which you have done.
An Anthem? That sounds like a wonderful idea, as you might have noticed from my statements above.
What exactly would be the job of the Head of Public Relations if that position were to be made a reality? Who would we have to publicly relate to that our ambassadors don't already? How would we publicly relate to them?

Also, you mentioned that institutionalised education props up totalitarian regimes even more than ignorance. I would say that they are one and the same in most cases. The example that you gave of French children being taught that disobeying Napoleon would result in eternal damnation as he was God's annointed leader is an example of a lie (I bloody hope it's a lie) being taught to kids. Therefore they are ignorant of the truth.

I feel that there needs to be someone to help replace the place of a Head, should they be unable to do their job, and also assist them.
I am calling a referendum to create 2 new government positions: Vice Head of Recruitment and Vice Head of Regional Management.
They will function as 'back-ups' at times, and assistants at others. I feel this is necessary due to the fact that: 1. We have been going through Heads of Recruitment quite frequently, and all these elections are getting quite tiring. And 2. I myself am going to camp for 2 weeks, and I need someone to be able to replace me during that time.
The Vice Heads would not need to feel obligated to do anything while the Head is currently active, but they will need to be able to replace them if the situation arises.
In regional elections, the person who gets the most votes for the position for the job, while the person with the second-most votes would get the job of Vice Head.

If you join the World Assembly, feel free to ask people to endorse you so that you can attain higher levels of security for yourself and for the region, or simply take this opportunity to get active in the regional community and start chatting/debating/discussing things with us. It's your publicity, so it's your call :)
'Vice' Regional Officials: This sounds like a pretty good idea to me, especially in light of the recent population collapse and the upcoming absence of two of our officials at one time. Having a back-up to serve during the process of electing a new Head of Recruitment or Head of Regional Management, which is admittedly a drawn out process (for good reason), or to simply serve as they step out for a bit, would be a wonderful idea. The only foreseeable problem from my perspective at this time is that we already have a relatively scanty amount of people who are running for office, and many times in the past, we've had only one candidate for a Head of Recruitment or Head of Regional Management position. I'm therefore not sure that the positions would be constantly staffed. Nonetheless, the existence of the positions has its justifications. If Koopashell wishes to create a referendum, I request that he model the referendum on a 'Yea vs. Nay' basis and announce an election date a reasonable number of days in advance so that the validity of the positions can be debated. I would also like to request that, before any referendum be put to vote, an official job description (as exists for our current officials) be created and made public. I also pose this question: If we create 'Vice' positions for Recruitment and Regional Management, why would we not do the same for World Assembly Delegate or Ambassadors?
Koopashell: All of the above having been mentioned, it is, as you know, your job to make sure that the region's population falls as slowly as possible by bringing back or keeping active the maximum number of nations possible. Head of Recruitment: Congratulations to Wiiiii on becoming Head of Recruitment - he's a fellow that's wanted a place in the region's government for a long while, and now that he's finally got it, I look forward to him executing his duties with some snazzy enthusiasm. He's been elected during a time when our population figures aren't so hot - the majority of regional happenings as of late are nations disappearing, and our population is down to 104 from a peak of over 120, which shows just how important an active and dedicated Head of Recruitment is, since the drop has occurred under what has either been slack or non-existent recruitment leadership. Currently, his quota is to raise the regional population to 106 by Saturday, August 13, 2011. Good luck, Wiiii! If you need anything, such as a recruitment message, suggestions, or anything else, shoot me a telegram! Finally, I'd appreciate it if you sent me a telegram at the end of each quota period telling me who you've recruited.
Current Recruitment Situation: We're in, as I hinted at above, a slightly precarious situation in terms of our population numbers. At the least, we have a head of recruitment, but now we are missing our Head of Regional Management, who's going to be on hiatus for about a month, meaning that we don't have anyone officially delegated to the task of bringing extinct nations back. While I have been sending recruitment telegrams to new nations in the Pacifics (clearly to no avail - perhaps I need to rework the telegram) in the absence of a Head of Recruitment, and am about to try and bring some of the nations that left us back, I'm not able to do everything (and have shown myself to be quite ineffective in recruiting people). Thus, I have a request of those of you who are reading this message. I would be most grateful if you took a couple of minutes right now and either bring someone that you know to the region, or bring back someone you know that left us, if you're able to do either. Vice Heads of Office: The idea of having a Vice Head of Recruitment and a Vice Head of Regional Management was brought up by Koopashell a little while ago, which I commented on. I would like to know how valid you think implementing this idea would be, the Vice Heads' main job simply being to jump into action in the case that the Head is absent, resigns, or is otherwise not executing his/her duties. Is the idea a good one in the first place, especially given our relatively sparse number of candidiates for the positions that we already have? Do you think there should be any particular restraints or additional obligations that the Vice Heads should fill? Its question like those that I'd like you all to consider, and in doing so perhaps pose additional questions. I need to know what you guys think before I seriously pursue or decide to abandon the issue.
Embassy Construction Proposal: As you can see from our regional happenings, Calmerica has proposed embassy construction with us. To give you a tad of background, Calmerica was, somewhat briefly, a citizen nation of our region before going off to found the Union of Epic Nations, which currently is about 24 nations strong and appears to be somewhat active. As you all know, I've established an unofficial rule for myself that, in order to accept an embassy proposal, I need a majority vote in a referendum on the subject, which I'd like to put up if there's support for the construction of embassies, or perhaps even support for the formation of a treaty, as we currently have with Trav khar. Before we even consider having a referendum, though, I'd like to know what you think about constructing embassies and furthering regional relations. Should we build embassies? Should we form a treaty? What can they give us? What would we be able to do for them? Should we emphasize anything in our relationship? Should an ambassador position be created for The Union of Epic Nations? Etc.

I went to the south-east of England. First to a seaside town called Whitstable, which has a really weird seascape. There are these naval forts that were used in World War Two to check if ships on their way to England were enemy ships or Allied ones, and you can still see them from a distance - they're like black squares with legs. There's a good picture of them here:

You can also see a wind farm with a bunch of turbines.
Then I went to Brighton for two nights. Brighton is known as the gay capital of England (which was evident from what I saw!) and the first Member of Parliament from the Green Party (the most eco-friendly party) was elected there. I had a problem with seagulls; one shat on my head and another stole my sandwiches!
Both places were quite nice, though I have to admit I would have enjoyed a holiday abroad more.
As for the alliance with the Union of Epic Nations, I'd be up for it, I think. Definitely worth a referendum.

I personally am for repealing The living wage act, due to the fact that at the end, the act urges not request, or orders. Thus we do not in fact have to take any notice of this resolution, meaning that we can just go on not paying enough welfare with the knowledge that we are failing to provide enough for the Primary Poverty line.

I voted, with reluctance, to repeal the act because it includes a lot of stupid clauses, like the employer having to pay the employee enough to support two people and more, even if the employee is only supporting themselves.
I do think there are some good parts to it though. I disagree with the repeal resolution when it says:
"Believing it is unfair to require employers to pay employees at least 125 percent of the poverty line even if employers and employees otherwise would agree on reduced pay"
It sounds unfair, but in reality employers can just fire someone (or not give them the job) if they don't agree to be treated in a certain way. For example, there are many Eastern European and African workers in the UK who are prepared to take minimum wage jobs with few worker rights (because, to them, it's still a lot of money).
So if an employer asks someone to work at minimum wage, and they disagree, the employer won't just say: "fair enough. They'll get rid of that person and hire the immigrant worker instead.
So it's not unfair to require employers to pay a certain amount when the employer and employee would 'agree' on a lower wage, because it would be less of an agreement and more of a threat.

Funny thing is, while Jefferson liked open immigration and believed expatriation to be a natural right of sorts, he often saw negatives behind rapid immigration into the country. Of course, he wasn't part of a national purity league, but he still believed it essential that immigrants adopted the American way of life and, at least to some degree, abandon their customs and language (e.g. "In our German settlements, they preserve for a long time their own languages, habits, and principles of government, and...they should distribute themselves sparsely among the natives for quicker amalgamation, yet English emigrants are without this inconvenience. They differ from us little but in their principles of government, and most of those (merchants excepted) who come here, are sufficiently disposed to adopt ours").
World Assembly Update: I voted in favor of the Forced Marriages Ban Act. I've heard individuals in geopolitics complain that UN legislation condemning such practices is a pointless affront to a nation's culture, traditions, or attitudes, and I can see where legislation similar to this would come into play - we have to be quite sensitive whenever imposing our beliefs upon other very diverse nations whose cultures we may very well misunderstand (e.g. Burkas in many Arab/Middle Eastern countries). Nevertheless, I don't see where forcing people into permanent relationships that they otherwise wouldn't consent to is in any way beneficial to an individual, so I don't see a reason not to vote in favor of this bill.

I would greatly appreciate it if you kept the population from falling below the 100 mark. It took a lot of time and effort to raise the regional population as high as it was. It would be a shame to see that effort go down the tubes so fast.

Embassy Construction: If no one voices any comment or criticism on the embassy and potential treaty with the Union of Epic Nations in the next couple of days, I shall proceed to construct an embassy and work with them to formulate a treaty that will best tend to our interest and best utilize our resources to help them.
Vice Heads of Office Proposal: I have made the decision that, unless there is advocacy from other nations on this proposal, I shall take no further action on it. If Koopashell wishes to, of course, that doesn't mean that he shouldn't. I simply don't believe that it would be a practical proposal to put through at this point in time.
Featured Nation Update: Randint(1,100,1) on my Ti-84 Plus Calculator gave me the number 19, which means that our good friend Cantolum is our new featured nation! New Referendum: I'm introducing a new proposal that shall be put up to vote on August 20, 2011, from 12:01 AM to 11:59 PM UTC. It regards the accepting or rejecting of embassies and the formation of treaties, two issues not addressed at the time of the formation of our regional government because we weren't officially engaged in either on a developed or systematic scale. The proposition states:
Prior to constructing an embassy with another region or forming a treaty or other agreement with another region, the World Assembly Delegate and/or the Region's Founder must consult the nations of Kongregate. If Kongregate's nations, overall, express positive or neutral sentiment as reasonably judged by the World Assembly Delegate or the Region's Founder, then the Region's Founder and/or the World Assembly Delegate may construct embassies and engage in agreements with said other region. If, however, Kongregate's nations, overall, express negative sentiment as reasonably judged by either the World Assembly Delegate or the Region's Founder, than neither of them may construct embassies or engage in formal agreements with said other region.
If anyone would like to comment on or criticize the resolution itself or the wording of it, please feel free to do so either on here or via a telegram to me. If suggestions are made far enough away from the vote, I'll be perfectly happy to make and announce changes to the resolution. Nevertheless, it shall be put to vote next Saturday. Koopashell: Yep, we did. The majority of the time that you were gone, we didn't have a head of recruitment, and now that one's finally been elected, the population's continued to drop (It was around 104 upon his election, and now it's 93). As a result, despite my efforts to recruit people (I was successful in bringing only one or two out of about the 40-50 people I telegrammed, which was a wee bit frustrating), and any other efforts that may have been made, we haven't had any effective recruiting or population maintenance apparatus for a couple weeks. Of course, there's always going to be times that the population falls under our current policies, because we can't expect every new user that we bring to the region will maintain a long term interest, but I wouldn't think that this would result in a dip of 30 whole nations in the span of a couple weeks. In any case, our job right now isn't to get frustrated about it, it's to bring the population numbers back up. Do your best to bring back as many nations as you can, please!
World Assembly Update: I voted in favor of the General Assembly Resolution Medical Standards in Prisons. Prisoners may have sacrificed many of their rights, but they shouldn't have to sacrifice the right to appropriate medical treatment, and this resolution seems to reasonably guarantee it without going overboard. I see no problem with passing it, but someone else might, I suppose, and if you do, make sure to voice your opinion so that I can take it into account and, perhaps, change my vote.
To the Head of Recruitment: Remember, you have until Saturday, August 20, 2011 (UTC) to raise the regional population to 102 nations, or else you will have failed to reach your quota.
Turq: The problem with the numbers, though, is that if you have a number of individuals that you need to have approve of the decision, even if there are more that disprove of it, that number will give the WA Delegate or Founder a license to act anyway, even though there is no overall positive or neutral sentiment. Of course, we could add the stipulation into the resolution which would require that the number of nations expressing positive sentiment has to exceed the number of nations with negative sentiment, but I think that this would be a good addition without the numbers. It requires more people to approve than disapprove without saying a certain number of people need to comment in order for negotiations to go forth. Because if we say we need a minimum of 3 approving nations, but the region is particularly inactive or occupied with something else, than it could create a sort of gridlock that would prevent things from getting done for days or weeks at a time. The Delegate or Founder isn't being corrupt if (s)he proposes embassies/treaties and only one person speaks in favor of it while none oppose it. Anyhow, what I just said may seem garbled, so, MORE CLEARLY: It would be a good thing to say more people need to express positive sentiment than negative sentiment to go forth. It would not be a good thing to require a minimum number of people to approve of this because it restricts things getting done, especially in a time of inactivity. If people don't care enough to express negative sentiment, or don't think it would be appropriate, and the overall feeling is either, therefore, neutral or positive, there's no reason not to go ahead with negotiations.
Embassy & Treaty Referendum: Per the inspiration that Turq gave me (thank you, Turq), the new resolution regarding the creation of treaties and embassies is as follows:
Prior to constructing an embassy with another region or forming a treaty or other agreement with another region, the World Assembly Delegate and/or the Region's Founder must consult the nations of Kongregate. Quinquex, the Vice Heads could obviously do nothing to help their correesponding Heads.
[i]The Vice Head's primary job is to provide a back-up when their corresponding Head is absent for any reason. In addition to this, the Vice Heads should help their corresponding Head to do their job, however, that is up to them whether or not to do so.
The Vice Heads can be elected in 2 ways:
1. Placing 2nd in a corresponding election for a Head position.
2. Nominating oneself and being approved by the corresponding Head, or in the case of a short term abscence, the Delegate.
The Vice Head may be dismissed at any time by either their corresponding Head, or the Delegate.
Should the Vice Head's corresponding Head's nation not exist in the region, or the Head resigns, the Vice Head fills the spot without an election.

I've voted against the Medical Standards in Prisons proposal because I think there's a pretty big loophole.
It doesn't specify that the prisoners cannot be given recreational drugs! Jails will be choc-full of junkies!
Nah, I'm exaggerating a bit, but I do think the drugs that would be used are a bit too loosely defined. What if the medical staff deem it necessary to sedate the prisoners, just to shut them up? As far as I know, that's allowed. It doesn't cause them death or anguish and it isn't experimenting on them, but it's not necessarily right.

Upcoming Absence: Beginning on August 27, I will be in a place for about 5 days that has absolutely zero internet, which means that I won't be able to get on here and communicate with you all and do my World Assembly Delegate things and whatnot for a short bit of time. I just wanted to let you all know ahead of time!
Vice Heads Position: Koopashell and I spoke a bit further about the Vice Head Position, and based on a draft that he sent me, I sent him my version of what I thought the role of the Vice Heads should be and how it should be confined and applied. Copied below is what I sent him back. If you'd like to read it over and comment on it, I'd appreciate it!
Vice Heads:
I. The following Vice Head Positions are created:
a. Vice Head of Recruitment
b. Vice Head of Regional Management
II. The Vice Head for a given position shall assume all responsibilities for the corresponding Head's position when that corresponding Head is inactive for more than five days.
III. The Vice Head for a given position has the option of partaking in the responsibilities of their corresponding Head while the corresponding Head is still active.
IV. Vice Heads can be chosen only in the following ways.
a. A nation places second in an election for a Head position for which there is a Vice Head Position, and announces on the Regional Message Board that they accept the Vice Head Position within 3 days of the election.
b. A nation nominates itself either directly to either the Head who they would potentially replace, or to the World Assembly Delegate if that head was absent for more than 5 days.
V. The Vice Head may be dismissed by a popular vote. The Vice Head may also be removed from his/her position by the World Assembly should (s)he fail to execute his/her duties in the absence of the corresponding Head.
VI. Should the Vice Head's corresponding Head leave the region in any way, or should the corresponding Head resign, the Vice Head immediately takes the Head's position. This assumption of the Head's role is not permanent unless confirmed by an organized vote. If the organized vote fails to support the new Head, the new Head shall only remain Head until the election of a new Head to serve the rest of the elected term, at which point the Vice Head shall resume their role as Vice Head.
Koopashell: When you finalize your proposal for the Vice Head Position, tell me when you're going to hold the Organized Vote and I'll post it on the World Factbook Entry.
Interregional Agreement Proposal: It doesn't appear that a single person voted for or against the interregional agreement proposal! That's mostly my fault, because even though I posted it in the World Factbook Entry, I failed to notify you all on the regional message board, and even failed to vote on it myself. Thus, I have pushed the Organized Vote back to August 26, 2011. Make sure to vote yea or nay!
To the Head of Recruitment: Just a reminder that you have until Saturday, August 20, 2011 (UTC) to raise the regional population to 102 nations, or else you will have failed to reach your quota.
World Assembly Update: The Bi-Partisan Bioweapons Accord is written up quite skillfully and seems to me to be well thought out, minus the fact that they talk about Class 0 weapons (defined by the resolution as things "used deliberately in warfare to cause death, injury, or incapacitation") that may be retained for peaceful purposes, which makes no sense to me at all. The only other thing that I take issue with is the total ban of the usage of Class 0 or 1 Biological Weapons against member states, because if a member state were to break that rule, then the other member state could not defend itself through retaliation. The 'Ban' clause thus needs an 'unless in the event of non-preemptive self-defense' phrase. If it weren't for these two things, I'd very strongly consider voting for the resolution, but I have voted against it. We're almost there in terms of these weapons reduction resolutions, though, at least in my opinion. Condemn Punk Reloaded is a resolution that I voted for though. While I cannot confirm any of the claims made by the resolution, the resolution's argument is well made and on good grounds.

You know, I'm having real doubts about this vice-head idea. I know it seems good in theory, but what I think may happen is that the nations in the four proper positions may feel that they can rely on their deputy, so do less work. The vice-heads will be users who feel obliged to serve in that position, because if they aren't one of the eight nations holding positions, they will feel like they are being lazy and selfish, as well as a bit inadequate. So they'll end up doing more work than they really should, while the users in the top four positions can sit back a lot more.

Regional Population: I dare say that our population looks quite dangerously prepared to fall below the 90 mark. I would like to encourage, once again, Koopashell to bring back extinct nations (Guy923opia is Guy923 on Kongregate, FYI), and would like to encourage Wiiiii to bring in a greater volume of people than he has been, however much that is, because it doesn't seem like very much to me.
To the Head of Regional Management: You have not telegrammed me a single report telling me who you have recruited to the region, and you have now missed yet another quota. Your next quota is to bring the population up to 92 nations by the end of September 2, 2011.
Basementees: I don't see why it would be good to have applications for a position that does not even exist yet and may never come into existence. Plus, according to the means by which a Vice Head would be chosen, it would only make sense for the positions to exist. It's hard to accept someone if a position doesn't exist or a vote hasn't taken place.
World Assembly Update: On Humanitarian Aid has nice intentions, but simply does not apply universally to all types of war and conflict. What about Guerilla fighting? If anything, that's the most common kind of war that goes on in this day and age, and the 'rules of war' don't apply to guerilla fighters, generally, because of the nature of the conflict they're waging. Plus, 'neutral zones' can be used as more than just centers of aid to civilians, because not only are humanitarian aid personnel defined as giving aid "primarily to civilians" (which means that soldiers and monkeys (one of the 'sapiens') get help too), but military officials, for example, can use them as a place to hide - that is not engaging in combat any more than healing a wounded soldier is engaging in combat for the humanitarian aiders, and even though a county may dismantle and move the humanitarian aid station, that takes time, effort, public announcement, and other hinderances. It simply isn't feasible to allow 'Humanitarian Aid Workers' declare a neutral zone wherever they want and then follow what I consider to be the weak requirements of this resolution. Thus, I vote against it, even though it looks as if it will be passed anyway. I also voted in favor of Repeal "Liberate Wonderful Paradise". I actually don't think I've ever seen such reasoning for it before, but the reasoning appears well-founded.

I'd like to make a formal complaint regarding the seriously dropping population. Awards for #1 in a region are not given to anyone in a region with fewer than 100 nations, which has thus far cost me two awards. I'm sure I'm not alone in this, and it's rather bothersome. Sargesteve: Of course you're in a position to criticize. This region is run for the benefit of all the nations that are in it, and you are one of those nations. You're asking for something that we'd like to guarantee you, and it's a good point to make. Of course, we can't make very many guarantees about regional population, and currently, keeping it over 100 isn't one of them. Koopashell has been working diligently to make sure that he can keep the regional population as stable as possible, but as for population influx, while a number of alts did come back and a few new nations came along too, I still haven't received a single report from Wiiiii about recruitment, and I've been gone for one week, as I announced awhile ago.
To the Head of Recruitment: It appears that the quota was reached for September 2, 2011. Your next quota is to raise the regional population to 97 nations by the end of September 11, 2011.
Featured Nation Update: RandInt(1,95,1) gave me 92, and the 92nd individual on the World Census Report today is Poorleland!

World Assembly Delegate Position: I would like to officially announce that I will NOT be running for regional office this term. Other obligations are preparing to hit me full time like wrecking balls, and I don't believe that I'll be able to execute this office to its best and fullest potential should I hold onto it for another term. When the election is completed and a new World Assembly Delegate is chosen, I ask that a sufficient number of you remove your endorsements from me and make sure that you endorse the new elected delegate so that the transition can be made smoothly. If there are kinks in the process, I shall temporarily resign from the World Assembly to open the position up at the appropriate time. I hope that one of you steps up to the plate as the new leader of this region, and I want you to know that it's been a pleasure to serve you all.
World Assembly Update: I see few issues at all with the Consular Rights proposal in the general assembly. It is important that proper legal representation from a home country be given to those traveling abroad to the extent that it is possible. I don't like the "once per year" clause, given that it can be manipulated to isolate a foreign prisoner and restricts the amount of council allowed in a relatively restricted fashion, but such allowances can always be widened and such privileges don't actually exist at all in the World Assembly at this point, so it's a step in the right direction with regard to that. The principle behind the resolution is sound too, which is why I voted for it. I also voted in favor ofCommend Naivetry. Naivetry has clearly reached out to other regions and their leaders to help out while improving the performance of one of the largest and most well known regions in the entire game. That second accomplishment is not nearly as impressive as the first set of accomplishments, but both combined definitely warrant commendation. A final note: I find the comments of those in the forums to reinforce the assertions made in the commendation.
Quinterview: Turq mentioned the prospect of interviewing me a little while ago with the standard interview form that I've been sending out to all of you guys. I'd just like to let you know that I accepted his suggestion and have just begun working on filling it out.
Interregional Agreement Proposal: The proposal has been officially added to the World Assembly Delegate's job description, since the founder has no job description and the proposal largely deals with the role of the World Assembly delegate, who traditionally has spearheaded all interregional relationships for Kongregate. If any of you think that the proposal should have its own thread, please say so and I'll give it one. I just didn't want to create another thread in the Regional Information section when I didn't believe it to be necessary.
REGIONAL ELECTION TIME: It's that most wonderful time of the year once again, where you have the opportunity to nominate yourself and serve your region. As I have in the past, let me throw some reminders out to you regarding how the regional election process goes, just in case you don't recall fully.
-Candidates appear on the ballot by self nomination. Each of you have until the last second of January 25th, 2011, to put yourself on the ballot. If you wish to do so, self nominate yourself via a telegram to me indicating which office you will be running for. You can only run for one, of course.
-Candidates may campaign however they wish without being overly vulgar. "Attack Ad" type messages must be down to earth and free of vulgar/harassing insults. A candidate may not recruit users to the region for the purpose of attaining votes.
-A quota of one vote for a user running for a position must be reached per election category (e.g. “Head of Recruitment) for a user to become elected. If no votes are cast for an election category, the World Assembly delegate in power must nominate someone within 48 hours after election day to serve.
-Endorsing other users or campaigning on their behalf is acceptable and even encouraged, as well as releasing "Attack Ads" conforming to the stipulations above.
-Only one vote per user is accepted (a user controlling multiple nations, that is, may only vote with one of his/her nations). All users in Kongregate have the right to vote.
-When you cast your votes on election day, clearly note the office and the nation running for that office who you're voting for.
All of that having been said, I greatly look forward to your self-nominations, your endorsements, your campaign statements, and your victories. Lets have a good turnout and a good set of officials emerge come September 12th! We've already got one fellow running.

World Assembly Update: I am in favor of the Modern World Assembly[i] proposal that was put forward in the General Assembly. It is, of course, modeled off of today's Model UN clubs, which I personally think are a great thing for kids to engage in. I must say that I'm also in favor of [i]Condemn Thatcherton. From monitoring the conversations going on about their region and looking back on their Regional Message Board, I'm convinced that Thatcherton has done what it did, and that it should be condemned for it.
Featured Nation Update: My RandInt(1,89,1) function gave me 66, and the 66th nation on today's census is Quantum jumpers. Congrats!
Koopashell: I appreciate the offer, but all positions are elected positions. Also, in all elections, a candidate may only run for a maximum ofone position. You can, of course, switch the position that you're running for (I haven't switched you yet because I can't tell whether or not you'll want to given what I said here), but you can't run for both or be merely given power in one without an election to back it up.
Regional Elections: Currently, we only have two people running, one for Head of Regional Management(Koopashell) and one for Ambassador (Samuel melanson). We need a World Assembly Delegate, and we need a Head of Recruitment. Each and every single job is important in this region - without a World Assembly Delegate, there shall be no official leader short of the Founder, and without a Head of Recruitment, the population of the region will continue to fall as it has over the past two months. These are two things that this region should not have to endure and will not be able to endure healthily. As a result, I sincerely ask that any of you who can do a diligent job fulfilling any of the government positions offered telegram me now with your self-nomination.

I enjoy NS and have been playing for a while now, my experience has been mixed, with some highs and some lows with my Nations, I have had a very good experience in Kongregate region though.

The region as a whole is something I would not change, however the attitude of some nations can lower this. The best part is the non-dictatorial elections although not many people get to vote.

I've never heard of "Headcrab", but it seems to be a parody of a commercial back in the day for a medicine called "Head-On", which repeated the same mantra, only difference being the name.

I quite like these categories: Democratic Socialist, Liberal Democratic Socialist, Scandinavian Liberal Paradise. Weirdly the civil rights for being a Liberal Democratic Socialist seem to be lower than just being a Democratic Socialist.

Hatless scout isn't that bad with the right misc. Neither is hatless engy. Hatless sniper sucks. I actually bought a paper hat for an uncraftable fedora, and crafted a heroes tail with it. I also crafted my Proof of Purchase with spiral sallet and got Flair!

I do not plan to run for Delegate next election, so you can't really threaten me with your vote. If you think you'd do better as Delegate, then you should run for the position this upcoming election. Please, don't tell me I'm not doing my job, because I KNOW I haven't done it. I have a life, as well as school. 2 Honors classes make a person busy.

Hard to explain in a nutshell, but it's basically about a Soviet WW2 hero who was given a job as a KGB officer as a result. He does his job in the blind belief that what he is doing benefits the country until he gets sacked and moved to some bleak village in the middle of nowhere (and that as an alternative to execution). Already losing his faith before then, he starts to investigate the murder of several children - a very risky act, seeing as in Stalin's Russia, murder isn't meant to even exist!
Lots of twists and turns and at times a bit too far-fetched, but I think it's a pretty good book on the whole.

I wouldn't construct embassies with that region, as we are just one of a number of potential embassy nations in their eyes.
I also voted against the proposal to condemn Lazarus. Looking at the points it makes, they look a bit flimsy.

- We don't know the full story. They could have been spammers, and the WA Delegate could have had several messages of complaint about these spammers.
"DISAPPOINTED with the region of Lazarus for forcing recruiters to use Spanish and other alternative languages to English"
- Forcing them? With such a large region, it's not unreasonable to ask a few recruiters to use Spanish and other languages. I don't know if they were forced, but if it's in the 'job description', it may well be a good measure to cut down on the number of recruiters and just have the ones who can do the best job.
"APPALLED with the region for acts of suppressing recruitment messages on the Regional Message Board"
- What do recruitment messages on the Regional Message Board achieve? If you're browsing regions, the chances are you want to find somewhere with good discussions and somewhere that looks fun. Seeing a recruitment message where someone could be cracking a joke or joining in a debate won't make you want to move there. I don't blame the Lazarus delegate for suppressing them. If the messages in question are actually those of other regions advertising for nations to join them, the suppressions are all the more justified.
Like I say, I don't know the full situation, but that just shows that we shouldn't be condemning a region for something we know so little about.

Anyone got opinions on the latest two WA ideas? I'm up for totally agreeing with 'Renewable Research Commitment' because I'm a bit of a hippy like that. I like living on Earth. It's where all my friends are and all my stuff is. Earth deserves the research, in my opinion.
As for the Security Council policy to 'Repeal "Condemn Great Nepal"', I'm against it due to the particularly hypocritical point of "FURTHER REALIZING That while Great Nepal had been building Weapons of Mass Destruction many other Nations, in or outside the WA have been building such weapons". This insinuates that just because other nations carry such weapons, it is okay for Great Nepal to do so. However, I would argue that repealing this would set a standard for other weapon carrying nations and therefore encourage violence. Therefore, I am against repealing the condemnation.

Agree with you on both. For the Renewable Research Commitment one, it's a bit vague and I'm not sure if it would be all that useful:
1) Instructs World Assembly nations to devote sufficient funding in order to make a meaningful and good faith effort towards researching renewable energy
2) Encourages nations to enact policies on fossil-fuel burning power plants to commit a minimum 5% from their expenditure to further renewable energy research and to develop ways to better utilize alternative energy sources
3) Urges nations to take into account and implement results from the renewable energy research
...but 2) looks pretty good, and I take the view that, if there is nothing already present that deals with an issue, a proposal that does deal with it, albeit not as effectively as it could be, should be ratified.

Hey, I've been thinking about this issue recently. If there's a country that is in some way morally or politically wrong, such as a non-democratic country or one whose laws violate human rights, should you visit it?
On the one hand, some say that if you go there, buy food there, go shopping there etc, you're putting money into its economy and therefore supporting its immoral regime.
On the other hand, people need interaction with foreigners in order to keep open-minded. The immoral regime will have even more influence over a closed community, so wouldn't your presence there be beneficial?

@Xela248, I suppose you have got a point. The New Angry Birds for the iPhone/iPod costs just £0.99, where as for the iPad it costs £1.89, that's just over two times more.. They seem to believe that branding it as HD gives them a right to double the price. I, myself, have never actually noticed a difference between normal and HD, it just seems to be a branding con.

I don't think we should look to reach the three-figure heights that we achieved barely months ago, because that's unrealistic, but I guess something should be done. You can't force inclusion, but it's just not as fun like this, there's less of a purpose to be here. I don't want to bang on about my busy life but, but for homework and that, I would try and take more of an active role. When my exams are over, I might run for a position.

Wow, the transcript of the Nationstates Community online discussion over shares makes for interesting reading (though don't read all of it, you'd be there all day). It's ironic that such unity could be formed out of acquiring shares, something associated with rugged individualism.

I suggest we vote for a new leader as soon as possible, doing so will grant other members of kongregate to perhaps save our once fruitfull region.
Bear in mind that as this region is recognized as "Kongregate" the leader of said region is "in charge" of representing kongregate. Therefore I should come to the conclusion that kongregate is a cooperative region full of friendly and helpful people who make decision by coming together and recognizing the flaws in certain "problems". That being said I would like to know wether or not Xela248 was ever voted in.

I just did went and re-read about 500 days worth of kongregate "political talk" and found that out. Glad to see your open for elections! It is my hope that our region speaks up! Also, perhaps we should see about creating an active group of "recruiters". Also, onve very important thing I suggest you all keep in mind, we are recognized as kongregate, therefore it is our job to not only "recruit" people to our Region, but to the site as well! (www.kongregate.com) Doing so will increase the number of potential candidates willing to play nation states.

It would seem as though this is just about the end of our region. I started my nation close to the beginning of all this and the friends I played with soon lost interest, spelling demise for my region then. When I was recruited by Crypto for this region, I had higher hopes of activity and longevity. It seems the circles I know aren't capable of holding perpetual interest in this. I'll stick with everyone until the end.

Really, this region is much more active than a few months ago. We barely had any posts then, and now we're much more active. We even had a flock of Geese stopping here, which is good, even though penguins are more awesome :D

Hmm well seems like democratic process has been missing for some time, with no elections taking place and people who have cease to exist or left the region still listed in the government.
Seeing as you two are the two more senior members who appear to be active. The democratic process can be brought back by opening discussion like this.
Maybe hold an "election" even if that just amounts to you each planning to 'run' for a position and gaining from running unopposed.
Also everyone should consider joining the WA to better secure the region.

I know it hasn't quite been a week yet, but I wanted to apologise for not getting on my new duty yet. My focus has been on my cat, whom I'll be taking to the vet this evening and likely have to euthanise. I woke up about four months ago to find his brother has died, so I feel this may be grief-related for him. We'll see what the vet says. I'll be able to get on with my duties soon.

As time goes by, I may look through the board archives here and try to match names we don't already know of, but we'll wait and see what people have to say first. May be best to simply go after new blood in any case. I've also completely updated and made formatting uniform. You can shoot off a telegram for the link if you'd like. I'd like to extend a warm welcome to those who have rejoined us recently. I've received a lot of no responses to returning, but I believe some of those can be turned around. I'll also be starting a new recruitment drive and hopefully putting some things in place so this becomes a more social group and forms a habit so people aren't always forgetting about us. There's a lot of work ahead, but I think we can regain our former glory. Everyone should feel free to ask any questions they may have. I'm currently aiming to get us up to 20 nations by the end of April. Hopefully I can overshoot that.

I can't find a record anywhere of who Souix nation was, so I'm afraid I can't get them back. Of those currently active, Ambassador Neo is the least with action ten days ago at this point. I've no record of their Kongregate username either, so there will be little to do if they shouldn't return.

I choose the position I agree with, or feel is best for everyone. If there should be no such option, I'll simply dismiss it. My problem has always been the lack of realism in the outcome and the rigid rules they adhere to. It's put me in a loop for years where I get nothing but the same small group of problems over and over.
I suppose it doesn't help that I started this when I was maybe fourteen with some friends and, since reviving, have been trying to undo all the damage my childhood did to the poor nation.
In other news, I've spoken to Neo. My time is limited, and it's felt like nobody feels it's worth putting in here. If we can have discussions and people show they want this place to liven up and have something to participate in, I can do my best to put in time as well as have something to offer potential new nations. I'm all for seeing this place rise once again if everyone will do their part. Feedback on ideas I throw out, and your own ideas, is a great boon.
