Ok so enough sitting around. :) I'll respond to some of Die Weisse Rose's comments a bit later.
But to at least get a small ball rolling I'm going to ask Wurttenburg to send embassy proposals to six or seven regions to start. I've already picked them out. A bit later on I'll ask for suggestions from the regional residents and Wurttenburg & I will look over and vet them. I'll also get a poll going with him.
So a little bit of a start. I stalled it when the Kaiser came back to see if he would have any comments on things, but I think we'll go ahead and he can add anything when he logs in. I'd like to strike a balance between a region that has activity and also one that is stable and quiet. :)

Since you run One Big Island (I didn't know that) , you definitely know how to run a region. Germany should be easier, since you can trust on a basic level of people interested in Germany anyway.
As a 'legit' German I always had a special interest in this region. Probably I just search a home here in this game, and the region name suggest it is here.
Unfortunately my WA nation is currently bound as delegate in another region. I've also founded an own region and have an officer position elsewhere, so my time for NationStates is already well occupied. (Let's not talk about real life... ).
Anyway, I don't claim that I know how to run a region but I'm sure this the region is far away from its potential (because of reasons mentioned in previous posts). And now that I know that Wurttenburg is from One Big Island, there is even more potential.
Back then, when this region had 100+ nations or even 150+ (?) and an army, what have you done with it? Raiding? Defending? You want to go back to the old system? Was it like the current system just more active? would you consider to allow a new concept?
I think, the typical German Newbie would start this game somewhere in the North Pacific or so, and after some hours or days he would realize that there are also other regions, even real life countries. And then he will search for exactly Germany and will find this region and then he will read 'To the everlasting glory of Germany shine the hearts of the Imperial German People!' and he will see the flag, and then he will think 'hää?' or 'wtf!?' or both.
I suppose, when this region was large, you also had been successful with a Kaiser Empire theme?
Was there also the KAISERREICH already? By them the Kaiser-idea is already well utilized in this world. Personally, I'm not much interested in the Kaiser (like approx 99,99% of 'legit' Germans) and I would rather go for a more modern Germany, but trying not to exclude the history-interested people. If there is an active army, then I would go for an independent one, which mainly protects its allies.
You could consider changing the appearance of this region already, but in the end I simply suggest to open up the region to the whole NS world and be present in the whole NS world (mainly via embassies). If the region shows some activity and a friendly face then people will come. And (then) I would slowly established a Republic, or at least a constitutional monarchy with The Electorate of Wurttenburg, The Royal Imperial Commonwealth of Brunswick and Nassau, the Kaiser, and other trusty nations having a veto right (also to avoid Nazis take over democratically). I know that regional dictatorships can work nicely in this game but with an active dictator who wants the best for the region. Otherwise allowing the establishment of a regional government is more attractive.
I know that this region is (kind of) your region and many of the current nations here like it this way, or rather don't care, otherwise more would make a comment. Moreover, I don't know how flexible you are, but anyway, my current effort will be just this comments which I typed down. I won't have the time to get involved here, at least not within the next few month. Still, when I think from a NationStates perspective, the current condition Germany is bugging me.

I appreciate your enthusiasm, The Respectable Resistance of Die Weisse Rose. Truely, I do. As has been discussed several times, there have been several attempts at a renaissance in Germany in the past several years. Many of them spearheaded by me through the cartography department, long before I was ever Kaiser. These resurgences would bump our population from the mid-60s back to the mid-80s, possibly the 90s, but the activity would last three months at best, a month at worst. Between CyberNations, real life, and various other past times, NationStates Germany has been struggling from attrition most foul for quite some time.
While I actively encourage The Royal Imperial Commonwealth of Brunswick and Nassau to attempt to lead a new renaissance, and invite you to help, I understand he is limited without access to the RCP. This was a measure intended for safety, since with my life situation the way it is, I cannot be as active as I once was. Remember that I am always available via AIM or email... someone please get in touch with me to ensure we have a good communication stream set up, such that I can unlock the RCP.
