RP in RMB is nonexistable, I mean planning RP's in here is most propable.
I decided to retcon Ainin abolishing its upper house in 2012. The Parliament of Ainin is now bicameral.
The upper house, the House of Censure (Chambre de censure), has 49 seats distributed equally to provinces (each province has 7 executive deputies). Executive deputies are appointed by provincial premiers on the advice of their cabinets at the same time as the lower house is elected. The house does not have the right of legislative initiative, and votes on bills after they've passed the House of Deputies. The House of Censure can, however, impeach (remove) or censure (condemn) government officials such as the President, judges and civil servants. It cannot remove the Cabinet or Prime Minister. The President of Ainin is appointed and confirmed by the House of Censure. The House of Censure cannot amend bills unless explicitly given the right by the House of Deputies.
The House of Censure, since it cannot remove an elected government, is legally forced to pass supply bills (e.g. budget bills).
The lower house, the House of Deputies (Chambre des députés), has 451 seats (this number expands with the population) distributed proportionately. It has the right of legislative initiative, but may not impeach, censure or remove a government bureaucrat. It can however remove the elected government of the day as well as the Speaker of the House through a no-confidence motion.
Considering how large outbursts and large-scale arguments occur from time to time, it can get hard for people to get used to the region if they're newcomers.
