Looks like Kajstan/Germanier/Friedrich II the Great using his puppet New granatia tried to change the flag of this region as he did in The United NationStates.

Because it was dead but came back to life to move to this region again, even his "assistant" Moushal applied to join to the WA. But it was late. We were already here to stop him, as always.
