I don't really do much RP, but I fully support having enumerated rights in the constitution. I was thinking of it purely in terms of the gameplay element. Here are some things for us to consider:

Do we rebuild here in Dixie, being a founderless region, or do we establish a region collectively based on this idea of a regional government? If we intend to stay, I recommend looking to the game's feeder regions for guidance on how to maintain security in a founderless region (endorsement caps). If we choose to found a new region (Dixie Confederation?, Confederacy of the (New) Old South?), we would have to first agree on who we want to be responsible as the founder (not me for sure, I cease to exist way to frequently), and then figure out what the role of the WA Delagate well be in comparison.

I certainly believe that success as a region is largely dependant upon WA membership. Receiving endorsements increases the rate at which a nation gains regional influence. More influence for us means more resistance to raids, because the WA delegate must spend influence points to eject nations (costs more to eject a nation with high influence). Regional elections can also be held via a regional poll where only WA nations boys are counted. The game had several detection techniques to catch cheaters (nations with more than one WA nations), so this form of voting prevents election tampering with puppet nations.

To encourage regional participation, we could establish a Council of sorts, consisting of all WA members that would act much as a senate or congress. The council would have the power to enact legislation that would alert the region's factbook entry, change the regional flag, open/close embassies, etc.. The president (delegate) would then be responsible for enacting those changes add the retainer of executive powers.

Any who, that's kind of what I was thinking. What do y'all think?

Well, I'm finally starting to build up my non-existent military. I don't know how I even got rid of it in the first place; probably just wasn't paying attention when answering issues.
