Neither shot it down, it wasn't Russia, it wasn't Ukraine. So I voted CIA.
I have a feeling it was Russian anti-aircraft guns, seeing as Russia has Crimea completely under its control. Ukraine is unlikely to be able to do much damage, considering the recent revolutions and government instability as well as economic collapse and I have a feeling that shooting down civilian airliners is not the new government's #1 priority.
The CIA wouldn't be able to shoot down an airliner. Also why would they need to shoot it down?
