To find it, you must hunt down those who have gotten welcome baskets before you. Those still in Region will reveal the numbers on the bottom of their baskets. This will be a locker combination. The locker is located in Lamoni's Bar and Grill. In it you will find supplies to hunt down those with Welcome Baskets that fled our region. Their baskets have the GPS coordinators to the Honda.
