Howdy everyone. I'm Sev. I was a resident here maybe 3 years ago. I am a devout Catholic and former altar boy. I am a retired raiding captain. I served with TBR, DEN, and Hydra. Last night I realized I had not actually raided in a year or so, so I decided to retire. I have come here to relax and be with my brothers and sisters in Christ. If any of you have resentments against raiders, I hope you can forgive me. Raiding is just as much an aspect of NS as role-playing or resolving issues in my opinion. Perhaps I can offer my expertise in raiding tactics to help make certain this region is never invaded or harassed again. Anyways, I look forward to being here with y'all.

Hello, people of Catholic! Right to Life recently published its June 2016 Newsletter, and we thought that some of you might be interested in reading it. We hope that all is well.

While I have complicated feelings about the raiding game in general, I can't help but to admire those who coordinated such activities. I mean it takes a lot of planning, prep work, and leadership skills to get those cats to act in a trained manner without giving the whole thing away. I'm sure that such skills can be put to other uses for the good of the region and even for Pro-Life International.

Hello! I am Imperii Ecclesia, from Right to Life, and I am pleased to announce that I am opening up the sequel to Legacy of the Habsburgs I, Legacy of the Habsburgs II! LOTH II is a political role-playing game set in 1600 AD, off the branch of alternate history begun by LOTH I. While the first was a rather small game, this one is a much bigger undertaking- at the start there are 38 spots open to play as, and I am even opening it up to people from other regions!
Sign ups are open now, and will be open for about two weeks, and then I will begin the game. If you are not part of Right to Life's offsite forums already, you will need to simply make an account to post. If you want to play, have any questions, comments, concerns, complaints, etc, please post them in the sign up thread, or just telegram me!

Our final councilor expired. I've added a note to the world factbook entry. You might recall that we voted to eliminate our offsite government, but we never replaced it with anything. Thus, I'm asking (once again) for proposals for a new regional constitution. Without any councilors, I'm the only elected official who remains from the old government.

This week, under the facade of condemning Tony Blair, they have unaminously upheld their own prerogitive to invade whatever country they require to to suit their interests.

Article 1: Establishment

Establishment

E1. We, the inhabitants of the NationStates region of Catholic, in order to protect and preserve our regional community and its members, hereby establish this Constitution of the Region of Catholic.

Official religion

E2. The official religion of Catholic is Catholicism. Notwithstanding any other provision of this Constitution and regional law, no executive, legislative, or judicial action shall be taken that is contrary to a definitive teaching of faith or morals of the Magisterium of the Catholic Church.

Article 2: Citizenship

Eligibility for citizenship

C1. A NationStates player who possesses a nation in Catholic may apply for citizenship in Catholic.

Composition of citizenship applications

C2. A citizenship application must consist of, at a minimum, the name of the player’s nation in Catholic, an oath of loyalty to Catholic, and a pledge to abide by this Constitution and regional law.

Approval and denial of citizenship applications

C3. Citizenship is granted upon the approval of a citizenship application by the Founder. Citizenship does not expire and may only be removed by the Founder or Parliament.

C4. The Founder must approve a citizenship application unless the Founder determines that the player does not possess a nation in Catholic; already possesses citizenship in Catholic; submitted an application that is incomplete or untrue; or is a threat to regional security or public order. In such cases, the Founder must deny the application.

Removal of citizenship

C5. The Founder may remove citizenship from a player, but only for the reasons defined in section C4.

C6. Parliament may remove citizenship from a player by a 60% + 1 majority vote.

Appealing citizenship denial or removal

C7. A player may appeal the denial of their citizenship application or the removal of their citizenship by the Delegate to Parliament, which has the power to approve the application or veto the removal by a 60% + 1 majority vote.

Citizenship roster

C8. The Founder shall maintain a citizenship roster as a dispatch on the Founder nation which shall contain a copy of the citizenship application for each citizen.

Article 3: Founder

Definition

F1. The Founder is the nation that created Catholic, Saint Michael The Archangel.

Scope of powers

F2. The Founder is the Head of State of Catholic and possesses supreme executive power over Catholic by virtue of NationStates game mechanics. These powers must be exercised in accordance with this Constitution and regional law.

Executive power

F3. The Founder must devolve executive power to the Delegate and the Cabinet and is not permitted to exercise it directly unless otherwise specified by this Constitution.

Legislative power

F4. The Founder also possesses supreme legislative power, but must devolve this power to Parliament and is not permitted to exercise it directly.

Judicial power

F5. The Founder also possesses supreme judicial power and is responsible for interpreting the Constitution and its laws. The Founder may be required to devolve this power in accordance with regional law. Judicial rulings have the force of regional law, but may be overruled by Parliament by a 60% + 1 majority vote.

Access to this Constitution and regional law

F6. The Founder is responsible for maintaining access to this Constitution and regional law as a dispatch on the Founder nation.

States of emergency

F7. Notwithstanding any other provision of this Constitution and regional law, with the sole exception of section E2 of this Constitution, the Founder may exercise executive power without restrictions while Catholic is in a state of emergency.

F8. The Founder may declare that Catholic is in a state of emergency or terminate a state of emergency at any time. Parliament may also terminate a state of emergency at any time by a 60% + 1 majority vote.

F9. Once a state of emergency has been terminated by Parliament, another state of emergency may not be declared until Parliament passes an authorization by a 50% + 1 majority vote.

Transfer of rights and responsibilities to Delegate

F10. Should the Founder cease to exist, all of the rights and responsibilities of the Founder, with the exception of the right to unilaterally dissolve this Constitution, automatically transfer to the Delegate until such time as the Founder returns or Catholic is refounded with a new Founder.

Article 4: Delegate

Definition

D1. The Delegate is the World Assembly Delegate of Catholic.

Scope of powers

D2. The Delegate is the Head of Government of Catholic and possesses executive power over Catholic. These powers must be exercised in accordance with this Constitution and regional law.

Nature and composition of the Cabinet

D3. The Delegate may devolve executive power to any citizen of Catholic by creating NationStates regional officers. These citizens together with the Delegate constitute the Cabinet. The Delegate may appoint and dismiss members of the Cabinet at any time.

Election and recall by Parliament

D4. The Delegate shall be elected by Parliament by a 50% + 1 majority vote for a term of four months.

D5. The Delegate may be recalled by the Parliament at any time by a 60% + 1 majority vote.

D6. Should the Delegate resign or be removed from office, a new election shall be held for Delegate for a new four month term.

Eligibility

D7. Only citizens of Catholic are eligible to become Delegate.

D8. The Delegate is automatically removed from office should they cease to be a citizen.

Transitioning between delegates

D9. The Founder is responsible for facilitating the orderly transition of power between outgoing and incoming Delegates.

Article 5: Parliament

P1. Parliament is the legislative body of Catholic.

Scope of powers

P2. Parliament possesses legislative power over Catholic. These powers must be exercised in accordance with this Constitution and regional law.

Composition

P3. Every citizen of Catholic is a member of Parliament.

Powers

P4. Parliament has the power to enact regional laws by a 50% + 1 majority vote.

Regulation of votes

P5. Parliamentary votes must be conducted using the regional polling system or, if is not possible to use polls, the regional message board.

P6. Parliamentary votes have no quorum but must have a voting period of at least four days.

P7. Parliamentary votes must be initiated by at least two members of Parliament.

P8. The Founder is responsible for facilitating, counting, and verifying Parliamentary votes.

Article 6: Amendment

Amending formula

A1. This Constitution may be amended by a 60% + 1 majority vote of Parliament.

A2. This Constitution may be dissolved unilaterally by the Founder or by a 60% + 1 majority vote of Parliament.

Somebody mentioned a while ago that Catholic has a tradition of only having embassies with Catholic regions. Should we put this inwriting?

Is the founder an actual person? Or is it a puppet of multiple people?
