Hail, Commonwealth Leaders.

The Government of Southerrn Rhodesia wishes to object most strongly to the decision by the Supreme Court to hear New New Fiji's Appeal.
However, given that it has chosen to do so, Southerrn Rhodesia will do all in its power to assist the Heads of Government Assembly in it's attempt to defend their decision to enforce legal sanctions against New New Fiji, and, when the Supreme Court finds in our favour we will support the enforcement of greater sanctions against said nation.

THE BRITISH GALATIC TERRITORY OF SEYMOUR HOME OFFICE CIRCULAR

Today, 21st April 2012, was Her Majesty Queen Elizabeth II's, by the Grace of God Queen of The British Galactic Territory of Seymour, 86th Birthday. As such a 41 gun salute was held in Elizabeth Park, the largest of the Parks in the Territorys Capital. The 41 gun salute was carried out by the King's Troop of the Royal Horse Artillery.

The Territories representative to the United Kingdom also personally called Buckingham Palace to wish Her Majesty a very pleasant Birthday.

At 17:59 on the 21st April 2012, an Appeal Briefing was received at the Supreme Court of The Commonwealth of British Overseas and Galactic Territories, one minute before the 18:00 deadline set by Lady Canterbury at a previous hearing.

The Supreme Court of The Commonwealth of British Overseas and Galactic Territories has considered the Appeal, submitted by New New Fiji, regarding the Sanctions currently imposed upon it.

The Right Honourable Lord Edward Fotherington, President of the Supreme Court, presided, assisted by The Right Honourable Lady Olivia Canterbury, Deputy President of the Supreme Court.

The Case started with the Ambassador of New New Fiji and New New Fiji's Legal Counsel addressing the court and putting forth their arguments, their main arguments being:

-The People of New New Fiji would suffer under the Sanctions,
-It is undemocratic and unconstitutional for external bodies to meddle in New New Fiji's internal affairs.
-Travel and Sports Bans are unconstitutional and also illegal.

The Commonwealth of British Overseas and Galactic Territories Heads of Government Assembly then outlined their case. Their main arguments being:

-The Heads of Government Assembly has the authority and jurisdiction to apply sanctions as it sees fit.
-The Sanctions were implemented by democratically elected Governments with authority,
-New New Fiji signed up to allow such sanctions to be implemented upon it when it joined the Commonwealth.

The Commonwealth Legal Counsel then asked The Right Honourable Lord Fortherington SCJ(P) to dismiss the case. This request was rejected.

The Court adjourned for a break at midday.

The New New Fijian Counsel then got up to respond to these points, by saying that the New New Fijian people would starve if the Sanctions are not removed. The Commonwealth objected to this as New New Fiji is free to import food from countries outside the Commonwealth and they have plenty in storage. The amount of food New New Fiji has stored could not be proved and so was struck from the record.

Following intense debate and cross-examination, the Supreme Court adjourned. As no unanimous decision could be reached, it was put to a majority vote, which returned 10-2, with two New New Fijian Judges voting for the lifting of Sanctions. Upon this verdict being returned to the Court, the New New Fijian Legal Counsel demanded a recount, which was rejected by the President of the Supreme Court.

The New New Fijian Legal Counsel then requested Leave to Further Appeal, at which point the Court adjourned again to consider the application, as required to do so by its official guidelines. The Court returned a majority vote of 8-4. This majority was large enough for the application to be dismissed.

Verdict: Appeal Dismissed by Majority Vote of 10-2.
Application for Leave to Further Appeal denied by Majority Vote of 8-4.

At a meeting of The Commonwealth of British Overseas and Galactic Territories Heads of Government Assembly yesterday, it was agreed by The United Kingdom of The British Galactic Territory of Seymour and The Colony of Southerrn Rhodesia with The Colony of New New Fiji that all current sanctions against it shall be lifted, on condition of it's adherence to the following points.

Point 1. The level of Political Freedom within the Colony of New New Fiji is rising. It must continue to do so, and never fall below 35.
Point 2. The level of Civil Rights within the Colony of New New Fiji is also rising. It must also continue to do so, and must not fall below 25.
Point 3. Should any of the above points be broken all sanctions formerly in place will recommence. At the next meeting of The Commonwealth of British Overseas and Galactic Territories Heads of Government Assembly, the Colony of New New Fiji's progress will be scrutinised. The minimum level of both Political Freedom and Civil Rights may be raised to bring the Colony of New New Fiji into line with other Commonwealth nations.

The Colony of New New Fiji agreed to comply with all points and as such the sanctions levied against it by the C. of B.O.G.T. have been lifted. A sample of the sanctions lifted are listed below:
-Trade Embargo. No money, goods or services may be sent or traded between New New Fiji and any other C. of B.O.G.T. Country.
-Arms Embargo. No arms may be bought from or sold to New New Fiji, or it's citizens.
-Sports Sanctions. No Sports Activities may be played between New New Fijian citizens or C. of B.O.G.T. Citizens.
-Travel Ban. This applies to all citizens of all countries in the C. of B.O.G.T.. No citizen may visit New New Fiji, and no New New Fijians may visit anywhere else.
-Individual Sanctions. The Prime Minister of New New Fiji's assets are all hereby frozen, and may not be moved or accessed until further notice.

The meeting of The Commonwealth of British Overseas and Galactic Territories Heads of Government Assembly was concluded by The British Galactic Territory of Seymour's Ambassador to the C. of B.O.G.T. Heads of Government Assembly, Sir Humphrey Russell, who summed up the meeting by saying,
"It is hoped by all here today that New New Fiji will adhere to it's duties to it's citizens, as a member of the Commonwealth. Should it fail to do so the Commonwealth will have no option but to reimpose the sanctions lifted today. I'm sure I speak for us all when I say I look forward to many pleasant years of full cooperation and progress for the benefit of all.".

Commonwealth Leaders.

The Government of Southerrn Rhodesia wishes to object most strongly to the New New Fiji's Government's threats to use the strongest possible action should the sanctions be reapplied.

The Government of Southerrn Rhodesia therefore wishes to emphasise to the New New Fijian Government, that should it not comply with the terms of agreement set out at the meeting of The Commonwealth of British Overseas and Galactic Territories Heads of Government Assembly, sanctions will be reapplied with little thought given to the possible threat of action by New New Fiji. Should New New Fiji take such action, the Government of the Colony of Southerrn Rhodesia would be obliged to respond with stronger action. The Government hopes that it can count on the British Galactic Territory of Seymour's assistance in defence of the Head of Government Assembly and the larger Commenwealth.
